BEIJING, Aug. 7 (Xinhua) -- Prosecutors will have to obtain approval from a higher-level prosecutorate before they order arrest warrants for suspects accused of defamation, officials with China's Supreme People's Procuratorate (SPP) announced Saturday.The move came only days after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter from the Economic Observer News, who was accused of defamation by a publicly-listed company.The quality of handling criminal cases is the "lifeline" of the work in investigating, supervising and examining police applications to arrest persons implicated in a crime, according to a statement issued by the SPP."To issue low-quality or even incorrect arrest warrants not only violates people's legitimate rights, but also severely undermines the credibility of prosecuting authorities and tarnishes the image of the Communist Party of China and the government," it says.China's Criminal Procedural Law delegated different responsibilities to the three branches of the justice system -- the courts, the prosecutors and the police. Before formally issuing an arrest warrant, prosecutors are required to examine police applications and investigations.In Qiu's case, the reporter had been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company by reporting fabricated stories.However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.

HUZHONG, Heilongjiang, July 1 (Xinhua) -- More than 20,000 firemen are battling lighting-triggered forest fires in northeast China as continuous hot weather undermines their efforts, forest fire prevention authorities said.The fire, spotted Saturday, continued to spread Wednesday due to high temperatures after having weakened overnight, said Sun Zhagen, deputy director of China's National Forest Fire Prevention Headquarters.The forest fire first occurred in a part of the Greater Hinggan Mountains in Inner Mongolia Autonomous Region and then extended to the neighboring Heilongjiang Province.Rescuers were still struggling to put out the fire at more than 30 sites in the two regions, said a spokesman with the fire fighting headquarters at Huzhong, a major fire site.Further, another 6,000 fire fighters and additional equipment would be sent to control the fire in Heilongjiang, said the spokesman."As it is too hot to get close to the scene to put out the fire, we have to build fire barriers during the day and battle the blaze at night," said Pang Zhiqiang, a forest policeman.Sparks are being buried under the burnt debris of wood, often as deep as 30 cm and easily set on fire again by wind, said rescuers at Huzhong District."We felt thirsty, dizzy and had trouble breathing after staying in the burnt forest for just 10 minutes", one fireman said.Each of the rescuers, carrying about 25 kg of equipment on his back, could only carry four bottles of drinking water, a rescuer with the Heilongjiang forestry police force told a Xinhua reporter. "If the bottle water is not enough, we drink the river water, though there are worms in it."Some thirsty fire fighters said they even dug into the ground and breathed in the moisture. Also, many rescuers have become exhausted after remaining awake and working for four days.Temperatures in the Greater Hinggan Mountains Region have been hovering over 37 degrees Celsius recently and seven counties and districts have witnessed record-high temperatures, said Na Jihai, chief of the Heilongjiang Provincial Meteorological Bureau.Temperatures in Huzhong District hit 39.7 degrees Celsius Saturday, Na said.Fire-control experts in Inner Mongolia also said such an extremely-hot weather was rarely seen over the past six decades.The two regions have dispatched three aircraft and 10 cloud seeding rockets to conduct artificial precipitation operations, according to local meteorological departments.The dry and hot weather will continue for the next three days, but a light rain is forecast for Thursday, according to the National Meteorological Center of China Meteorological Administration."This is a battle between human beings and nature. We have to work hard to win," Sun Zhagen said.

BEIJING, June 13 (Xinhua) -- China strongly opposes a declaration issued by the European Union on a Chinese human rights case, said Foreign Ministry spokesman Qin Gang here Sunday.Qin made the remarks in response to a question on China's attitude towards the EU declaration.The EU said in its declaration that it regrets the decision of the higher people's court of Sichuan Province to confirm the sentence of Tan Zuoren to five years in prison for "subversion of state power."It also appeals to the Chinese government to release Tan unconditionally.Tan Zuoren, a former magazine editor, was sentenced in February on the charge of inciting subversion of state power. This week, the Sichuan provincial higher people's court upheld Tan's five-year prison term.Qin said, China's justice department handled the case independently according to the Chinese law.The EU declaration has interfered in China's judicial affairs," Qin said. "China firmly opposes and is strongly dissatisfied over it."Qin hoped the EU would respect China's judicial sovereignty and safeguard the overall situation of Sino-EU relations.

  

TORONTO, Canada, June 26 (Xinhua) -- Chinese President Hu Jintao visited an aircraft manufacturing facility on Saturday morning, in a gesture to show that China attaches importance to expanding mutually beneficial cooperation with Canada.Bombardier, a Canada-based global manufacturer of planes and trains, has cooperation projects with China in the areas of civil aviation and rail transportation.It has been working with the Shenyang Aircraft Corporation (SAC) of China to jointly develop and manufacture the innovative C series of airplanes.Hu toured the factory to have a close look at the components of the Q400 aircraft, which was partly manufactured in Shenyang. The Canadian company now has offices in Beijing, Shanghai, Guangzhou and Hong Kong.Hu arrived in Toronto on Friday afternoon after spending three days in Ottawa, where he and Canadian Prime Minister Stephen Harper witnessed the signing of a number of documents on cooperation between the two countries.Hu is to attend a summit of the Group of 20 countries in Toronto at the weekend.

  

BEIJING, June 16 (Xinhua) -- Chinese Vice President Xi Jinping Tuesday concluded his two-day official visit to Bangladesh and started his trip to Laos, the second leg of his four-nation tour.In Dhaka on Tuesday, Xi met separately with the country's opposition leader, parliament speaker and president.In talks with Khaleda Zia, chairperson of Bangladesh's main opposition Bangladesh Nationalist Party (BNP), Xi lauded what Zia has done to promote the Sino-Bangladeshi relationship.He said China appreciates very much Bangladesh's precious support on issues concerning China's core interests like the issues of Taiwan, Tibet and Xinjiang.He said China supports Bangladesh's economic development and will continue to do its best to help the south Asian country.Zia said China is a close and friendly neighbor of Bangladesh. "Bangladesh always regards China as an important strategic partner," she said.Talking with Bangladeshi Parliament Speaker Abdul Hamid, Xi spoke highly of the comprehensive development of bilateral relations since both countries established diplomatic relations 35 years ago.He reiterated China's commitment to work with Bangladesh to push forward their comprehensive partnership of cooperation. He also called on the legislatures of both countries to further strengthen communication and promote mutual understanding.Hamid said the Sino-Bangladeshi relationship is time-honored and all the parties in the Bangladeshi parliament support developing relations with China.In talks with President Zillur Rahman, Xi said the Sino-Bangladeshi relations have stood the test of changes in the world situation and continually move forward."The cooperation in all areas is very fruitful and has brought real benefits to the two peoples and also plays an active role in maintaining regional stability, peace and development," he added.Xi said the two countries' decision to establish a "Closer Comprehensive Partnership of Cooperation" last March showed the direction for further developing bilateral relationship.Rahman said Bangladesh and China maintain good relationship. He believed Xi's visit will greatly promote the friendship between the two peoples and push bilateral relationship to a new level.On Tuesday afternoon, Xi left Dhaka for Vientiane, capital of the Lao People's Democratic Republic for an official visit.In a written speech at the airport upon his arrival, Xi said China and Laos enjoy profound traditional friendship, and established a comprehensive strategic partnership last year.Laos is the second leg of Xi's four-nation trip on June 14-24, which will also take him to New Zealand and Australia.
