Kaitlyn Birchman was supposed to have a preliminary hearing Thursday morning, but she’d already pleaded guilty to forgery of a financial institute. She is set for sentencing on April 3. SAN DIEGO (KGTV) -- The Navy is trying to find the owner of a boat that washed ashore at the Naval Base Coronado.The boat washed up and came to a rest against the fence that separated Coronado’s dog beach from the base.The Navy is asking the owner to come forward immediately to have the boat removed. The problem can get costly for the Navy.Several boats have already washed ashore this year. If the Navy can’t locate the owner, they have to cover the removal cost.Anyone with information on the boat’s owner is asked to call the Navy legal office at 619-545-8141. 573

SAN DIEGO (KGTV) -- The California Department of Motor Vehicles is reminding residents about the looming REAL ID deadline. Starting October 1, 2020, U.S. residents will need a REAL ID to fly domestically or enter secure federal facilities and military bases. The new ID is the result of the 9/11 Commission's recommendation to establish standards for identity verification and security features. In California, a gold bear and star indicates REAL ID compliance. The DMV is also reminding residents about requirements to obtain a REAL ID. SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment.
