It's been six months since President Donald Trump moved to end a program that protected young undocumented immigrants from deportation, and Washington seems to be no closer to a resolution on the day everything was supposed to be solved by.March 5 was originally conceived to be a deadline of sorts for action. When Trump ended the Deferred Action for Childhood Arrivals program in September, he created a six-month delay to give Congress time to come up with a legislative version of the policy, which protected young undocumented immigrants who had come to the US as children.The Department of Homeland Security was going to renew two-year DACA permits that expired before March 5, and Monday was to be the day after which those permits began expiring for good.But multiple federal judges ruled that the justification the Trump administration was using to terminate the program was shaky at best -- and ordered DHS to resume renewing all existing DACA permits. And the Supreme Court declined the administration's unusual request to leapfrog the appellate courts and consider immediately whether to overrule those decisions.That court intervention effectively rendered the March 5 deadline meaningless -- and, paired with a dramatic failure on the Senate floor to pass a legislative fix, the wind has been mostly taken out of the sails of any potential compromise.Activists are still marking Monday with demonstrations and advocacy campaigns. Hundreds of DACA supporters were expected to descend on Washington to push for action.But the calls for a fix stand in contrast with the lack of momentum for any progress in Washington, with little likelihood of that changing in the near future. Congress has a few options lingering on the back burner, but none are showing signs of imminent movement.March 23 is the next government funding deadline, and some lawmakers have suggested they may try to use the must-pass package of funding bills as a point of leverage.But sources close to the process say it's more likely that efforts will be made to keep a bad deal out of the omnibus spending measure than to come up with a compromise to attach to it, as no solution has a clear path to passing either chamber and the House Republican leadership has opposed attaching any immigration matter to a spending deal."I have a feeling that anything that goes with the omnibus is going to be a punt, so I'm not excited about that. That's not my goal," Rep. Carlos Curbelo, a Florida Republican who has been one of the loudest voices pushing for a DACA fix on the GOP side, told reporters last week.In the Senate, Jeff Flake, an Arizona Republican, and Heidi Heitkamp, a North Dakota Democrat, have introduced a bill that would give three-year extension to the DACA program along with three years of border security funding, though that legislation has yet to pick up any momentum and many lawmakers remain hesitant to give up on a more permanent fix. The Senate is also still feeling the residual effect of the failure of a bipartisan group to get 60 votes for a negotiated compromise bill, which suffered from a relentless opposition campaign from the administration. Trump's preferred bill failed to get even 40 votes, far fewer than the bipartisan group's.On the House side of the Capitol, a more conservative bill than even Trump's proposal has been taking up the focus. The legislation from Judiciary Chairman Bob Goodlatte, a Virginia Republican, and others contains a number of hardline positions and no pathway to citizenship for DACA recipients, and it fails to have enough Republican votes even to pass the House. It is considered dead on arrival in the Senate.But conservatives in the House, buoyed by the President's vocal support for the bill, have gotten leadership's commitment to whip the measure, and leadership has been complying for now. According to lawmakers and sources familiar, House Speaker Paul Ryan, a Wisconsin Republican, talked about the bill in a GOP conference meeting during the House's short workweek last week, and continued to discuss ways to get enough votes.Lawmakers estimate that at this point, the measure had somewhere between 150 and 170 votes in its favor, far fewer than the 218 it would need. But the bill's authors are working with leadership to see whether it can be changed enough to lock up more, even as moderates and Democrats remain skeptical it can get there."The vote count is looking better every day," said Rep. Jim Jordan, a conservative Ohio Republican who has been a vocal advocate for the bill. "I think if leadership puts the full weight of leadership behind it, we can get there. ... The most recent report I've heard is whip count is getting better."Moderate Republicans, however, are holding out hope that the party can move on from that bill and seek something that could survive the Senate and become law."Bring up the Goodlatte bill that went through Judiciary. If it does not have 218 votes, then let's go to the next one that makes sense for DACA," said Rep. INDIANAPOLIS -- A splash of color painted the streets of Vice President Mike Pence's hometown of Columbus, Indiana on Saturday as the town hosted its first-ever Pride Festival. The colorful event featured live music, food and even a drag competition. This small town festival made big news because hometown boy, Vice President Mike Pence is known for being a conservative Christian who signed the 2015 religious protections law that created a legal defense for businesses that objected to serving LGBTQ customers. Columbus High School senior Erin Bailey, 18, came up with the idea and helped bring it to life. She said she hopes that Columbus Pride helps make the town a more welcoming place for everyone. In the midst of an economic downtown, small businesses had to figure out how to stay afloat. The website fundBLACKfounders launched earlier this year, and is providing a platform to help small businesses that are in need, or are looking to launch.“We offer a boutique movie-going entertainment experience,” Kendra Tucker explained. She helps run Next Act Entertainment. The idea for the Maryland business started in 2018, in part with co-owner Anthony Fykes.“2019 we opened up the theater. We took up a 1938 Art Deco theater right outside of Baltimore,” Fykes explained. “And we basically renovated it.”Then COVID-19 hit, forcing businesses like movie theaters to close temporarily.“During this time we knew that we just needed to survive as most small businesses do, and we had a lot of guests that were asking us about, How can we support you?'” Fykes said.For some businesses, closures weren’t temporary. A study out of Stanford University showed the drop in business owners from February to April 2020 was the largest on record, and black-owned businesses saw a 41 percent drop.So Fykes looked for help. “I basically just did a Google search and I found Renee, and the platform looked legit,” he said.He had come across fundBLACKfounders, a crowdfunding platform.“We were super nervous at first around even doing something like this. We were like, how are we going to be perceived, are our guests going to think we’re going belly up?,” Fykes said.“What I noticed with crowdfunding is that not a lot of African Americans were using it for ownership or for building businesses or startups,” Renee King said. She started fundBLACKfounders. She said anyone can start a campaign on the platform -- but unlike other crowdfunding sites, fundBLACKfounders coaches businesses through the process, and gives founders flexibility. The platform takes five percent commission on funds earned.“They can raise or lower their goal amount,” King explained. “As the money starts to come in and our merchant account clears it, the money goes straight to the founder.”“Starting in the end of January 2020 through now, we’ve raised over ,000…for 12 black entrepreneurs,” she said.For Next Act, the platform provided a way for the community to help.“It’s success is really built on the strength of the community that supports it, and fundBLACKfounders, it matches the type of strength and support that we get from our community,” Tucker said.For other companies like Saraa Green’s startup, the platform gives her a way to get an idea going. “We initially wanted to raise capital for our business to bring our tool out into the market,” she said.Her product is called The Braid Releaser. “My mom had to take out our braids and take down our braids and that would take hours, and the tools that she was currently using really wasn't doing its job,” Green explained. “She wanted to create a tool that would decrease the time in taking down braids, that is comfortable to use, and that essentially reduces the hair loss during the process.”That’s when she met Renee King. “I did not want my mother's dream to just come to an end because of this pandemic,” Green said.Nearly eight in 10 small businesses are now fully or partially open as of June, according to a poll by the U.S. Chamber of Commerce.“What's good is this is actually helping us think through how do we flex into the entertainment part of our business,” Tucker said. In mid-July, California’s department of transportation, known as CalTrans, was supposed to break ground on a highway construction project that was expected to take 18 days.The work was to repair and repave 800 feet of the busy 101 Freeway that connects San Francisco to the mainland, but the work never started because the project wrapped up in April, months before it was originally expected to begin."In the Bay Area, it was one of our busier years,” said CalTrans spokesman Bart Ney.The only reason contractors were able to start and complete the project months ahead of schedule was because of COVID-19.“We had to reduce traffic in normal situations by 30%, which was going to be very difficult,” said Ney. "In this case, we already had about a 40% traffic reduction because of people staying home for COVID-19.”In Colorado, something similar happened as plans to add an express lane through the main mountain corridor were able to accelerate a month.“It was over a 50% drop in traffic,” said Colorado Department of Traffic spokeswoman Presley Fowler.In April, the Federal Highway Administration says Americans drove 40% fewer miles than they did during the same time in 2019. It allowed projects in Nevada, Arizona, Wisconsin, Texas, Virginia, and Florida to all start ahead of schedule as well.The reduction in traffic didn’t only speed up work timelines, it also increased safety for workers as they could work during daylight hours that typically would have been off limits because of rush hour traffic. It also allowed states to save taxpayers millions in worker payroll.“You would quantify that impact in numbers in the tens of millions of dollars,” said Ney of the Highway 101 project.But as some states sped up their projects, others had to apply the brakes to theirs. The reduction in traffic volume hurt states in the pocket when it comes to gas tax revenue. Starting in March, states started seeing their biggest loss in gas tax revenue in decades as some had to defer billions in repair projects, saying they were short billion in funding.To help, Congress has been working on a transportation bill since road work was left out of the CARES Act, but that still has not passed.As states have reopened their economies, traffic volume has resumed to around 80% of its pre-COVID-19 levels.
