SAN DIEGO COUNTY (CNS) - Seven "cool zones" are scheduled to open at noon Monday in San Diego County to provide relief from high temperatures.The cool zones are air-conditioned locations throughout the hottest areas of the county:-- Borrego Springs Library, 2580 Country Club Road;-- Fallbrook Community Center, 341 Heald Lane;-- Lakeside Community Center, 9841 Vine St.;-- Potrero Branch Library, 24883 Potrero Valley Road;-- Santa Ysabel Nature Center, 22135 CA-79;-- Spring Valley Community Center, 8735 Jamacha Blvd.; and-- Valley Center Branch Library, 29200 Cole Grade Road.All sites will be open from noon to 5 p.m. Monday through Friday.COVID-19 safety measures will be in place. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob. "Cool zones provide a refuge during the hot summer months, so it's helpful the county has developed a plan to get them open."The cool zones program is offered in partnership with the San Diego County Health and Human Services Agency Aging & Independence Services and San Diego Gas & Electric Co. 1424

The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit.  "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program. Valladolid says officials verify income, assets, and family composition to determine eligibility.One of the housing commission's initiatives is to help promote self-sufficiency, so instead of looking at income yearly, they re-certify every two years.RELATED: Neighbors upset about planned affordable housing development in Point Loma"In addition to streamlining the efforts for the re-certification process it was also a way for families to be encouraged to increase their earnings over the years and not face an immediate adjustment to the rent portion when their income did go up,” Valladolid said.According to the housing commission, the majority of the households they serve are currently at or below 30 percent of the county's area median income of ,800.Source: SDHCThe value of a voucher is around ,000 for an individual family per year. SAN DIEGO (KGTV)— San Diegans are bracing for yet another round of gas price increases. Mike Metroianis has a love-hate relationship with driving.“I do about 300 miles on any given day,” Metroianis said. It is how he makes his living as an Uber and Lyft driver. He checks gas stations around his routes, always looks for the best prices. “25 cents makes a huge difference,” Metroianis said. According to AAA, the average national price of regular gas is .76 per gallon. But in California, it’s .57 per gallon. Experts say the increases are a result of the unrest in Europe and the Middle East, combined with high demand in the United States. “You dread it every time,” Metroianis said. “You see your gas go down and you’re like… You made all this money, and next thing you know, you’re throwing it right back in the tank. It’s ridiculous.”So ridiculous, Robin Bartlet has completely stopped getting regular gas for her 28-gallon Chevy Avalanche. Luckily, her car takes Flex Fuel, which only costs her .89 per gallon, at a 76 Station in Kearny Mesa. The same station is charging .29 per gallon for regular gas.“Holy sugar!” Bartlet said, looking at the sign for the regular gas. Experts say prices are not getting any sweeter, any time soon. By Memorial Day weekend, Californians may have to pump out on average, more than a gallon. The Bartlets say that is reason enough to not make any travel plans. “We’re not going anywhere,” Bartlet said. “With gas going up more for the holiday, it’s not even worth it.”So what happens to people like Metroianis whose livelihoods depend on gas prices?“If It went to , there’s no way. San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. SAN DIEGO, CA (KGTV) -- A debate is unfolding across the country, and right here in San Diego over how and when to reopen schools during this pandemic.With the new school year is quickly approaching, and the number of coronavirus cases continuing to surge locally, many teachers are left with concerns about opening their classrooms.The California Teachers Association (CTA), one of the largest teachers unions, urging state lawmakers to hold off reopening schools until it is proven to be safe enough."It is not reasonable for us to think that it’s safe for us to go back to schools," said E. Toby Boyd, the president of CTA who heard from teachers across the state. "We have to look at what is being mentioned in terms of the science, the facts, and how the disease is being spread."People are very afraid, very concerned because they either have underlying health conditions or someone in their household does," said Kisha Borden, the president of the San Diego Education Association (SDEA). "I'm hearing from educators of all ages who are very concerned about being put into an enclosed space, their classroom, with 25 to 30 children without the proper protocols in place."The San Diego Unified School District will start the 2020-2021 school year on Aug. 31 with an option of in-person or online distance learning.But, Borden said before teachers return, they have some demands."We're asking for at least a decline in cases over 14 days so that we're not bringing back large groups of people during a time when we're seeing an increase in cases," she said.The union would also like to see widespread, accessible, and frequent COVID-19 testing of students, staff, and parents when necessary, and fully-funded doctor recommended prevention measures.The district has listened to the union's concerns, and Borden said, after the latest meeting, she's feeling hopeful."I'm encouraged, the last statement that came from the district said that they'd like to meet with health professionals, they'd like to meet with public safety experts and really come up with clear medically proven guidelines and timelines around what is going to be necessary to bring students and staff back into our classrooms," she said.SDEA sent ABC 10News the following statement 2261
