State legislators will vote Monday on an emergency bill to block evictions across California when a moratorium expires on Sept. 1.The bill would extend the moratorium protections for tenants through January 2021, but evictions could resume in February.This bill, called the COVID-19 Tenant Relief Act of 2020, does two major things to protect tenants:1) It converts unpaid rent from March 1 to Aug. 31 to civil debt, meaning a tenant cannot be evicted for nonpayment. Instead, that person can ultimately be taken to small claims court.2) It prevents eviction of tenants who pay at least 25 percent of their rent from Sept. 1. to Jan 31, 2021. If a tenant pays at least 25 percent, the rest would be converted to civil debt. Otherwise, a landlord can begin eviction proceedings Feb. 1, 2021.Governor Gavin Newsom announced he would sign the bill once it reaches his desk.The Southern California Rental Housing Association expressed major concerns about the legislation, saying it does not protect against financial ruin for landlords. In a statement, it said the bill doesn't provide rental income assistance and does not guarantee landlords will ever get the money they are owed.The bill requires a two-thirds vote, and is expected to be taken up in both houses of the state legislature Monday. 1302
TEMPE, Ariz. — It's a huge breakthrough for the highly contagious and deadly norovirus as researchers at the Arizona State University’s Biodesign Institute have come up with a vaccine made from plants.The norovirus is known as the perfect human pathogen. It can have you feeling awful for days, but researchers at ASU say a form of the tobacco plant may be the key to a vaccine.Also known as the cruise ship illness, norovirus hits nearly 20 million Americans every year. According to Andy Diamos, a post-doctoral researcher at ASU, the average person has the stomach bug five times in their life.“Norovirus is a horrible bug to get,” said Diamos. “It causes vomiting, diarrhea, all sorts of nasty stuff.”There is no vaccine for the highly contagious bug because it's notoriously difficult to produce in a lab, until now, thanks to Diamos and Hugh Mason with the Biodesign Center.“Genetic engineering has allowed us to design systems like plants to produce useful things like vaccines,” said Diamos.By using a form of the tobacco plant, researchers discovered that a harmless bacteria would help grow a norovirus vaccine when the proper genes are transferred to the leaves.“You can basically put in whatever genes you want and transfer those to the plant, so that's how we get the plant to make the vaccine,” said Diamos.According to Diamos, real viruses are surrounded by a shell that protects its genes. The vaccine that grows inside the tobacco plant is essentially that shell without the harmful insides.“If you give that to someone as a vaccine, it looks just like the real virus, but there is nothing on the inside,” said Diamos. “It can't cause disease; it can't actually infect you.”That's what makes these plant-based vaccines safe and effective.“One of the main reasons why we're focusing on plants is because they're so cheap to work with. These vaccines will hopefully be much cheaper to produce than traditional methods,” said Diamos.Many discoveries from ASU researchers hit the market, this one could too, but it needs further study and would eventually need to be picked up by a pharmaceutical company which could take years. 2154

Rice and British-born scientist Michael Houghton have won the 2020 Nobel Prize in medicine for their discovery of the hepatitis C virus.The World Health Organization estimates there are over 70 million cases of hepatitis worldwide and 400,000 deaths each year.The disease is chronic and a major cause of liver inflammation and cancer.The Nobel committee says, “thanks to their discovery, highly sensitive blood tests for the virus are now available," a development that has greatly reduced the chances of getting hepatitis C through blood transfusions.The medicine prize carries particular significance this year due to the coronavirus pandemic, which has highlighted the importance of medical research. 769
TAMPA, Fla. — University of South Florida Professor Dr. Jay Wolfson and health experts around the world are studying the latest research project on the coronavirus."This thing gives us surprises almost every week. We learn something new, and it's usually unpleasant every week," said Wolfson.The new research is from Australia's National Science Agency, and it found the virus could survive and remain infectious on surfaces like glass, steel, and paper for up to 28 days."What they are concerned about, what we are all concerned about it, is if you have some viable virus on your fingers and you touch your eyes or you touch your nose or you touch your friend's eyes or nose, there's a greater risk of it being brought into the body if there's enough of it there," said Wolfson.But Dr. Thomas Unnasch, also with USF Health, says this study was done with perfect conditions for a virus to thrive."They put the virus under different surfaces and then preserve them in the dark at ideal temperatures and humidity. So it's not too surprising that under those ideal conditions, that it would last quite a bit longer than it would under normal conditions."While experts agree COVID-19 primarily spreads from person to person through droplets in the air, there is still more to understand about how it can transfer from objects or surfaces to people."People do have a proclivity to touch their face and their eyes, so if you are in a place that's not familiar to you and you are using things that are unfamiliar to you, just be careful," said Wolfson."Your own cell phone, if you are the only one using it, that's not a big deal. But door handles, faucet handles elevator buttons things like that. Wash your hands after you do that. That's a really good idea," said Unnasch.All of the experiments in this study were done in the dark. TAMPA, Fla. — A Tampa man was released from prison on Thursday afternoon after 37 years behind bars for a murder and rape officials now say he didn't commit.Robert DuBoise, 55, walked free after an 11-month investigation by the Conviction Review Unit of the State Attorney’s Office, in collaboration with the Innocence Project, determined he was innocent.“I’m just happy to get home to my family," he said. "It’s a beautiful day.”The first thing DuBoise said he did was hug his mom, Myra, and sister, Harriett.
