Children and the elderly may be good at spreading the coronavirus among their age groups, and young adults may be the primary source of community spread, or “super spreading,” according to a new study.The study, published Wednesday, involved the coronavirus testing results of a large contract tracing effort in two states in India. Researchers had results from more than half a million people from Tamil Nadu and Andhra Pradesh regions traced after more than 80,000 primary, or index, positive cases.They found that only 8 percent of index cases accounted for 60 percent of new infections. And that about 70 percent of infected people did not infect any of their contacts."That's a hugely disproportionate effect. Superspreading has been suspected, but not really documented,” study leader Ramanan Laxminarayan of the Center for Disease Dynamics, Economics and Policy in New Delhi, and also of Princeton University, told CNN.“The greatest proportion of test-positive contacts within most age groups were exposed to index cases ages 20-44 years,” researchers found.While that age group resulted in the highest rate of secondary cases, children under 15 also had high rates of secondary spread among their own age group.During the time period researchers looked at, roughly March through August, schools were closed and there were still high rates of coronavirus recorded among children."While the role of children in transmission has been debated, we identify high prevalence of infection among children who were contacts of cases around their own age," the team wrote in their report, published in the journal Science.The data was collected thanks to rigorous surveillance and contact tracing measures.“Procedures include syndromic surveillance and (COVID-19) testing for all individuals seeking care for severe acute respiratory illness or influenza-like illness at healthcare facilities; delineation of 5km “containment zones” surrounding cases for daily house-to-house surveillance to identify individuals with symptoms; and daily follow-up of all contacts of laboratory-confirmed or suspect COVID-19 cases, with the aim of testing these individuals 5-14 days after their contact with a primary case, irrespective of symptoms, to identify onward transmission,” the study lays out. 2292

Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758

(KGTV) — Chula Vista Girl Scout Ana De Almeida Amaral was recently given the National Gold Award, the Girl Scouts' top honor, for her work combating racism in education, according to the organization.“In a time when an increasing number of young people are using their voices to come together and take action, these girls stand out," said GSUSA CEO Sylvia Acevedo. Nine other girl scouts received the honor as well. "They have made an incredible impact in the worlds of STEM, education, agriculture, the environment, civil rights, and beyond."Amaral was recognized for creating the first ethnic studies course at High Tech High School. She developed the course to serve the school's large population of students of color. "Through my first years of high school I saw that the representation of people of color wasn't apparent in our curriculum, in our history classes, or our school clubs," Amaral, now a senior, says. Amaral ran seminars for peers that would lead the course, covering culturally responsive teaching and how to include diverse perspectives in lessons.But Amaral says her project goes deeper than her course. She says the course is really a way to address institutional racism in education and help students bridge that educational gap."Although it's not that our educators today believe those ideas, but it's just the way our education system was founded," Amaral said. "For ethnic studies to be a place for students to share their identities, be connected with one another, and have the resources to feel empowered by their education means students are engaged with school, students are graduating high school, and students are going to college."The class is an elective, student-led course that runs during school hours, focusing on historical oppression, marginalized groups, and cultures. CHULA VISTA, Calif. (KGTV) -- A Chula Vista police officer shot and killed a man who stabbed him several times in the face Tuesday night.Two officers got a call from a resident on Melrose Ave. who said a man threw a piece of concrete the size of a baseball at his head abouut 9 p.m.The officers determined the man was at a home on Monterey Ave. and went to the address at 10:25 p.m., police said.A woman opened the home's front door to the two officers.  The man began assaulting the first officer, police said, and they scuffled.Police tell 10News the man stabbed the officer up to half a dozen times in the head and face. The officer fired several times in self-defense, police said.At least one shot hit the man, who died on his way to the hospital.  CVPD identified him as 27-year-old David Scott.The second officer and the department chaplain, who was on a ridealong, were able to assist the injured officer. He was taken to UCSD Medical Center in Hillcrest. He did not require surgery and is expected to recover.City News Service contributed to this report. 1101
