BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.

BEIJING, Aug. 19 (Xinhua) -- China's domestic corn supply was adequate, and a recent price increase was the result of market speculation, a senior official told Xinhua Thursday.Shang Qiangmin, director at the China National Grain and Oils Information Center, said both the supply and corn reserves were adequate in China and the government was determined to regulate the corn market."Imbalance between corn supply and demand is a misjudgement," Shang said.Although floods that ravaged the country's northeastern regions in late July have caused adverse impacts on regional corn growing, final output was expected to increase from one year earlier due to the expanding of planting areas, Shang said."China has enough corn reserves to meet market demand," he said. The buying boom in the northeastern region is currently caused by enterprises' increasing corn stocks on speculation of price increase, he said.According to Shang, corn stocks at major grain enterprises in northeastern Jilin, Liaoning and Heilongjiang provinces, and Inner Mongolia Autonomous Region, increased by 5.12 million tonnes at the end of July compared with one year earlier. The Chinese government has strengthened macro control of corn market by increasing supply and cracking down on illegal activities that force up corn prices. As the world's major corn producer and consumer, China's annual corn production and consumption both exceed 150 million tonnes.

TAIYUAN/HARBIN, Aug. 1 (Xinhua) -- The death toll in an explosion at a coal mine in Linfen City of north China's Shanxi Province early Saturday has risen to 17 after another two bodies were found, local authorities said. The blast at Liugou Coal Mine of Yicheng County also left 104 persons injured, seven of them seriously, as of 11 p.m. Saturday, said Wang Jianshe, head of the county's People's Hospital, where all the injured were admitted. All the injured are in stable condition, Wang said.Basic search and rescue work is over, said a senior official of Yangquan Coal Industry (Group) Co. BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday. The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority. The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations. The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year. The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years. The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns. To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage. The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.
