SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) -- Police are asking for the public’s help searching for a missing 13-year-old girl who disappeared from San Diego in late November. According to police, Kymilah Wolford went missing from her home in the Emerald Hills area of Southeastern San Diego on November 30 around 10 a.m. Wolford was last seen wearing black leggings and a gray hoodie. She is described as five feet, four inches tall, weighs approximately 170 pounds and has short, black hair and brown eyes. SAN DIEGO (KGTV) — Naval aviators and Marines from NAS North Island and Camp Pendleton are helping firefighters battle the Valley Fire.They joined four aircraft from the Army National Guard who came nearly straight from fighting fires in Northern California, according to Army National Guard officials."Due to the increased fire activity throughout the state of California up to and including Southern California, we are extremely short on resources, private, state, and federal resources. So we've enacted our emergency response agreement with the military here in San Diego including the Navy out of North Island and the Marine Corps out of Camp Pendleton and Miramar," Cal Fire Capt. So much of Southern California supports what we do here and so it's good to give back to the local community," Pilot John Findley said. The crews flying out of Pendleton have years of training to qualify for this mission. It takes hundreds of hours of maintenance to keep the helicopters running during these missions.Thursday, the fire had burned about 17,565 acres and was 32% contained. The fire has destroyed 20 "habitable structures" and 17 "minor structures" and resulted in two injuries, though it was not clear if the victims were firefighters or civilians. 3137
