SAN DIEGO (KGTV) - A woman who mailed out her state tax payment at a post office in Mira Mesa got a big shock a few days later. A week ago, Barbara Reynolds wrote out a 9 check for her state taxes. She drove to her post office on Mira Mesa Boulevard and dropped it off around noon."I thought it was safer to come here," said Reynolds.Days later, she got a call. A bank teller in San Juan Capistrano was looking at her check, but it looked a lot of different. The amount had been hiked a bit to 9. Instead of the state, the new payee was the name 'Marco Antonio Lopez Ramirez."The teller shredded the check, suspicious because a man hoping to deposit the check had presented a dubious driver's license and an odd-looking check. As in other stolen check cases, the thief likely used a chemical solution to dissolve away the ink and 'wash' the check, before filling in the blanks."Very disappointed. It wasn't a good feeling at all," said Reynolds.The feeling was made worse because of how that check was stolen. One possible cause is 'fishing,' where thieves use a simple string - connected to something like a rodent glue trap - to fish mail out of a collection boxIn this case, Reynolds says the stolen check included her social security number."I'm very worried about identity theft. I won't be using the mail for future important documents or payments," said Reynolds.Reynolds filed a report with police and the Postal Inspection Office. A Postal Inspection spokesperson says they haven't seen a surge in mail thefts at that location. 1553

SAN DIEGO (KGTV) - A San Diego nonprofit is hoping to tackle the homeless crisis with a creative solution.The nonprofit, Amikas, envisions a San Diego where every woman and child has a safe place to live in.They hope to build emergency sleeping cabins, which could temporarily house homeless women and children as they look for a permanent place to live. "They're small, they're immediate, they go up in a matter of days, and so we can house a lot of people very quickly with this solution," said Shanna Welsh-Levin, President of Amikas.Designed by San Diego-based Treecycling, the homes are inexpensive and can be built within 24 hours. The cabins are mobile, able to be dismantled within a few hours. "We built these things like houses so they feel like homes," said Gabriel Stafford, with Treecyling. The house built this week is on display at the Meridian Baptist Church in El Cajon. The ultimate goal would be to run a two-year pilot program, creating an emergency cabin village to test the idea. Welsh-Levin is inviting city leaders and the community to come to learn more about the effort. 1105

SAN DIEGO (KGTV) -- A shortage of labor is creating big problems for San Diego farmers. According to the San Diego Farm Bureau, the slowing workforce is expected to impact local farmers and the price we pay at the grocery store. The bureau says the problem stems from an aging work force, the lack of an easy-to-navigate visa program, and the cost of living in San Diego County. There is a visa program available, but for San Diego’s smaller farmers, the process is complicated and expensive. Created in 1986, the H-2A visa was designed to help understaffed farmers hire foreign workers. The problem? The visa program requires farmers to pay its H-2A employees a set minimum wage, .92 per-hour in California. Farmers are also required to provide housing, food and transportation to H-2A workers. California isn’t alone, other states like Idaho are also struggling to find help.According to an Idaho newspaper – The Post Register, a recent migrant shortage and costs associated with the program are forcing some farms out of business. Although times are tough for farmers in San Diego, the bureau says there is a solution – creating a boiled down visa program that simplifies things for farmers and the workers they need. SAN DIEGO (KGTV) -- A San Diego radio station is changing its format.  The announcement comes only days since one of its hosts posted a controversial image on Twitter that stirred outrage across social media.The station’s parent company, Entercom Communications, announced Wednesday that 97.3 will relaunch as “97.3 THE FAN.” The station will now have a 24/7, all-sports format.The station will also broadcast all of the San Diego Padres’ regular season games.RELATED:  Radio show postponed after controversial tweet, new demands from PadresThe social media scandal happened when DJ Kevin Klein published a tweet with an image showing the Coronado Bridge with the text “JUMP*… *to a new morning show.”San Diego Padres Executive Chairman Ron Fowler said in a statement that the organization had been working with the radio station, saying "They have assured us that the challenges we faced with 97.3 FM at the beginning of this season have been addressed and that steps have been taken to make sure they are not repeated."RELATED:  Padres respond after radio host's tweet causes controversy over suicide insensitivityKlein later apologized on Twitter for the photo. SAN DIEGO (KGTV) — A water culvert in Logan Heights overflowed Thursday night due to heavy rain, leaving neighbors with a mess Friday, many homes destroyed from all the water.Ruben Cortez’s home got filled with about a foot of water. Initially the water just piled up outside his sliding glass door, “the water was up to here so it looked like I was inside an aquarium”. After 20 minutes water came through the front and back doors, soon filling the entire house.Cortez and his wife are remodeling their home. One week ago they installed new flooring in their bedroom. After the flooding, the floor is completely ruined.The rest of the house has tile flooring and dirt and mud everywhere.His neighbors are also dealing with similar issues. Many parked their cars on the street and during the flooding the water filled up to the steering wheel.Most people in the neighborhood, along with Cortez himself, don’t have flooding insurance. He tells 10News, “its like getting snow insurance you don’t think anything like that is going to happen and this flood wasn’t really a typical flood, it was part of the drain that came out and flooded. You don’t think of those things”. Cortez wasn’t only worried about his own home, he’s also the pastor at the church next door. While the church was okay, the children’s classroom had water damage. The water also filled between a foot to two feet in the rooms.Left with a laundry list of things to fix, remodel and clean, Cortez tells 10News, “just count your blessings and the bad things as they come in, just face them one at a time." 1581
