SAN DIEGO (KGTV) - A City Heights elementary school was placed on lockdown Wednesday morning following reports of gunfire in the area.San Diego Police responded to the call of shots fired near Colina del Sol Park at 5319 Orange Avenue just after 9:30 a.m. Wednesday.Fay Elementary - located across the street from the park - was placed on a precautionary lockdown, according to police. The lockdown was lifted within an hour.Two individuals were detained following the reports, but police did not confirm whether they were associated with the shooting. Police did say they are searching for one more individual.Police recovered shell casings at the scene, but would not say how many were recovered. No injuries have been reported.SDPD officers were on the scene Wednesday afternoon investigating.  840

SAN DIEGO (CNS) - Thousands of women nationwide are expected to participate in a series pre-election demonstrations today, including one at San Diego's Balboa Park, focusing on women's reproductive issues, getting out the vote and protesting the Trump Administration's efforts to replace the late Supreme Court Justice Ruth Bader Ginsburg. A number of virtual events, voter registration drives, phone banking efforts and text messaging campaigns are also planned.``There are over 400 being planned around the country and Pasadena is one of them,'' organizer Jenna Karvunidis, who is co-hosting a march outside Pasadena City Hall, told the Pasadena Now website. ``This march particularly has to do with not confirming the new Supreme Court justice until after the election.''``It was Ginsburg's dying wish to not be replaced until after the election, and I think that we should honor that.''Women's Marches have been held regularly since Jan. 21, 2017, the day after President Donald Trump was sworn into office, in one of the largest public demonstrations in U.S. history.Today's gatherings are the second under the Women's March banner this year. SAN DIEGO (KGTV) - A controversial retirement center proposed by Skyline Church is moving ahead following a San Diego Planning Commission vote Friday.Officials voted five to one in favor of advancing to the development to the next step.Church officials are looking to build the retirement center in the Valle De Oro neighborhood. It would be located on almost nine acres next to Skyline Church. The 232 units would be made up of independent and assistant living spaces. The facility would also have a walking trail, offices, a pool, and clinics.Those who are in support of this plan say it’s needed because of the growing aging community in the San Diego County. "This application is more than just a request. It’s asking the County’s permission to serve our community, by seeking your permission for this retirement center," said Pastor Dan Grant of Skyline Church.Opponents say this will cause traffic problems in an already congested location along I-94 just East of Via Mercado. They add, this would be a huge environmental impact on the area.Now that the Planning Commission has agreed to move forward, they will bring this recommendation to the Board of Supervisors. 1180

SAN DIEGO (KGTV) - A Del Cerro woman had a rare - and timely - encounter outside a Halloween display on her morning walk Tuesday. Liz Harley and her friend Terry Finstad spotted an owl in the middle of the street, transfixed by a light show of bats on the side of a home. “It was just so cool,” Harley told 10News. Harley and Finstad have been walking together for 25 years, since their children were small. Now they’re both grandmothers and keep their tradition alive. During their walks, the two have seen all kinds of wildlife: coyotes, rabbits, skunks, raccoons. At first, Harley thought the owl was a cat, but then she noticed its head spinning. “We just watched it,” she said. “We wondered, what is it doing?” The owl spent several minutes absorbed by the flying bats, oblivious to Harley’s golden retriever. Harley and Finstad walked on, and when they passed through the area again, the owl was gone, leaving only feathers behind. “Kind of reminded me of Harry Potter,” Harley said. Harley, who usually goes to the gym on Tuesdays, is glad she chose to stay close to home. “I was rewarded for walking this morning.” 1130

SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. Elkins resigned from the Yuma Police Department in 2017. 1066
