Am atmospheric river is set to bring downpours to the county Monday through Thursday, the National Weather Service says. County officials say it’s important to be prepared because topsoil, mud, plant material, and debris can clog culverts and storm drains and damage roadways. SAN DIEGO (KGTV) - San Diego County Crime Stoppers and police investigators announced Tuesday a reward to find a woman suspected of identity theft and using fraudulent credit cards at Walmart. The woman opened two separate credit card accounts at the Murphy Canyon and Grossmont Center stores Dec. 18, according to the San Diego Police Department’s Economic Crimes Unit. The woman bought ,500 worth of items at each store. Police said the woman also tried to open fraudulent credit accounts at a Marshalls and Target store in Kearny Mesa, but was unsuccessful. The woman later went to a Chase Bank and took nearly ,000 in cash from the bank account of a victim whose identity she stole, police said. The victim’s credit monitoring service notified her of the fraudulent activity. Investigators believe the suspect is using a fake identification card using the victim’s basic information. The victim doesn’t know how the woman obtained her personal data, police said. The suspect, who is white and in her mid 20s to late 30s, was wearing a dark-colored wig while at the bank. She also wore glasses with dark-colored frames. Anyone with information about the woman is asked to call Crime Stoppers at 888-580-8477. 1223

SAN DIEGO (KGTV) -- San Diego Police are searching for an at-risk missing man who disappeared from downtown Saturday morning. According to police, 57-year-old William Groves was last seen at the corner of 7th Avenue and A street around 10:25 a.m. Saturday. Groves suffers from seizures and has short-term memory loss due to a traumatic brain injury. Police say Groves is also a dependent adult with no money or medication and is visiting San Diego from Hawaii with his mother. According to police, Groves is known to be friendly and talkative. He is described as five feet, five inches tall with brown eyes, gray and black hair and light skin. Groves was last seen wearing a yellow t-shirt with checkered shorts and a black eye patch. SAN DIEGO (KGTV) - San Diegans on the hunt for a job can now get some help from the Central Library in downtown.They're launching a "tie-brary" where people can borrow work necessities just like checking out a book. “It can be extremely costly, and you want to look professional and at your best when you go into these interviews, and that’s a burden that could set you back," said District 6 Councilman Chris Cate.Cate's office donated ,000 to help launch the tie-brary. “So if you want to check out a tie for a job interview that you're going to be having you can come down to the library and check out a tie, or check out a portfolio, or whatever you need for that job interview. And then you return it just like you're returning a book," said Cate. Cate's office will be collecting ties during April to continue helping with the effort. 851

She works at the Knotty Barrel on Market Street, relying on tips to help make the rent. “It’s a lot slower than in the summer, when we have baseball games and conventions,” said Devine. She pays 0 to split an apartment in North Park. “I feel like I’m saving all of my money for the first and then all of my money gets swiped for rent." Devine among thousands of San Diegans competing for the region’s low supply of homes.The average rent in the county is now about ,900 a month, according to Marketpointe Realty Advisors. One of the big challenges is that people keep moving to San Diego for jobs, but there aren’t enough homes being built to accommodate them. The state reports that employers have added 26,000 payroll positions in the last year, but developers have only pulled permits for about 11,500 new housing units. “You can’t have population growth and one half of the units that are needed to house these people,” said Borre Winckel, who heads the San Diego County Building Industry Association.
