CHULA VISTA, Calif. (KGTV) -- Homeowners in Eastlake are frustrated with a plan to develop a storage facility near their homes. The proposed location is in an empty space between Eastlake High School and Antigua, a gated community of townhomes. The facility would be a recreational storage facility, for boats, cars and containers. The City of Chula Vista's planning department would have to approve the proposal. Homeowners are hoping they don't. Neighbors like Carmen Bermen say the plans are going to lower their property values and attract the wrong crowd. On Saturday, they started posting warning flyers around their community to warn other neighbors. Bermen was the first homeowner to notice the plans. She says the city had sent out two notices in 2016. The last notice arrived on Thanksgiving week. 10News obtained a copy of that notice letting homeowners know they had until November 26th to send in any written comments or petitions. The vote would take place on November 27th. After emailing the city, residents say officials told them they'd have a public hearing in January on the issue, instead of voting on it in closed session. 10News reached out to the city for comment on this issue, a spokesperson told us it's up to the planning department to put the item on the agenda for the community to go and express their concerns during public comment. So far, a date for that hearing hasn't been announced. 1429

CHULA VISTA, Calif. (KGTV) -- Immigration and Customs Enforcement is investigating after a man died while in the agency’s custody. According to ICE, the 37-year-old Cameroon man, identified as Nebane Abienwi, died at Sharp’s Chula Vista Medical Center Tuesday. Abienwi was taken to the hospital in the middle of the night on September 26 to undergo treatment for a brain hemorrhage. According to the agency, medical staff at the center provided treatment after Abienwi remained unresponsive to questions and appeared to be paralyzed on his left side. He remained in the hospital until his death. According to records, Abienwi applied for entry into the U.S. without proper entry documents on September 5. (KGTV) — Chula Vista's sprawling University and Innovation District site was presented to California State University consultants this week as a possible location for a future campus.Eric Crockett, Chula Vista's economic development director, says consultants provided city, business, and education leaders with "a lot of feedback" during discussions about the region's possibilities."Everybody was very supportive, everyone knows there’s a need for higher education," Crockett said. "South Bay has a need for higher education."Chula Vista Mayor Mary Casillas Salas added that the meeting showed "pretty significant movement" for the city's planned University and Innovation District, which includes more than 500 acres of availability for a campus."I think is the best argument in our favor is that we're in a bi-national region and that this is a huge economic driver in the State of California," Salas said. Chula Vista laid all of those qualities on the table."We’re trying not to create a drain on the state or take money from other universities," Crockett said. "When we did our planning document, it also contains for-profit uses."In addition to Chula Vista's land availability, the area is home to Southwestern College and situated near several other community colleges, including San Diego City College, San Diego Mesa College, Cuyamaca College, and Grossmont College.Salas added that the city has continued talks with San Marcos-based Saint Katherine College for 10-acres of the site. Salas said that university could potentially start off the site's development and work alongside the CSU development, adding more appeal for CSU.Consultants will continue to meet with leaders from each community to learn how a potential campus could best serve the state's higher education needs. Those meetings will consider the area's relationship with community colleges, benefit to the region, land availability, and potential enrollment.Consultants developing the feasibility study are working on behalf of CSU to keep the process objective, Uhlenkamp says. (KGTV) — Firefighters worked Friday to extinguish a brush fire that sparked in the Otay Ranch area of Chula Vista.Officials said the fire started sometime around 12 p.m. near Heritage Rd. and Olympic Parkway, according to Chula Vista Fire Department. The fire began not far from the Republic Services Otay Landfill.Firefighters said the forward rate of the fire had been stopped at 10 acres just before 2:30 p.m. No structures were lost and no injuries were reported.Neighbors came out to watch firefighters work and monitor the blaze.Some were concerned, thinking of past fires that charred neighborhoods, while others like Jessica Rojas had faith in the firefighters, "we've been hearing like a lot of firetrucks and so we figured they were doing a good job of putting out the fires."In addition to CVPD crews on the ground, SDG&E's Sky Maverick helicopter was called to help battle the flames from above with water drops.Chula Vista Fire Captain Linda D'Orsi said this is a great reminder of the importance of defensible space, saying it's not too late in the year to do that yard work. She suggests working in the morning while it's cool and less likely to spark a fire.The cause of the fire was not immediately known. 1254
