SAN DIEGO (KGTV) -- A new report shows that the San Diego Unified School District in 2017 saw significant grade-level gains in reading and math scores.The program, called the National Assessment of Education Progress, or NAEP, shows that San Diego is the only large urban district in the nation to see significant test score increases in fourth-grade reading and math.San Diego Unified also performed significantly higher than public schools in large cities in both fourth and eighth-grade math and reading.The 2017 results mitigate a significant score drop in fourth-grade math in 2015, which the district says is due to the implementation of Common Core.The district said Tuesday that long-term data shows a generally upward trend overall.“San Diego Unified stands out as a hub of academic excellence and innovation, where students learn and thrive thanks to the dedication of our teachers,” said Superintendent Cindy Marten. “The NAEP results underscore the incredible teaching and learning that’s occurring in San Diego Unified schools every day.” 1064

SAN DIEGO (KGTV) – A new interactive map produced by San Diego County officials shows the cities and communities hardest hit by the coronavirus.The county launched its COVID-19 case rate map on Thursday, and it uses a color tier system similar to the state’s “Blueprint for a Safer Economy” reopening plan.Users can look at case rates per 100,000 residents in specific areas or search by ZIP code.County Public Health Officer Dr. Wilma Wooten said, “Cities had previously requested the map to determine how they are faring during the pandemic. The map gives cities a clearer picture of how COVID-19 is impacting their residents and will help them determine whether to take more aggressive actions to enforce the public health guidance to slow the spread of the virus.”San Diego County tallied a record 661 coronavirus cases on Nov. 10. Purple tier-related restrictions take effect midnight on Saturday, Nov. 14.Many nonessential businesses will be required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers will be able to remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. SAN DIEGO (KGTV) - A rash of mail tampering incidents has led to missing money and an unusual M.O.On Winnebago Avenue in late June, Kelly Craig was standing in front of her home talking to a neighbor."Around 10:30 a.m., the mail carrier dropped off the mail in front of me," said Craig.A few minutes later, Craig got her mail and noticed something. One of her envelopes was sliced open on the side. "Looks like a razor blade slit the side," said Craig.Inside, she found a birthday card from her mother, mailed from Montana. The usual money was not there. A call to mom revealed 0 in cash should have been inside."Felt panicked and really sad the money was missing, and my mom was really upset," said Craig.Craig wasn't alone. That same day, less than two miles away, her daughter-in-law went to get her mail."She got a wedding card from my sister, and it had cash in it as well," said Craig.The 0 that was inside was gone. That envelope was also sliced open on the left side, but there was one difference. The side and back of the enveloped were resealed with tape."Clearly trying to cover up their stealing of the money," said Craig.When Craig and her daughter-in-law reported it to postal authorities, they say they were told of similar recent incidents, including one if the College Area. On the Nextdoor app , several neighbors also reporting similar incidents. SAN DIEGO (KGTV) - A New York-based pastor who was placed on a government watchlist after traveling to Tijuana to work with migrants is suing the federal government. Kaji Dousa is the senior pastor at Park Avenue Christian Church in New York and a member of the New Sanctuary Coalition, which works with immigrant communities.She had also been the senior pastor at the Table United Church of Christ in La Mesa for several years until 2016.According to a federal complaint, in November, Dousa started traveling to Tijuana as migrants from caravans continued filling the churches and shelters of the border city.“What I do is I go and meet and pray with people. I listen to them. I offer all the gifts of pastoral office,” said Dousa.She traveled multiple times across the border until January, when she was stopped by border agents and taken into a secondary screening area.According to the complaint, a Customs and Border Protection officer interrogated her, at one point asking “about Pastor Dousa’s assistance to asylum seekers and whether she encouraged them to lie in asylum applications.”Dousa denied the claims, but explained “that sometimes during her ministry she assisted asylum seekers, many of whom speak no English, in explaining what caused them to flee their homes,” according to the complaint. 1316

SAN DIEGO (KGTV) -- A gunman is on the loose after a Thursday morning shooting at Barrio Logan’s Chicano Park left a 19-year-old injured.San Diego police were called to the 2000 block of National Avenue, off Interstate 5, at around 1 a.m. in response to reports of dozens of shots fired.Details on what prompted the gunfire were unclear, but police confirmed a 19-year-old person was struck. The victim was taken to UC San Diego Medical Center for treatment.The victim’s condition is unknown.Police are searching for a Hispanic man in his 20s in connection with the shooting. They believe the gunman fled in a dark gray or silver car.About an hour later, as police were investigating the shooting, someone in the car matching a description of the getaway vehicle fired shots while on southbound I-5 towards officers at the shooting scene.No one was hurt in that gunfire. 878
