CHULA VISTA, Calif. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000. China’s government says all 9 million people in the eastern city of Qingdao will be tested for the coronavirus this week after nine cases linked to a hospital were found. The announcement broke a string of weeks without any locally transmitted infections reported in China, though the country has a practice of not reporting asymptomatic cases. The National Health Commission said authorities were investigating the source of the infections found in eight patients at Qingdao’s Municipal Chest Hospital and one family member. The commission said the whole city will be tested within five days.China only has reported a handful of cases since the spring. 662

CHULA VISTA, Calif. (KGTV) -- Police arrested a man on suspicion of breaking into a Wells Fargo bank in Chula Vista early Thursday morning.Bank security personnel contacted Chula Vista police at around 2 a.m. after they saw a man break the front window at the branch on 1232 Broadway and enter the business.According to police, security cameras showed the man “going through the drawers behind the counters.”Police surrounded the bank as some officers entered the business. Officers arrested the man, later identified as 25-year-old Rene Torres, without incident.Police said officers at the scene determined Torres “pried open most of the cash drawers but was unable to access the vault or currency storage areas. He did cause a lot of damage to the interior of the building.”ABC 10News learned officers discovered several rolls of coins in the suspect’s backpack that police presumed to be from the bank.Torres was arrested on suspicion of burglary and booked at CVPD headquarters. Childhood obesity is a big issue in our country. The latest numbers from the Centers for Disease Control and Prevention (CDC) show 1 in 5 school-aged children in America is considered obese.The Kohler family works hard to raise their children healthy. But one medical professional says it’s also the government’s responsibility to help.Dr. Scott Kahan, who sits on the board of directors for the Obesity Action Coalition, says it's not just the Kohler’s responsibility to keep their children healthy, it’s also on local and state governments to make a difference.   "For example, local policies that increase the opportunity, that increase physical activity during the school day have come into place, and that's a good area for governments to work on," Dr. Kahan says.   The Kohler family agrees.   According to the CDC, only 29 percent of high school students attended physical education classes in 2015.   Family and consumer science classes, once known as home economics, are dwindling in schools, mainly due to problems finding qualified teachers.  "Parents can take it on themselves to learn more about the eating and activity and come up with creative ways to help their kids be a little bit healthier," Dr. Kahan says.   When it comes to school lunches, 50 percent of kids’ daily caloric intake come from them, and 31 million kids eat them every day, according to Kaiser Permanente. That's why there are guidelines in place to keep them healthy.   The Kohler family feels lucky to be able to make their children healthy lunches.   "We know what's going into their lunch box and what they are going to eat every day,” the Kohler parents say.   Dr. Kahan says we need to stop pointing the finger and realize parents, schools, state and local governments all play a role in a child’s life.   "We help everyone to pull together, so that we can all lead healthier and happier lives," Dr. Kahan says. 2005

CHULA VISTA (KGTV) -- The City of Chula Vista is asking for the public’s help identifying those responsible for vandalizing several city parks.On November 10, Rohr Park and Terra Nova Park were damaged by vandals driving vehicles on the park grounds and soccer fields.RELATED: Chula Vista's Discovery Park damaged by vandals driving on turfThe city says this is the second time in a month parks have been vandalized. In October, Discovery Park and Marisol Park were also damaged in the same way.The city says this type of damage makes the fields unusable.
