LOS ANGELES (KGTV) - A vigil held Wednesday for a bicyclist killed at an intersection in South Los Angeles on Tuesday became the scene of another hit-and-run crash that injured a pedestrian."The driver of a tan-colored Honda Accord drove through the vigil at the intersection of Manchester and Normandie avenues shortly after 1 p.m.," Los Angeles police Officer Tony Im said.The video from the scene captured the sedan striking the pedestrian, who is then flung into the air, appearing to hit his head on the car windshield and finally landing on the asphalt.RELATED: GOOD SAMARITAN HIT WHILE HELPING MOTORISTAfter rolling to his feet, he hopped over to the sidewalk on one foot, seemingly injuring his right leg. He then collapsed onto the sidewalk where onlookers came to his aid.As the suspected hit-and-run motorist drove off, a group from the dozens of bicyclists taking part in the vigil attempted to follow the vehicle, including people running after the driver.During the vigil, "some rocks and bottles were thrown toward responding officers and a patrol vehicle, but no officers were injured and no arrests were made," Im said.Police were able to eventually clear the intersection. A department SUV can be seen having its rear window smashed.According to the LAPD's South Traffic Division, the bicyclist killed Tuesday was a man in his early 20s, who was struck by a white Porsche Cayenne SUV. The victim was identified in news reports as 22-year-old Frederick Frazier."The driver of the SUV that hit the young man was heading east on Manchester when the collision occurred. The driver then headed south on Budlong Avenue before traveling west. It was last seen westbound near La Salle Avenue Elementary School," police said.CNS contributed to this report. 1808

LOS ANGELES (CNS) - Los Angeles City Councilman Mitch O'Farrell and the city's Bureau of Sanitation will remind all restaurant managers that starting Tuesday they will be required to withhold plastic straws unless a customer requests them. ``The new city law picks up where the state law stops,'' O'Farrell said in April. ``As a coastal city and state, we owe it to our environment to do everything in our power to ensure we reduce single-use plastic waste.'' The first phase of O'Farrell's ``Straws on Request'' initiative took effect this year on Earth Day, which applied to businesses with more than 26 employees. The new law takes aim at reducing single-use plastic waste from littering beaches and waterways, O'Farrell said, and it applies to restaurants of all sizes. O'Farrell plans to speak this morning at a news conference with various city officials and local restaurant owners. Both the state and county recently adopted a single-use plastic straw policy, but O'Farrell said Los Angeles' law is more restrictive. In drive-thru restaurants, the customer will be notified to ask for a straw if one is needed. O'Farrell cited a report from the nonprofit Lonely Whale's campaign called Strawless Ocean, which stated Americans throw away 500 million plastic straws each day. Worldwide, plastic straws are among the top 10 marine debris items, according to the environmental advocacy group. 1404

The finding comes as video game sales this year have boomed as more people are stuck at home because of the pandemic and many countries have once again imposed limits on public life. The researchers at the Oxford Internet Institute said they found the actual amount of time spent playing was a small but significant positive factor in people’s well-being.The paper, which hasn’t been peer reviewed, said the level of enjoyment that players get from a game could be a more important factor for their well-being than mere playing time.The results could cast doubt on long-held assumptions that gaming causes aggression or addiction, though the authors acknowledge they are only a snapshot.“Our findings show video games aren’t necessarily bad for your health; there are other psychological factors which have a significant effect on a persons’ well-being,“ said Andrew Przybylski, the institute’s director of research. “In fact, play can be an activity that relates positively to people’s mental health – and regulating video games could withhold those benefits from players.” 1693

  

LOS ANGELES (CNS) -- With coronavirus cases on the rise, municipalities in the Los Angeles area Thursday began to crack down on residents who flout the statewide requirement that they wear masks while in public.In West Hollywood, sheriff's Capt. Edward Ramirez issued a statement saying deputies have been working to educate violators about the requirement, but people who refuse could now face fines."Beginning this month, we will continue to utilize education and persuasion and hand out face masks, however, we will begin issuing city of West Hollywood Municipal Code citations to people who refuse to follow the face mask order while in public," he said."The citation, which is administrative and not criminal, is 0 plus a fee of for a total of 0 for the first offense," he said. "Our very least option is to conduct enforcement by issuing a citation, but the risk to community health is too great. To date, we have not issued any citations and we still hope not to."In neighboring Santa Monica, a new health order was announced Thursday in an effort to emphasize the need for face coverings. The order outlines the requirement for people to wear face coverings while in public, and for businesses to enforce the requirement for employees and customers.The revised Santa Monica order sets fines for violators at 0 for a first violation, 0 for a second violation and 0 for a third. For businesses, the fines start at 0, increasing to 0 for a second violation and ,000 for a third."As public health experts have shared widely this week, we are in a dangerous period with dramatic increases in cases and hospitalizations," Interim City Manager Lane Dilg said in a statement. "Face coverings are essential. I encourage everyone to try different styles to find what works for you. But it is a critical time to save lives by wearing face coverings whenever we are outside of our homes and not gathering with people outside of our households."The city of Beverly Hills has long been requiring residents to wear masks. It issued a reminder last week, noting that violators can face fines ranging from 0 for the first offense to 0 for the third and subsequent offenses.Gov. Gavin Newsom -- who made face coverings mandatory across the state on June 18 -- announced a "major public awareness campaign" about the requirement on Thursday. LOS ANGELES (CNS) - The Westfield Century City mall was evacuated Friday as police, firefighters and a bomb squad responded to a report of a manwith a gun and a fire inside a bookstore.Los Angeles Police Department officers responded to the facility in the 10000 block of Santa Monica Boulevard at about 12:45 p.m., according to department spokesman Sgt. Barry Montgomery.When they arrived, people were streaming from the mall and they set about trying to locate the suspect, Montgomery said.A security guard informed officers he hadn't heard any gunshots or located any victims, according to the sergeant.``While proceeding with their search, officers were directed to a suspicious package located inside the Amazon store,'' he said. ``In an abundance of caution (an) LAPD bomb squad and (the) Los Angeles Fire Department responded to the scene.''At about 2 p.m., smoke was seen coming from the roof of the Amazon store. Fire sprinklers were activated inside the store, according to news reports.No injuries or shots fired had been reported as of 3 p.m., police said. People in parts of the mall were evacuated, but those in other areas of the large facility were advised to shelter in place while officers conducted a search, LAPD Officer Tony Im said.Paul Almond, a Century City attorney, told City News Service he was having lunch at Toscanova in the mall when the restaurant manager said police had ordered him to evacuate the restaurant. At that point the manager told diners and workers to leave immediately.Almond said he walked out of the mall and was joined on the sidewalk by numerous other shoppers and diners who had also been ordered out. He then went to a building housing a bank on the east side of Avenue of the Stars, across the street from the mall, and found that building too had been locked down.At the H&M clothing store, employees and shoppers were ushered into a basement area where they holed up for about two hours before the LAPD lifted the shelter-in-place order around 2:35 p.m.According to a broadcast report, a person described as a male in his late teens who had a gun was seen on a security camera, but there were no reports of any arrests. 2186
