SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. The California Coastal Commission voted to allow the project to move forward last month.Father Joe's Villages' ceremony will include remarks by president and CEO Deacon Jim Vargas and one of the organization's clients who has dealt with homelessness. SAN DIEGO (CNS) - A man who sexually trafficked a 15-year-old girl in the San Diego area was sentenced today to 15 years in federal custody. Joseph Price, 24, of San Diego, convinced the victim to post an online advertisement offering sex and drove her to meet with customers throughout San Diego County, according to court documents.The complaint filed last year states that the girl took part in the commercial sex acts on nearly a dozen occasions last summer and all of the money she earned went to Price. She also told investigators that on one occasion, when she did not want to engage in certain sex acts that the customer -- or ``john'' -- requested, Price struck her in the face.Price was arrested last August by San Diego police in connection with a parole violation stemming from a first-degree burglary conviction. He was later charged with sex trafficking of a minor by federal prosecutors and pleaded guilty last December.As part of his plea, Price also admitted to meeting two other underage girls over social media and encouraging them to take part in sex acts for money. The U.S. Attorney's Office said one of the girls did so and sent the money she made to Price, who encouraged both girls to leave their families in Texas and travel to San Diego to continue working for him.``Sex trafficking of teenagers targets some of the most vulnerable individuals in our community, and leaves in its wake trauma that can affect victims for the rest of their lives,'' said U.S. Attorney Robert Brewer. ``The U.S. Attorney's Office is deeply committed to ensuring that justice is done for the victims of these horrible crimes.'' 1641

SAN DIEGO (CNS) - Narcotics officers raided a Hillcrest smoke shop and arrested a clerk suspected of possessing a third of a pound of the synthetic drug spice and nearly ,000 in cash, authorities said Thursday.The raid Tuesday at Godfather Smoke Shop in the 3500 block of Fifth Avenue resulted in the arrest of 55-year-old Loay Lawrence, who's also suspected of possessing 375 pills of the synthetic drug Kratom.Both spice and Kratom are banned under the city of San Diego's synthetic drug ordinance, which was enacted in June of last year "in response to a high number of synthetic drug related overdoses," San Diego police Narcotics Unit Lt. Matt Novak said.Narcotics detectives began investigating the Godfather Smoke Shop after receiving a tip that spice was being sold there, Novak said. SAN DIEGO (CNS) - Citing the potential risks of sexual and physical abuse to children, San Diego County District Attorney Summer Stephan today urged Gov. Gavin Newsom to consider allowing county school districts to make their own determinations regarding reopening in advance of a Tuesday decision that could send the county to the most restrictive tier of the state's coronavirus reopening roadmap.In a letter sent Monday to Newsom, Stephan said there has been ``a drastic increase in child predatory behavior on the internet'' with children out of school and teachers unable to ``be the eyes and ears of law enforcement'' to report suspected abuse among their students.Local reports to the Internet Crimes Against Children Task Force have tripled since schools were shuttered due to the pandemic, and that similar increases have been seen nationwide, Stephan said. Stephan also said domestic violence reports have increased since stay- at-home orders were issued, and that Rady Children's Hospital has seen an increase in ``consult cases,'' in which cases of suspected child abuse are reported by physicians.Stephan's letter was sent in advance of Newsom's Tuesday decision regarding San Diego County's COVID-19 category status, when the county could potentially slide into the ``Purple Tier,'' meaning many schools could not open for in-person learning.``When evaluating the health of our children and our community, we must consider the effects of COVID-19, but also acknowledge and weigh the other real and potentially more life-threatening threat from violence and exploitation of children,'' Stephan said.``This is the public safety lens that I sincerely hope you will consider.'' Stephan raised similar concerns near the beginning of the pandemic regarding potential increases in domestic and sexual abuse, with abuse victims being trapped indoors with their abusers as a result of self-quarantining at home.In addition to safety risks, Stephan argued distance learning is not viable for many county residents. She said a lack of reliable internet access -- particularly in rural areas of the county -- should be taken into consideration.Stephan also said schools serve as a dependable place for food insecure students to get their meals. 2254

  

SAN DIEGO (CNS) - A person was found dead Tuesday morning in the Sunset Cliffs area, police said.Emergency personnel responding to a report of a person down near Ladera Street found the body around 6:30 a.m., San Diego police public-affairs Officer Billy Hernandez said.The identity of the deceased and details regarding the circumstances of the fatality were not immediately available.Personnel from the San Diego County Medical Examiner's Office responded to the scene and an autopsy will be done to determine the cause and manner of death.There were no indications of any suspicious circumstances in connection with the death, Hernandez said. 653
