ROME, Nov. 16 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Monday proposed a four-point action plan aimed at eradicating world hunger in his address to a world summit on food security.     Stressing the fact that the financial crisis has worsened the plight of the poor and the hungry, the Chinese vice premier said the summit, hosted at the UN Food and Agriculture Organization (FAO) headquarters here, was "of special significance to world food security, global economic recovery and sustainable development."     In order to overcome the "dual pressure of an international financial crisis and a global food crisis," the first suggestion of the Chinese government was to increase input and raise food production by investing more in agriculture, build up the capability to resist natural disasters and strive for greater self-sufficiency. On behalf of the Chinese Government, Hui Liangyu attended the United Nations Food and Agriculture Organization (FAO) Summit which opened Monday    Both industrialized and developing countries should in the long run forge their own "blood-generating" capacity, Hui said.     He called on developed countries and international organizations to provide developing countries with financial, technological, market and capacity-building assistance.     The second Chinese suggestion presented to world leaders at the FAO summit was to "create a sound market environment for mutual benefit and win-win progress," obtainable through the elimination of all sorts of protectionism, the re-launch of the Doha Round negotiations and the reform of global financial governance.     "All countries should jointly oppose trade protectionism in all its forms and manifestations and push for a positive outcome of the Doha Round negotiations," he said, urging developed countries to slash agricultural subsidies, remove trade barriers and give greater market access to developing countries.     Thirdly, Hui proposed to push forward with the reform of the UN food and agriculture agencies and improve the global governance mechanism in order to rapidly react to crises.     "China supports the creation of a food security safeguard system encompassing early warning, emergency relief and regulation functions," he said.     Lastly, the Chinese government called for a coordinated and global approach in order to ensure a balanced growth.     "Food security is closely related to economic growth, social progress, climate change and energy security," Hui said, adding that global cooperation must be intensified in all sectors because challenges are multiple and interconnected.     This is why all countries "should strive for a positive outcome of the upcoming Copenhagen summit on global warming," the Chinese vice premier said.     The world summit on food security opened in Rome on Monday. During the three-day event more than 60 heads of state and government will gather to discuss measures to eradicate hunger and ensure food security.

BEIJING, Dec. 26 (Xinhua) -- Top Chinese political advisor Jia Qinglin has called for adequate preparation for next year's annual session of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).     A meeting of the CPPCC National Committee's chairperson and vice chairpersons decided Saturday to open the annual full session of the top political advisory body on March 3 next year.     Jia, chairman of the CPPCC National Committee, said the session, together with the annual full meeting of the National People's Congress, is of great significance in deepening reform, tackling the global financial crisis, advancing social and economic development, and ensuring stability next year.     Zhao Qizheng, chairman of the Foreign Affairs Committee of the CPPCC National Committee, was appointed the spokesman for the annual session in March. BEIJING, Jan. 4 (Xinhua) -- Beijing saw smooth flow of traffic Monday, the first workday of 2010, after a snow storm Sunday caused traffic breakdown in the national capital.     The city's bus and subway services went smoothly on Monday, with no gridlock and serious traffic accidents reported, according to the Beijing Traffic Management Bureau.     During the peak hours on Monday morning, the Beijing Subway Operating Company dispatched 20 additional subway trains to ease the passenger flow.     The early bus of all routes started off on time in the morning, according to the Beijing Public Transport Holdings.     Most of the bus services ran smoothly, while only 19 lines leading suburban mountainous areas were suspended, it said.     From 9:00 p.m. Saturday to 8:00 a.m. Monday, more than 20,000 sanitation workers were dispatched to clean the snow in the city's main roads with 15,710 tonnes of snow-dissolving agent, said Zhang Zhiqiang, an official with the Beijing Environmental Sanitation Group Co., Ltd.     By 9:00 a.m., all expressways in Beijing reopened to traffic, while some national and municipal highways were shut down due to the slippery road conditions.     The vehicle flow in Beijing was reduced Monday after authorities announced on Sunday that classes in primary and middle schools would be suspended on Monday, and urged institutions and companies to stagger their work time.     However, transportation in eastern Shandong Province and northern Inner Mongolia Autonomous Region was seriously affected by the heavy snow.     By 9:30 a.m. Monday, many expressways in Shangdong were closed and 19 flights cancelled in the Yantai International Airport.     In Inner Mongolia, 13 trains were delayed Monday in Hohhot, the regional capital, said the Hohhot railway authorities.     The No. 1820 train, carrying more than 800 passengers, started off at 5:10 p.m. after being stranded for 12 hours, they said.

BEIJING, Nov. 17 (Xinhua) -- China and the United States issued a joint statement in Beijing Tuesday, vowing to deepen counter-terrorism consultation and cooperation between the two countries on an equal and mutually beneficial basis.     The two sides promised they would boost joint efforts to combat transnational crime and criminal organizations as well as money laundering and the financing of terrorism, including counterfeiting and recovery of illicit funds.     Issued after the meeting between Chinese President Hu Jintao and visiting U.S. President Barack Obama, the statement formulated that the two countries would strengthen cooperation on criminal investigations and deepen collaboration in combating embezzlement.     Other areas, such as counter-narcotics, control of pre-cursor chemicals and combating unlawful migration, smuggling and human trafficking, are also targeted for more cooperation in the future.     The two countries agreed to exchange evidence and intelligence on law enforcement issues in a timely and reciprocal manner, and undertake joint investigations as well as provide investigative assistance on cases of mutual interest, according to the statement.     Obama is in Beijing for a four-day state visit to China that started in Shanghai on Sunday night.

FUZHOU, Dec. 10 (Xinhua) -- Leaders of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) will hold talks in Taiwan's Taichung on Dec. 22, according to Thursday's preparatory meeting.     The two organizations are authorized by authorities in the mainland and Taiwan to handle cross-Strait issues.     According to a preliminary agreement, ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung will meet for the fourth round of talks since they resumed negotiations in June last year following a 10-year suspension.     Zheng Lizhong, standing vice president of the ARATS, and Kao Kung-lian, vice chairman and secretary general of the SEF, decided the ARATS delegation would visit the island between Dec. 21 and 25.     The agenda was agreed on during the preparatory meeting in Fuzhou, capital of southeastern Fujian Province, which faces Taiwan across the Taiwan Strait.     The agenda includes discussion of labor cooperation in the fishing industry, cooperation in the fields of inspection and quarantine of agricultural products and standard measurement authentication, avoidance of double taxation and boosting taxation cooperation.     The two organizations are scheduled to hold a symposium on Dec.23 to introduce the mainland investment to the island.     The ARATS delegation will also tour the Taichung City, the surrounding area and the Sun Moon Lake, and leave the island at noon of Dec. 25.     Zheng said talks between the ARATS and the SEF, which negotiate issues deeply concerned by people of both sides, were "remarkable symbolization of the peaceful development of cross-Strait relations."     He said it shows the two organizations respect each other and "treat each other as equals" in promoting cross-Strait economic cooperation and improving people's livelihood.     The talks were supported and welcomed by people from both sides, Zheng said, adding the upcoming fourth round of talks would take into consideration the desire of people on both sides and the development of cross-Strait relations.     The two sides also discussed the use of relief funds donated by the mainland to Taiwan to combat Typhoon Morakot in August.     The ARATS received 450 million yuan of relief funds and has already delivered one third of it to the SEF. The rest would be sent to the SEF next week, it said.     Both sides agreed that the funds would be used in rebuilding the island's damaged bridges, schools and public facilities.
