ISTANBUL, Jan. 26 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who attends a regional summit on Afghanistan here as the special representative of Chinese President Hu Jintao, pledged that China, as a neighbor that shares friendship dated back to antiquity, will continue to support Afghanistan's reconstruction."China has actively supported, promoted and participated in Afghanistan's post-war peace and reconstruction effort. Look ahead, China will continue to give support to Afghanistan within its capacity," Yang said in his remarks at the Istanbul Summit on Friendship and Cooperation in the Heart of Asia.Yang noted that since 2002, China has cancelled all mature debts owed by the Afghan government and provided a total of more than 900 million yuan (about 132 million U.S. dollars) grant assistance.He said China has launched a large number of assistance programs in Afghanistan to help improve people's lives, including a series of big projects such as the Jomhuri Hospital (Republican Hospital) and the Parwan irrigation project, which have made a positive impact in the country's reconstruction process.China has also trained more than 500 Afghan government officials in a broad range of areas, including diplomacy, economy and trade, medical and health care, finance, tourism, agriculture and counternarcotics, according to Yang.China announced last year it will turn all its previously committed 75-million-U.S. dollar concessional loans into grant assistance, to be provided to Afghanistan over a five-year period.Yang said the first tranche of funds was already delivered in 2009, and the remaining 60 million U.S. dollars will be made available in the coming four years."In addition, we will keep on assisting Afghanistan in such areas as vocational training and human resources development," Yang added.Hosted by Turkey, the Istanbul summit was also attended by Afghan President Hamid Karzai, Pakistani President Asif Ali Zardari, Turkish President Abdullah Gul, Iranian First Vice President Mohammad-Reza Rahimi and Tajikistan Foreign Minister Hamrohon Zarifi.Yang said China highly appreciates Turkey's efforts in addressing the issue of Afghanistan and supports the tripartite cooperation among Turkey, Afghanistan and Pakistan.He praised the progress Afghanistan has made in its reconstruction."Over the past eight years, we have seen how the Afghan people have risen to challenge and worked unyieldingly to rebuild their country. BEIJING, Feb. 26 (Xinhua) -- The Singapore-flagged tanker Pramoni, hijacked off the Somali coast last month, was escorted by a Chinese vessel to the safe waters on Friday, said the Chinese Foreign Ministry."At the request of the Singaporian side, the Chinese 'Chaohu' navy ship successfully conducted the escort mission," said a statement issued by the Foreign Ministry Friday night."All crew onboard the Singapore-flagged chemical tanker are safe and sound and emotionally stable," the statement said, without specifying the route or length of the escort mission.The cargo ship, with five Chinese sailors among the 24 crew onboard, was hijacked by Somali pirates in the Gulf of Aden on Jan. 1."The Chinese escort mission provided the released vessel with necessary supplies and medical assistance," the statement said.Pramoni's captain thanked the captain and crew of the Chinese vessel helping with the escort.China sent its first escort mission to the Gulf of Aden off Somalia in early 2009. Its fourth mission is now part of a multinational coalition of warships patrolling the pirate-infested area.

BEIJING, Jan. 29 (Xinhua) -- Principled consensus was reached between China, European Union Naval Force, the North Atlantic Treaty Organization (NATO) and the Combined Maritime Forces (CMF), China's Ministry of National Defense said on Friday.The consensus, outlining the shipping escort cooperation based on "areas of responsibility" in the Internationally Recommended Transit Corridor (IRTC), was approved Thursday at the the plenary meeting of the Contact Group on Piracy off the Coast of Somalia in New York, said a statement from the ministry.Previously, China had suggested cooperation be based on "areas of responsibility" under the UN Security Council resolutions while EU, NATO and CMF proposed coordination guidelines of the IRTC.China and the three parties conducted rounds of consultations at the contact group meeting, international coordination meeting in Beijing and the Shared Awareness and Deconfliction (SHADE) system meeting in Bahrain.The final principled consensus absorbed components of "areas of responsibility" in escort missions cooperation and the coordination guidelines of IRTC, showcasing concerted effort by all parties.China always takes a positive and open attitude towards international cooperation on shipping escorts, and would like to cooperate with countries and organizations in line with UN Security Council resolutions for peace and stability in the Gulf of Aden and Somalia waters, said the statement.
