RAMONA, Calif. (KGTV) - A suspect was taken into custody following a hit-and-run crash that injured a bicyclist in Ramona in early October. Chase Richard, 32, was arrested on the 16000 block of Swartz Canyon Road in Ramona Tuesday. According to California Highway Patrol, Richard is a Ramona resident. Earlier in the week, authorities said they found the vehicle that injured the cyclist. The bicyclist, Michelle Scott, was seriously injured the morning of Oct. 2. on State Route 67 near Dye Road. The vehicle involved was a black 2019 Ford Edge, according to the CHP. Witnesses provided information which led investigators to the possible location of the vehicle involved in the crash. Officers saw the vehicle with damage consistent with the hit-and-run collision. RELATED: Bicyclist airlifted after being hurt in hit-and-run crash in Ramona “The vehicle was observed parked and partially hidden in the garage of a private residence in the San Diego Country Estates,” Ofc. Jeff Christy said in a news release. Monday, CHP investigators served a warrant at the home and seized the vehicle as evidence. RANCHO CORDOVA, Calif. (AP) — Gov. Gavin Newsom says he wants a Southern California county to reimpose stay-home orders amid a surge in positive coronavirus tests there and through much of the state. Imperial County, with a population of 175,000 people on the state’s border with Mexico, has been the slowest in the state to reopen. "Some counties, like Imperial, haven't been able to move into that attestation process, because they can't meet that criteria," Newsom said of the county's struggle to reopen. "We reserve the right to toggle back if we don't see movement at the local level."Newsom said the state is working with the county to send additional resources to help local officials address coronavirus cases. Despite this, the governor said interventions are not making enough of an impact, leading to reinstituting the stay-at-home order.The county's positivity rate has averaged 23% in the last week, compared with 5.7 % percent statewide. Newsom said there is also a need to decompress the county's hospital system, which other counties have helped do by accepting patients."I just sent 76 ventilators down to Imperial County. We are in the midst of the first wave of this pandemic. We are not out of the first wave. This disease does not take a summer vacation," Newsom said. Newsom added that he's awaiting a CDC study to determine if outside cases — for example, in hotspot Arizona — have contributed to the rise in cases in Imperial County.The Imperial Valley provides many of the vegetables in U.S. supermarkets during winter. 1553

As of noon on Saturday, Senate Majority Leader Mitch McConnell and House Speaker Paul Ryan had not tweeted about the march.White House deputy press secretary Lindsay Walters said in a statement, "We applaud the many courageous young Americans exercising their First Amendment rights today," adding, "keeping our children safe is a top priority of the President's."Republican Sen. Marco Rubio, of Florida, also released a statement, saying he "commend[s] those who today are peacefully exercising their First Amendment rights to march" and noting that he "respect[s] their views."The senator added, however, that he does not agree "with all of the solutions they propose" and that "making a change requires finding common ground with those who hold opposing views."Rep. Carlos Curbelo, a moderate Republican who represents Florida's 26th Congressional District, expressed support for students participating in the march on Saturday, saying in a statement posted to Twitter that "the young men and women of Parkland are a true inspiration for all of us."Republican Rep. "There's just this energy in the air," the Minnesota senator said of the demonstrations over the weekend, "As you look out at the sun shining over what is expected to be well over 500,000 kids, they can ask questions that adults can't ask, like, 'Why can't I go to my school and be safe?'"Sen. Bernie Sanders, a Vermont independent who is part of Senate Democratic leadership, released a video in support of the students Saturday."Let me congratulate people from coast to coast who today are marching for our lives," the senator said in his recorded message.
