BEIJING, Jan. 27 (Xinhua) -- China's banking regulator asked lenders to keep credit growth at reasonable pace in 2010 and vowed to tighten supervision on property loans amid increasing risk of asset bubbles."Banks should reasonably control new loans, better manage the pace and try to achieve balanced issuance and steady growth of credit quarter by quarter, " Liu Mingkang, chairman of the China Banking Regulatory Commission (CBRC) at a meeting on Tuesday.Despite regulator's repeated warnings on risks hidden from the record 9.6 trillion yuan of new loans last year, banks rushed to lend more than 1 trillion yuan in the first month of this year in fear of the expected tighter loan policy in 2010 after the credit binge last year as media reported.An official with the Industrial and Commercial Bank of China told Xinhua the credit growth in the first ten days of January was a little bit fast, and turned smooth in the last days of the month.According to the statement posted on CBRC's Web site on Wednesday, Liu said the regulator will pay special attention to the changes in the property market, strictly enforce relevant policy, and beef up the "window guidance" over credit to the real estate sector.But he restated banks should continue to support first-time home buyers.Liu also told banks to continue lending to fund rural development, small business, consumer spending and environmental protection.He said banks should keep adequate capital and heed of resurgence of bad loans.

BEIJING, March 1 (Xinhua) -- China's central government has allocated 28.6 billion yuan (4.2 billion U.S. dollars) to support farmers, the Ministry of Finance said in a statement Monday.The bulk of the funding -- 18.6 billion yuan -- would be used to subsidize farmers in growing improved varieties of crops such as rice, corn, and cotton.The other 10 billion yuan would subsidize purchases of farm machinery such as sowers and reapers, said the statement issued to Xinhua.The funding aimed to improve motivation in agricultural production, and stabilize the country's grain production, according to the statement.Farmers across the country would be eligible for the subsidies.The funding was on top of 86.7 billion yuan of subsidy funding to grain-growing farmers nationwide in February.The financial support for agriculture came as severe drought continued in the nation's west and south.The National Meteorological Center (NMC) issued a drought alert on Sunday warning the severe drought would continue over the next three days.The State Flood Control and Drought Relief Headquarters said Saturday the drought, which started at the beginning of February, had affected 69.6 million mu (4.64 million hectares) of arable land and left 12.7 million people and 8.4 million heads of livestock short of drinking water.

At the same time, the United States is now at risk of sparking what could be an all-out trade war," said Liam Halligan in an article carried by this week's Sunday Telegraph.Halligan, chief economist at Prosperity Capital Management, predicted that China will not yield to U.S. pressure on the issue."Beijing will eventually allow the yuan to rise, but in its own time and in order to tackle inflation and not because of U.S. pressure."Chinese inflation is now at 2.7 percent, close to the official 3-percent control target, he noted.Halligan argued that the Chinese yuan may not be under-valued as much as Western politicians have perceived.Although Chinese exports rose by 46 percent in the first two months of 2010, the rise is from a very low base -- with February 2009 being the epicenter of the U.S.-sparked sub-prime storm, he noted.He also pointed out the fact that China's trade surplus dropped by 51 percent in the same period. That means China's gain in exports were out-weighed by an import surge."This hardly suggests the yuan, as (U.S. Treasury Secretary Tim) Geithner claims, is 'way too low'," said Halligan.Geithner said in January that Obama believed China was manipulating its currency.On Obama's latest call for China to adopt a more "market-oriented exchange rate," Halligan said Washington is actually the biggest currency manipulator in the world."The reality is that America's 'weak dollar' policy -- its long-standing practice of allowing its currency to depreciate in order to lower the value of its foreign debts -- amounts to the biggest currency manipulation in human history."Halligan also noted that Washington has for years "shamefully stalled" on various rulings of the World Trade Organization that showed America to be breaching global trade rules."America needs to act smarter and get its own economic house in order. Obama has decided instead to lash out at China in a desperate attempt to placate a U.S. electorate increasingly mindful of their president's failings," said Halligan.The economist said Western politicians' blame game against emerging markets over the current global imbalances reflects their hypocrisy and lack of character."It's always easier to blame someone else for your failings... ABU DHABI, Jan. 20 (Xinhua) -- The 2010 World Expo, slated for May 1 to Oct. 31 in the eastern Chinese city of Shanghai, will provide an opportunity for the United Arab Emirates (UAE) and China to enhance their mutual understanding, officials said Wednesday.The UAE is the first country to complete the "base-build" of its own pavilion at the Expo, with the exception of China's national pavilion, the state news agency WAM reported.The UAE pavilion will carry the Gulf nation's message to the people of China and many other countries, Saqr Ghobash, chairman of the National Media Council that is coordinating the project, was quoted as saying."We are particularly focused on the theme of Expo 2010 -- ' Better City Better Life' -- because we recognize that this resonates very deeply with the UAE's own experience," he said.Ghobash added that the UAE government and people have made huge strides towards creating a modern society that respects its past whilst embracing the present."We have much to share with our friends and partners in other countries.
