BEIJING, Feb. 23 (Xinhua) -- The Chinese People's Political Consultative Conference (CPPCC), China's top political advisory body, opened its door to 43 correspondents from 33 overseas media outlets on Wednesday, 10 days ahead of its upcoming annual session.It was the first time that the top political advisory body invited a group of overseas journalists, including those from Hong Kong, Macao and Taiwan, to tour its work place, which used to be the site of an imperial compound 100 years ago.The media tour was hailed by Zhao Qizheng, head of the CPPCC's Committee of Foreign Affairs, as a move that reflects the "enhanced openness" of the CPPCC.During the tour, resident reporters from countries and regions such as the United States, Russia, Germany and Japan visited the CPPCC auditorium and a gallery that exhibits the agency's history and its role in Chinese political life through numerous pictures and relics.Located in downtown Beijing, the CPPCC was established on September 21, 1949. It is a patriotic united front organization for Chinese people and serves as a key mechanism for multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC).The main functions of the CPPCC are to conduct political consultations, exercise democratic supervision and participate in the discussion and the handling of state affairs. Reporters raised many questions during the visit.Watanabe Yasuhito, a staff correspondent for the Kyodo News China General Bureau, has been working in China for four years. "As Japan doesn't have similar institutions like the CPPCC, the Japanese generally have little idea of it," he said. "I now have a more direct idea of the system by actually walking into the CPPCC."He told Xinhua that Kyodo News would send eight reporters to the upcoming two annual sessions of China's National People's Congress (NPC), its national legislature and the CPPCC, as many Japanese pay close attention to the major political events in China.He said the 12th Five-Year Program and hot economic issues are among their key concerns. At a one-hour seminar held during the tour, five reporters put forward nearly 10 questions to Zhao Qizheng.Ananth Krishnan, the China correspondent of the Hindu, India's national newspaper, has covered the "two sessions" several times. "I think the next five year plan will be one of the most important issues," he said."We will be interested to see whether there are any new policies in terms of China addressing environmental challenges," he said.He added that he focused on China's reform for the household registration system at the sessions last year so that he could see how China addressed the gap between urban and rural areas."There are similar developmental challenges between India and China since we are both large developing countries with more poverty in rural populations. So we are interested to see how China is addressing the challenges," he said.With the application still going on, overseas reporters who are to cover this year's annual CPPCC session are expected to exceed 1,100, similar to the figure last year, said Zhang Jing'an, head of the Bureau of News Service of the CPPCC's National Committee.Zhang said that besides the three news conferences in the Great Hall of People, five press conferences are devoted to issues such as China's urbanization, scientific innovation, culture and education. Conferences will also be arranged in the news center following annual sessions.Also, the number of panel discussions that were open to the media increased from more than 30 in 2007 to 122 in 2010, Zhang said.Zhao Qizheng told overseas reporters that "the CPPCC will continue to enhance openness during the upcoming session and welcome reporters from both here and abroad to cover the session."China's two annual sessions, the fourth session of the National Committee of the 11th CPPCC and the fourth session of the 11th NPC, will open on March 3 and March 5, respectively.

WASHINGTON, Feb. 4 (Xinhua) -- Major trading partners of the United States, including China, did not manipulate their currencies to gain an unfair advantage in international trade in 2010, according to a report released by the U.S Treasury Department on Friday."Based on the resumption of exchange rate flexibility last June and the acceleration of the pace of real bilateral appreciation over the past few months," China's behavior did not qualify under the official definition of manipulation, the Treasury said in its long-delayed semiannual report to the Congress on International Economic and Exchange Rate Policies.With respect to exchange rate policies, ten economies were reviewed in this report, accounting for nearly three-fourths of U. S. trade. Many of the economies have fully flexible exchange rates. A few have more tightly managed exchanges rates, with varying degrees of management."No major trading partners of the United States" met the standards identified by the Congress as currency manipulator, concluded the report.Since the June 19, 2010 announcement by China's central bank of greater exchange rate flexibility, its currency, also known as renminbi (RMB) has appreciated 3.7 percent against the dollar, or about 6 percent annualized. The renminbi has appreciated 26 percent in total against the dollar since 2005.The Treasury said that because inflation in China is significantly higher than it is in the U.S., the RMB has been appreciating more rapidly against the dollar on a real, inflation- adjusted basis, at a rate which if sustained would amount to more than 10 percent per year.The U.S. accuses Beijing of keeping its currency undervalued, flooding the country with cheap exports and costing U.S. jobs. But many economists believe that the appreciation of RMB will help little to the U.S. employment."Treasury today again made the right call on China's currency policy in its latest exchange rate report," John Frisbie, President of the U.S.-China Business Council (USCBC) said in a statement after the U.S. Treasury Department'report."While USCBC believes that China should allow its exchange rate to better reflect market forces, designating China as a ' manipulator' would achieve nothing. USCBC continues to support the Obama administration's approach of combined multilateral and bilateral engagement with China as the most effective way to make progress on the exchange rate issue."

It has also launched inspections of stores nationwide.Chen Bo, spokesperson for Carrefour China, said Sunday that Carrefour sincerely apologized to Chinese customers for inconvenience and losses caused by pricing irregularities.Carrefour would refund customers five times the difference between the price charged and that on the label. The refund policy would be implemented at Carrefour's 182 outlets in China.The issue is continuing to smoulder on the Internet, with websites asking people to write in with "your experiences of price cheating by the Carrefour."A survey by Sohu, one of China's major web portals, had resulted late Sunday in 8,451 of 9,507 respondents saying they "would not go to Carrefour as it is blacklisted for price cheating.""Carrefour will further strengthen price label management and improve service quality to gain the support and confidence of Chinese customers," said Chen Bo.Carrefour had drawn up short and long-term measures to solve the price label issue, including price inspections, improving and upgrading the price label system, and comprehensive staff training."We will have our special control group conduct frequent and wide-ranging internal price inspections," Chen said.The National Development and Reform Commission (NDRC), China's top economic planner and price regulator, said Wednesday that some Carrefour and Wal-Mart stores in China were involved in deceptive pricing practices.The NDRC ordered local pricing authorities to urge stores to correct their wrongdoing, and pay fines five times the illegal income. It also urged authorities to step up price checks ahead of the Spring Festival.

  

BEIJING, Feb. 23 (Xinhua) -- A senior official of the ruling Forces pour la Defense de la Democratie (FDD) of Burundi said Tuesday the FDD hopes to strengthen cooperation with the Communist Party of China (CPC) and to further enhance the "brotherly friendship" with the CPC.Mohamed Rukara, vice president of the Council of Elders, the top decision-making body of the FDD, said in an interview with Xinhua that there are a lot of ruling experiences of CPC that the FDD can learn from.He said the CPC has gained great achievements in China's reform and opening up, realizing sustainable development, developing science and technology and striking corruption.He said Burundi has set "sustainable development" as the slogan for the 2010-2015 period, and he believed that his country can learn from China's successful experiences of reform and opening up and realize the goal of shaking off poverty by 2020-2025.Rukara, who is also a ombudsman, said corruption has been a big challenge facing his country, and he believed the FDD can learn from the CPC in this regard, as the latter has been combating corruption very hard and effectively.Appreciating China's aid and contribution to the development of Burundi, Rukara said the two parties and the two countries have had very good relations based on mutual respect.He welcomed more Chinese enterprises to invest in Burundi to support its development, and "the door will always be open to our brother."At the invitation of the CPC, Rukara is heading an FDD delegation for a visit to China starting from Saturday.

  

JOHANNESBURG, March 8 (Xinhua) -- In order to combat piracy and to improve maritime safety, South African authorities have begun using a sophisticated navigation satellite system, it was announced on Tuesday.Piracy, especially by Somalis, has been increasing along Africa east coast in recent years. The South African Press Association (SAPA) reported on Tuesday that Karl Otto, head of the South African Maritime Safety Authority (SAMSA) announced the surveillance tool at a conference in Durban.Called Long Range Identification and Tracking (LRIT), the system monitors and tracks vessels in waters south of the equator.Otto said the introduction of the LRIT followed concerns over the safety of seafarers, the safety standards of ships within South African waters.Otto said there were high levels of cargo at risk, such as fuels and oils.He said reasons for installing the system included the number of shipwrecks along the South African coast, and the threat of pollution of the marine environment by ships."It also serves as a mechanism to prevent piracy."Otto said the satellite system has the capacity to identify and track vessels up to 1,000 nautical miles (1,850 km) from the South African coastline as well as South African-flagged vessels anywhere in the world."This is a revolutionary development in the security of our seas," he said.SAMSA was determined to protect South Africa's seafarers, its coastline and the marine environment, Otto said.
