CHULA VISTA, Calif. (KGTV) - A skate park that was once riddled with graffiti is getting a grand homecoming in the South Bay.The City of Chula Vista will hold a grand reopening of the Len Moore Skate Park on Saturday from 10 a.m. to 12 p.m., with raffles, prizes., local vendors, live music, and demonstrations by skating pros.The Boys and Girls Club closed the park last August due to costly maintenance and repair issues. This led to the organization giving up the park to the city.Since that time, though, vandalism and graffiti became a constant concern, which led to the park's reopening in February. City officials will now monitor the park for cleanliness and graffiti."Before the city could actually open it up there were some minor maintenance things that we needed to take care of. There were some ramps that needed to be taken out and demolished. There was a lot of graffiti," Gil Contreras, principal recreations manager with the City of Chula Vista, said.Community members had a say in the park's reopening as well. A series of community meetings asked the public what they wanted out of the park, the priority being the ability to skate for free. The park will also offer skate classes, day camps, and birthday party rentals.RESOURCES: Learning how to skateboard"We definitely took everything into consideration when reopening the park. [Community members] were concerned about the graffiti and the vandalism and things like that," Contreras said. "We did reassure them ... we have park rangers who frequently visit all of our parks. We have a staff who actually comes through every day and just kind of gets an idea and looks at everything and talks to the patrons."Since February's reopening, Contreras says all the city has received are positive remarks.The park is open daily from 8 a.m. to dusk to skateboarding, BMX bikes, scooters, in-line skating, and roller skating. All skaters must wear a helmet, and elbow and knee pads at all times.Contreras says the city will continue to look at elements skaters desire at the park to expand the park's offerings."This park is for everybody and we want to make sure everybody in Chula Vista can enjoy it," he added.Looking for a skate park in your community? CIA director Gina Haspel found herself at the center of a political dispute Tuesday amid reports that the White House was blocking her from briefing Senators on the murder of Washington Post journalist Jamal Khashoggi.Illinois Democrat Sen. Dick Durbin told CNN's Wolf Blitzer Tuesday that senators were told Haspel will not participate in Wednesday's all-Senate classified briefing alongside Secretary of State Mike Pompeo and Defense Secretary James Mattis despite indications that lawmakers on both sides of the aisle would like to hear from her directly about the CIA's assessment regarding Khashoggi's killing."We were told that she would not be attending the briefing for members of Congress," Durbin said."That is extraordinary when we are dealing with the Khashoggi situation, the assertion by the State Department and intelligence agencies, her absence is obvious and its noted, and it raises a serious question as to whether this administration is giving us the whole truth," he added.A US official confirmed that Haspel will not attend the briefing, citing the fact that it is a policy-oriented meeting on Yemen and not a situation a CIA director would typically be involved in alongside the defense secretary and secretary of state.Specifically, Haspel may be able to provide details related to a tape which contains audio of the killing of Khashoggi in the Saudi Arabian consulate in Istanbul, Turkey, in early October.White House national security adviser John Bolton dismissed questions on Tuesday about whether he has listened to the recording and President Donald Trump has previously said that he declined to listen to the audio.Senate Foreign Relations chairman, Sen. Bob Corker, has suggested that the planned Wednesday briefing from Mattis and Pompeo alone would not be sufficient to answer the growing number of questions about Khashoggi's death.And claims that the White House was actively working to prevent her from testifying only fueled concerns about Trump's willingness to appropriately respond to the murder.The CIA declined to comment on what led to the decision that Haspel will not brief lawmakers Wednesday.A Senate aide told CNN that the White House is responsible for determining who briefs the Senate on behalf of the administration, and they seem determined to ignore requests from Corker to include an appropriate intelligence briefer, which could include Haspel or Director of National Intelligence Dan Coats.Another congressional aide said Tuesday that the White House is attempting to "hide" Haspel in an attempt to prevent her from sharing details that may not align with its public response to Khashoggi's murder."If they were confident in their story they would send her to the US Senate and have her brief US senators. But the fact that they are hiding her and not allowing her to tell the Senate what she knows ... it really tells you all you need to know," the aide said.But Bolton denied claims that the White House was preventing Haspel from participating in the briefing, responding "certainly not" when asked about the reports.Trump has rankled top lawmakers on both sides of the aisle in recent weeks by signaling he will not take strong action against Saudi Arabia or its crown prince, Mohammed bin Salman, for the murder and dismemberment of Khashoggi.The President has also raised doubts about the CIA's assessment connecting the regime to the murder.White House press secretary Sarah Sanders pushed back on the assertion Tuesday that Trump does not believe Khashoggi was killed at the direction of the crown prince."We haven't seen definitive evidence come from our intelligence community that ties him to that," she said.A US official told CNN last week that there is still is no smoking gun implicating the crown prince directly and the intelligence assessment is ongoing. Intelligence officials have said the CIA presented the President with a confidence-based assessment given the facts of the situation.Though sources tell CNN that the CIA has assessed with high confidence that the prince directed Khashoggi's murder, which was conducted by members of bin Salman's inner circle, the fact that they don't make a final conclusion gives the White House an out.Senate Majority Leader Mitch McConnell raised concerns about the "abhorrent" actions by Saudi Arabia during a press briefing when asked if he believes the crown prince and others should be punished for Khashoggi's killing.McConnell noted that senators are currently discussing how to respond but would not answer CNN's question if Haspel should attend Wednesday's briefing.Congressional lawmakers have continued to push for answers from the administration despite the White House's public response.Corker warned Monday that there will be "a lot happening" in Congress on Saudi Arabia, including a vote as soon as this week calling for an end to US involvement in Yemen, as he renewed demands for Haspel to brief senators on Khashoggi's murder.As lawmakers continue to discuss potential options for a response, Trump has signaled he will not take strong action against Saudi Arabia or bin Salman.Two sources told CNN on Monday that the US has "slammed the brakes on" a United Nations Security Council resolution calling for a limited ceasefire and increased humanitarian aid in Yemen over concerns about angering Saudi Arabia.One source familiar with the negotiations over the resolution tells CNN the US "has slammed the brakes on," saying that "we can't support a resolution at the moment."The source also said the move is at odds with what US Ambassador to the United Nations Nikki Haley has been signaling to her counterparts at the UN, since she was supportive of the planned resolution weeks ago.The White House declined to comment as did the US Mission to the United Nations. Officials there also refused to comment.State Department spokeswoman Heather Nauert responded by stating that "negotiating the Security Council Resolution is important as we look to increase international consensus around Yemen.""Our main focus at this time is offering our support for UN Special Envoy Martin Griffiths who is making progress in his negotiations with the Republic of Yemen and the Houthi rebels," she said.The reason for the delay continues to be a White House worry about angering Saudi Arabia, which strongly opposes the resolution, multiple sources say. CNN reported earlier this month that bin Salman "threw a fit" when presented with an early draft of the document, leading to a delay and further discussions among Western allies on the matter. 6586

CHULA VISTA, Calif. (KGTV) – Chula Vista’s first commercial cannabis business is now ready to serve customers.According to a news release from the city, Grasshopper Delivery is the first of 12 cannabis businesses approved to operate in Chula Vista.Mayor Mary Casillas Salas said, “We welcome Grasshopper Delivery to the City of Chula Vista. Since voters approved commercial cannabis operations in 2018, we have been working to establish a quality program that attracts businesses like Grasshopper that are committed to running top-notch operations in our community.”Measure Q, an initiative approved by voters in 2018, allows for “commercial cannabis retail, delivery, testing, cultivation and manufacturing” in Chula Vista.Under Measure Q, the city said: “A total of 12 cannabis retail operations are allowed in the City of Chula Vista. Each council district may have a maximum of three retail locations to include two storefront locations or a combination of storefront and delivery operations, not to exceed three per council district.Grasshopper Delivery is Chula Vista owned and operated. Dedicated to sustainable green business practices, Grasshopper uses lows-emission vehicles for delivery and offers biodegradable packaged cannabis products at affordable prices.”Due to COVID-19 pandemic restrictions, Grasshopper Delivery is operating by contactless delivery only.Grasshopper Delivery founding president Andres Camberos said, “We recognize the need for access to licensed legal cannabis in the City of Chula Vista and look forward to serving South County communities. Grasshopper Delivery is proud to be the first commercial cannabis operation to open in Chula Vista. CHULA VISTA, Calif. (KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. Two similarly sized school districts in California paid out nearly 20% less than SUHSD in total pay and benefits, between 5 and 3 million, according to the data. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year. When it comes to overtime, 10News found:One of the OT recipients was a payroll technician who banked ,414.19, bringing their salary up from ,000 base pay to over ,000 in total pay and benefitsBus drivers were among the biggest overtime benefactors, with Sweetwater paying over 0,000 in overtime to about 90 employeesThree district bus drivers earned over ,000 in overtime each, bringing their 2017 total pay and benefits to over ,000Another group that benefited from overtime pay were district budget analysts, who totaled over ,000 in overtime as a groupA locksmith supervisor added a total of ,623 in OT to his 6.5K salarySweetwater’s finances have been under scrutiny since it was revealed the district made a million miscalculation for its ’18-’19 budget earlier this year. District officials previously said its 2018-2019 school year budget shortfall was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.Even with a revised budget, it was later reported in an independent audit that Sweetwater’s budget problems were worse than what was originally predicted due to the following “significant factors”:“Internal borrowings that reflect the significant cash flow shortages in the General Fund”“Unsustainable salary, benefits, and pension increases that create significant deficit spending”“Declining local enrollment of students”The district has been borrowing money faster than it can pay back, taking money from local development taxes, also known as Mello-Roos fees, according to a Dec. 3 report from The Voice of San Diego. This fiscal year alone, the district will borrow million -- in addition to the million they already owe.At an October 8 board meeting, SUHSD staff offered suggestions to help reduce the debt such as energy cost savings, freezing unfilled positions, and a reduction in the work year for all management. In an email sent to families following that Oct. 8 meeting, at least two schools announced they would be cutting after school programs and their 2019 summer school sessions.More recently, the district announced it would allow nearly 300 employees to retire early in an effort to balance the budget. The school board also voted to cut 34 temporary teaching positions in the district's adult education program.Moving forward, auditors recommended the district evaluate the procedures in which it reviews its own finances. The audit goes on to suggest those assigned with monitoring finances “should have a clear understanding of accruals and the journal entries required to account for them properly.”Auditors also urged Sweetwater to “always perform timely bank reconciliations to ensure that all activities have been properly accounted for and that there are no errors posted.”Sweetwater officials acknowledged not having “tight internal controls or warning systems in place” in balancing its budget. 4103
