While celebrating her victory in becoming the first African-American woman picked to lead Chicago, Lori Lightfoot thanked the city and those who blazed the trail for her victory."We may be strangers but in this room, in this city we are all neighbors," she told a cheering crowd following her win.Lightfoot faced a historic runoff Tuesday against Toni Preckwinkle, who is also an African-American woman."Now that it's over I know that we will work together for the city that we both love," Lightfoot said at her campaign celebration. "Today you did more than make history, you created a movement for change."She told her followers they were going to remake Chicago, home to 2.7 million people."Now we're going to take the next steps together," she said. "Together we can and will finally put the interests of our people, all of our people, against the interests of a powerful few."Her competitor vowed to keep working on issues important to her."This may not be the outcome we wanted but while I may be disappointed, I'm not disheartened," Preckwinkle told supporters after she called Lightfoot to congratulate her.Mayor Rahm Emanuel was not in the race, as he was not seeking a third term.Lightfoot, 56, a former assistant US attorney, describes herself as "an out and proud black lesbian." When she is sworn in, she will be the first mayor in the Windy City who identifies as a lesbian."Out there tonight a lot of little girls and boys are watching. They're watching us. And they're seeing the beginning of something, well, a little bit different," Lightfoot told the crowd on Tuesday with a wry smile."They're seeing a city reborn. A city where it doesn't matter what color you are," she continued. "Where it doesn't matter who you love, just as long as you love with all your heart."In the wake of the Laquan McDonald scandal -- in which a white police officer, Jason Van Dyke, shot the black teenager 16 times as he walked away from police -- Lightfoot was appointed by Emanuel to head the newly created police accountability task force.Preckwinkle, 72, is a political insider who heads the 2109

When it comes to Halloween costumes, sometimes a simple face painting does the trick. We met up with a makeup artist who showed us one look that’s not only easy, but you can do it under 10 minutes. “Choosing a Halloween costume and throwing Halloween makeup in it can be really stressful,” said makeup artist Nicole Toledo. “I always love looking through Pinterest get some ideas, looks and then you can make it your own and make it unique.”Toledo spelled out how to paint a simple leopard look. The best part about the costume is that you only need a few products: black and brown eye liner, bronze eyeshadow, bronze lipstick and a few shadow brushes.“And a little eye makeup remover because we all know we aren’t perfect the first time around,” added Toledo. When painting the nose, Toledo says to follow the natural curves of your own nose and go all the way underneath. Once it’s filled in completely with black liner, draw a line from the tip of the nose to the upper lip and then line the upper lip. Then Toledo says to take a bronze lipstick and fill in the lips. For the leopard spots, Toledo says they don’t have to be perfect. "From the front, we have to be able to see some dots too,” said Toledo. “We are going to outline those dots using the same black eye liner. Next we are going to take some bronze eye shadow and trace it over the brown pencil."Last step – use setting spray to “help lock everything in place.”And to finish off the look…“You can just add a black shirt black tights and throw on some ears and a tail and a couple minutes of makeup and you are a leopard.”Toledo has one more piece of advice if you’re trying this look for the first time.“I would probably practice the look ahead of time. Don’t wait until you are stressed out and have to be out the door in five minutes.” 1814

Vice President Mike Pence canceled a previously scheduled event in New Hampshire on Tuesday to return to the White House, two White House officials told CNN, though the reason for scrapping the event was not immediately clear. The vice president's spokeswoman said Pence never left the Washington area and that the event will be rescheduled."Something came up that required the @VP to remain in Washington, DC. It's no cause for alarm. He looks forward to rescheduling the trip to New Hampshire very soon," Alyssa Farah wrote in a tweet. An official close to the vice president told CNN that there was no emergency, saying, "the VP was called back to the White House but no cause for alarm."Pence was scheduled to travel to Manchester, New Hampshire, to participate in a roundtable discussion with patients at the Granite Recovery Center headquarters and deliver remarks on the opioid crisis and illegal drug flow into the state. 939

Washington D.C. could become the first place in the U.S. to restore voting rights for felons who are behind bars.Councilman Robert White introduced a bill to make that happen, and says the justification is simple.“If you don't lose your citizenship for a crime, then you shouldn't lose your right to vote,” White said.Opponents to the bill say a prison sentence is meant to be a punishment and losing the right to vote is part of the repercussion of breaking the law.“When someone is incarcerated, they lose many of their rights. But we have to be careful to distinguish between what is a punishment for a crime and what is a basic right to democracy,” the DC councilman said.Vermont and Maine are the only two states in the country that currently allow felons to vote in prison. But the issue is getting national attention after Presidential candidate Bernie Sanders said he supports it.“I think the right to vote inherent to our democracy. Yes, even for terrible people,” Sanders said.Meanwhile, U.S. President Donald Trump has used the issue as a rallying cry.“Let the Boston Bomber vote. He should be voting, right? I don't think so. Let terrorists that are in prison vote. I don't think so. Can you believe it? But this is where some of these people are coming from,” Trump said. The Washington, D.C. council is expected to conduct a hearing and vote on the issue early next year. It could become a blueprint for states considering passing a similar law. 1470
