WASHINGTON, D.C. – During a Thursday morning phone interview, President Donald Trump attacked Sen. Kamala Harris, repeatedly calling her a "monster." He also called her a "communist," which she is not.Trump went after the Democratic vice-presidential nominee after telling Fox Business that he wouldn’t participate in next week’s presidential debate if it’s virtual, Trump said he thought Harris performed terribly in Wednesday night’s debate with Vice President Mike Pence.“She was terrible, she was, uh, I don’t think you could get worse, and totally unlikeable, and she is,” Trump claimed. “She’s a communist. WASHINGTON (AP) — The Trump administration has announced that it will release nearly billion in aid to Puerto Rico to help the island rebuild its electrical grid and repair schools from the devastation of Hurricane Maria three years earlier. In a statement, White House press secretary Kayleigh McEnany said .6 billion would be included for those projects. "Federal funding of .6 billion will allow the Puerto Rico Electrical Power Authority to repair and replace thousands of miles of transmission and distribution lines, electrical substations, power generation systems, office buildings, and make other grid improvements," McEnany said in the statement. "The billion grant for the Puerto Rico Department of Education will focus on restoring school buildings and educational facilities across the island."The announcement comes amid criticism that the assistance was overdue and being released now only for political purposes. The grant comes as President Donald Trump, who has balked at providing assistance to the island territory, and former Vice President Joe Biden court voters in Florida, which is home to a large population of people from Puerto Rico.In a press briefing on Friday, President Trump added that the aid package wasn't the only exciting thing happening in Puerto Rico - it was their pharmaceutical industry."We have spoken to various companies, and they are willing to go there," Trump said. "They want to have a little bit of help, but they are willing to go to Puerto Rico and Puerto Rico is going to be very exciting, let's going to happen. They were on the verge of doing it, and they took away all the incentives. I don't know how they allowed that to happen. It was very bad for Puerto Rico and the people of Puerto Rico. WAUWATOSA, Wisc. - Officer Joseph Mensah will not be charged in the fatal shooting of teenager Alvin Cole, the Milwaukee County District Attorney announced Wednesday."I do not believe that the State could disprove self-defense or defense of others in this case and therefore could not meet the burden required to charge Officer Mensah. With this I conclude my criminal review of the matter," District Attorney John T. Chisholm said in a statement Wednesday.Mensah shot and killed Cole on Feb. 2 outside of Mayfair Mall. Police said the 17-year-old had fired at officers first before being shot. A report from former U.S. Attorney Steven Biskupic, who was selected to be an independent investigator found, however, that "Cole did not fire at Officer Mensah or any other officer. Cole shot himself in the arm while running away from the officers.”Biskupic, in his report, released Wednesday morning, concluding Mensah should be fired from the police department. Biskupic argued that the risk Mensah might shoot a fourth person is high and that he violated department policy when he spoke to the news media about the shooting last summer. According to DA Chisholm in his 14-page summary to Wauwatosa Police Chief Weber:"This case is reviewed as a homicide and I apply the same standard of review to this case as I would to any homicide. The standard is to determine in our professional judgment if there is sufficient admissible evidence to convince the trier of fact beyond a reasonable doubt that Officer Mensah killed Alvin Cole unlawfully. Under Wisconsin law, any time self-defense or defense of others is at issue, and it is clearly at issue here, I have an obligation to disprove beyond a reasonable doubt that the use of force was not objectively reasonable and, that at the time the force was used, Officer Mensah did not subjectively believe he faced a threat of death or great bodily harm or his belief was not objectively reasonable from the perspective of a trained police officer."The fatal shooting was Mensah's third in the past five years; the two previous shootings were ruled justified as well. Mensah shot and killed Antonio Gonzales in 2015 and Jay Anderson Jr. in 2016. Cole’s family disputes that Cole shot the gun, and has called for Mensah to be fired from the police force. During Wednesday's announcement, protesters further called for Chisholm to be fired from the DA's Office.There is no body-camera video of the shooting because Wauwatosa’s officers do not have them. The city did release squad car dashcam video, but Cole’s family says the video does not shed light on what really happened. The Wauwatosa Common Council recently approved a proposal that will equip every police officer with body cameras.Mensah was suspended with pay from the Wauwatosa Police Department pending the investigation. Cole’s death led to protests in Wauwatosa throughout last summer, including in and around Mayfair Mall and outside of a house where Mensah was staying. Two men were charged in an August altercation at the house after a shotgun was fired.City Hall closed early on Wednesday ahead of the district attorney's decision, and the school district switched all classes to virtual instruction. Law enforcement officials said they would be prepared if any unrest occurs in the wake of the decision.Mayfair Mall also decided to close early on Wednesday. Gov. WASHINGTON, D.C. – President-elect Joe Biden is nominating the education commissioner in Connecticut to serve as secretary of the Department of Education.After initial reports, Biden confirmed Tuesday that he would like Miguel Cardona to take over the role that Secretary Betsy DeVos has held since President Donald Trump took office in 2017.Watch Biden introduce Cardona below:Cardona has served as his state’s commissioner of education since August 2019. Before that, he served as assistant superintendent for teaching and learning in Meriden, according to Connecticut State Colleges and Universities.The 45-year-old began his career as an elementary school teacher and served as a school principal for 10 years. He also taught for four years as an adjunct professor at the University of Connecticut in the Department of Educational Leadership.Cardona is a low-profile candidate who The Washington Post says has pushed to reopen schools and hasn’t been aligned with any particular side in recent education policy battles. When schools moved to remote learning this year, The Associated Press reports Cardona hurried to deliver more than 100,000 laptops to students across The Constitution State.In his announcement, Biden said Cardona will lead the administration’s efforts to invest in all students, support educators, and make reopening schools safely a national priority. They hope to safely reopen the majority of classrooms within the first 100 days of Biden’s term.Biden says Cardona will strive to eliminate long-standing inequities and close racial and socioeconomic opportunity gaps — as well as expand access to community colleges, training and public four-year colleges and universities to improve student success and grow a stronger middle class.Cardona’s parents are from Puerto Rico.
