Including: cutting the use of hydrofluorocarbons used in air conditioners and refrigerators, new research and development programs for solar, wind and energy storage, funding for energy efficiency projects, upgrades to the electric grid and commitment to researching removing carbon from the atmosphere, according to the Washington Post.Around million is being made available for the Secretary of Agriculture to conduct a pilot program giving financial assistance to “rural communities to further develop renewable energy.”Overall, Congress is sending a message that America should make renewable energies a priority.“It is the sense of Congress that in order to reduce emissions and meet 100 percent of the power demand in the United States through clean, renewable, or zero emission energy sources while maintaining United States leadership in science and technology, the Secretary of Energy must prioritize funding for critical fundamental research infrastructure and for basic research and development activities carried out through the Office of Science,” the bill states.Flexible Spending Accounts: The bill will allow parents to carry over any unused childcare and healthcare funds they had in a flexible spending account into next year. Money put into an FSA typically has to be spent that year, but with daycare facilities closed due to the pandemic and many health care visits postponed, this money went unspent for some people.Horseracing Integrity and Safety Act: The Horseracing Integrity and Safety Authority will be able to come up with and implement horse and racetrack safety standards at a national level, according to FOX News. This would include things like barring horses involved in racing from receiving pain killers. Measures from the authority would be overseen by the Federal Trade Commission and enforced by the U.S. Anti-Doping Agency."Among the required elements of the horseracing safety program are sets of training and racing safety standards consistent with the humane treatment of horses, a system to maintain track surface quality, programs for injury and fatality analysis, investigation and disciplinary procedures, and an evaluation and accreditation program," the bill says.NASCAR: Tax breaks for auto-racing tracks, like those used for NASCAR, were set to expire at the end of the year. The bill will extend them.Pakistan: At least million is being set aside for programs in Pakistan, broken down as “not less than ,000,000 shall be made available for democracy programs and not less than ,000,000 shall be made available for gender programs.” Although there are not a lot of details in the bill itself, gender equality is a component for development of Pakistan, according to the United Nations Population Fund.Smithsonian museums: The government bill sets aside funding for two new Smithsonian museums; American Women’s History Museum and National Museum of the American Latino.“A comprehensive women’s history museum would document the full spectrum of the experiences of women in the United States, represent a diverse range of viewpoints, experiences, and backgrounds, more accurately depict the history of the United States, and add value to the Smithsonian Institution,” the bill states in establishing the new Women’s History Museum.The National Museum of the American Latino will help visitors “to learn about Latino contributions to life, art, history, and culture in the United States.”Tibet and the Dalai Lama: The bill sets out the objectives of the special coordinator for Tibetan issues, to “promote substantive dialogue without preconditions, between the Government of the People’s Republic of China and the Dalai Lama … that leads to a negotiated agreement on Tibet.” Also to coordinate with other countries to this end, and to promote the human rights of the Tibetan people.It also states this representative of the U.S. should ensure that the identification and installation of any future Dalai Lama be determined by the Tibetan Buddhist faith community. There has been controversy recently because China has inserted itself in the selection process over who the next leader of the Buddhist faith should be. In 2019, China said the reincarnation of the Dalai Lama must “comply with Chinese laws and regulations.”The 14th Dalai Lama, Tenzin Gyatso, issued a statement in 2011 explaining the traditions of the selection of Dalai Lamas, including reincarnation.Many members of Congress expressed concern at the lack of time given to read the massive bill before voting on it. BROKEN ARROW, Okla. — An Oklahoma woman's post on social media is going viral after she said she took her dog to a PetSmart store to get groomed only to learn it suffered a broken jaw."I'm very emotional," Tania Lara, the owner of the dog, said. "I feel scared."Lara says in her Facebook post that about an hour after she dropped off her dog Susie to get groomed at PetSmart on Hillside Drive in Broken Arrow, Oklahoma, she received a phone call from a store employee who said the dog was not doing well."Something really bad was going on," Lara said. The dog owner said when she arrived at the store, the dog was bleeding and was unable to close her mouth. "She was in a lot of pain," Lara said. "She was touching her face and she was crying."The woman said she was told employees attempted to take Susie to the in-store vet, but the vet was busy. She adds they also told her Susie had dental problems.Lara said she immediately took her dog to the veterinarian, who said the dog's jaw had been broken in two places."She [had] to be hospitalized during the weekend," Lara said. "She has a feeding tube in."The dog underwent surgery on Monday. With her son's permission, Rucker shared his story:My son was negative when he got tested at the beginning of volunteer workouts. Within three weeks he and multiple others tested positive. His university has done everything right by shutting down workouts and retesting the whole team.Unfortunately this virus hit my son very hard compared to most of his teammates. Here was a kid in perfect health, great physical condition and due to the virus ended up going to the ER because of breathing issues.After 14 days of hell battling the horrible virus, his school did additional testing on all those that were positive. My son even received extra tests because he was one of the worst cases. Now we are dealing with possible heart issues!He is still experiencing additional symptoms and his blood work is indicating additional problems. Bottom line, even if your son’s schools do everything right to protect them, they CAN’T PROTECT THEM!!I pray my son recovers from this horrible virus and can lead a healthy normal life!! BOSTONIA (CNS) - A 29-year-old woman was killed in a two-car collision in a neighborhood just north of El Cajon Friday, authorities reported.The woman was making a left turn from northbound Peerless Drive onto westbound Pepper Drive in the Bostonia area when her 2000 Chevrolet Malibu was struck broadside by an eastbound 2003 Volkswagen Passat shortly before 7:30 a.m., according to the California Highway Patrol.Medics took the mortally injured El Cajon resident to Sharp Memorial Hospital, where she was pronounced dead, CHP public affairs Officer Travis Garrow said.Her name was withheld pending family notification.The driver of the Volkswagen, a 22-year-old El Cajon man, suffered minor injuries in the crash, Garrow said.Investigators were attempting to determine which driver was at fault. 805

  

BONITA, Calif. (KGTV) - Hundreds of animals evacuated due to the Valley Fire are staying at county shelters.The San Diego County Department of Animal Services and the San Diego Humane Society are working together to rescue animals and care for them until they can be reunited with their owners.Nearly 300 pets and livestock are currently staying at the San Diego County of Department of Animal Services shelter in Bonita and the Iron Oak Canyon Ranch on Campo Road in Spring Valley.All horses should be brought to the Lakeside Rodeo Arena.Alma Pereda brought her dogs to the shelter in Bonita after the hotel she was evacuated to did not accept pets."Pretty hectic trying to get what we can, rescue first your family and then your pets," Pereda.Kelly Campbell is the director of the county's Department of Animal Services."We're working to try to support folks do have teams out in the field who are scouting in areas that may have been inaccessible for evacuations, welfare checks on animals, "said Campbell.They're also trying to balance the needs of pet owners with the requirements of the pandemic."They love their animals, want to come and see them, but need to make sure not in closed quarters due to COVID," said Campbell.Household pets are still being accepted at the shelter in Bonita, but it's at capacity for large animals.
