(KGTV) — Oceanside's famous "Top Gun" house has been moved to its permanent spot amid construction of a new beach resort.The famed "Graves House" was moved last February to allow construction to begin on the Oceanside Beach Resort, before returned to its final spot last Thursday.In the 1986 action flick, the rare Victorian home served as the residence of the character Charlie. On a typical day, police officers make more than 50,000 traffic stops.According to the Stanford Open Policing Project, which looked at nearly 100 million traffic stops, there are significant racial disparities in policing.Black drivers are stopped more frequently than white drivers, and Black and Hispanic drivers are more likely to be searched.“The public has to have confidence and trust in highway safety enforcement and law enforcement and that trust has been reduced because of recent events,” said Jonathan Adkins, Executive Director at the Governors Highway Safety Association.The association came out with its first ever recommendations on how to reduce racism in traffic enforcement. They include making sure the demographics of law enforcement officers match the communities they serve, collecting data on race in traffic enforcement, incorporating that data in grants and funding, and getting perspectives from minorities and low-income communities.The association doesn't believe widespread agency defunding or pulling officers from stops is the answer.“If someone is speeding, driving aggressively, driving drunk, you don’t want a social worker pulling them over, that needs to be a law enforcement officer with a weapon to protect him or herself,” said Adkins.The association points to more training on racism, bias and de-escalation.Another important component to building public trust is positive stops.“If someone is doing the right thing and you have an encounter with them, give them a dollar certificate for ice cream, give them an award, thanks for having your child buckled up correctly in the backseat,” said Adkins.Adkins says at the same time, you don’t want to pull back on traffic enforcement. ORLANDO, Fla. — A Georgia woman who ran in the 10th Anniversary Disney Princess Half Marathon over the weekend says she lost a cross pendant necklace filled with her daughter's ashes on Sunday.Chasity Foster, a teacher from Augusta, Georgia, lost her 17-year-old daughter, Shaylin, in a car crash on her way to school last month. Shaylin was a high school senior who had been accepted into college to become a biomechanical engineer with the dream of creating prosthetics for children. Before the tragic accident, Foster said the two used to run several marathons together; including the Disney marathon."She was a very fast runner. She was involved in soccer, cross country and track," Foster told Digital Producer Veronica Beltran over the phone. Foster said this year they had signed up for the Disney Fairy Tale Challenge, previously known as the Glass Slipper challenge, — which involves a 19.3 mile magical adventure in two days including the Disney Princess Enchanted 10K and the 10th Anniversary Disney Princess Half Marathon.She said after last month's accident she was unsure about participating in the race. After Wesley Baker, Shaylin's best friend, asked his mom, "what if Shaylin would have wanted us to?" she knew they would in fact be heading to Florida for the race to run in her honor.Foster said her husband, Chris, ran in Shaylin's place and even wore her Princess Anna costume. During Sunday's marathon, Foster says she was hesitant to wear the cross pendant necklace with Shaylin's ashes because it means so much to her but she wanted her daughter to be there with her as she ran even if she wasn't there physically."I had my husband double check to make sure the necklace was on properly because I didn't want it to fall off," Foster said. "During mile three, I realized the necklace was missing. It's devastating to lose any child and then to lose the necklace I started freaking out."She said she was still wearing the necklace when they were in front of the Magic Kingdom parking lot entrance. A short distance later, near the princesses, is when she realized it was gone.She went to look for it with her family and friends, but wasn't able to find it before heading back to Georgia."To lose this necklace is just devastating and priceless. No amount of money in the world could replace this necklace," she said.Foster said the necklace matches her daughter's promise ring — which her father gave her at her 16th birthday — and has her name engraved in the back."If anyone finds the necklace they can contact me in any way possible that they can," Foster said. (KGTV) — The Oceanside Unified School District voted Thursday to return students to an all-online learning format to prevent any coronavirus outbreaks, as cases surge throughout the state.Starting Monday, all elementary schools in the district will move to distance learning."With the recent rapid rise of COVID-19 cases, and our commitment to keep staff at home who are feeling sick, we’ve experienced a direct impact on staffing," an email from the district read late Thursday. "As a result of compounding staff shortages, we are unable to provide the amount of substitutes needed to effectively run our schools and classrooms. Additionally, we are not permitted under public health guidance to reopen our secondary campuses while we are in the most restrictive purple tier.The district said in addition to the move for elementary schools, it will delay the secondary return to in-person classes until San Diego County returns to the "red tier" of California's reopening guidelines.Secondary learning centers will continue to support students and the district's elementary enrichment program will serve students pending staffing.
