BEIJING, Aug. 28 (Xinhua) -- China's top legislature on Saturday approved an amendment to the Basic Law of the Hong Kong Special Administrative Region regarding the method of selecting Hong Kong's Chief Executive.The amendment to Annexes I to the Basic Law was approved at the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature, which ended Saturday.The NPC Standing Committee approved an examination report on an amendment to Annexes II of the Basic Law concerning the formation of the city's Legislative Council and agreed to file it on the record.The NPC Standing Committee's concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The two amendments would take effect after the legislature's approval, Wu said.Wu said the two amendments had embodied the common opinions among the Hong Kong communities, gone through due procedures in the laws and was in accordance with interpretations and decisions of the NPC Standing Committee.The two amendments would help to maintain and promote the long-term prosperity and stability in Hong Kong, Wu said.The NPC Standing Committee members had called for unswervingly following the principle of "one country, two systems" and the Basic Law, to push forward a gradual promotion of Hong Kong's political system, Wu said.Legislators at the session also adopted the People's Mediation Law and the amendment to the Law on Officers in Reserve Forces.Further, President Hu Jintao signed decrees to publish the new Law, which will come into effect in 2011, and the amendment to the Law on Officers in Reserve Forces, which will be implemented after its being published.The legislature also ratified the International Convention for the Suppression of Acts of Nuclear Terrorism.During his speech at the concluding meeting, Wu also said the situation of China's economy was in a crucial stage from recovery to a steady growth.However, he noted that the work to maintain satisfactory growth was still an arduous job.Wu also said he appreciated the reports on cleaner production inspection and grain safety work, which were presented during the session.The NPC Standing Committee also appointed Chen Jianguo and Shi Zongyuan as vice chairmen of two special committees under the NPC.

JILIN, Jilin, Nov. 6 (Xinhua) -- A fire that broke out in a northeast China shopping mall lasted 12 hours, leaving at least 19 people dead and 27 injured in the country's worst fire since 2009, government officials said Saturday.The deadly fire sounded an alarm to fire departments throughout the country just four days before national Fire Prevention Day, and has prompted a nationwide campaign to stamp out fire threats during this dry and windy winter season.The mall rescue operation ended at 8:30 a.m. Saturday, nearly 24 hours after the fire broke out at Jilin Commercial Building on Hunchun Road, Jilin City, Jilin Province, Liu Qizhi, a spokesman with the municipal government told reporters. Further, Liu said that 24 of the 27 injured remain hospitalized, but their conditions are stable.On Saturday, officials expressed relief about news that over 80 older women who were trapped in the blaze managed to escape unharmed.Zhang Liying, one of the women, said they were participating in their usual morning dancing group on the mall's fifth floor when the fire broke out."We saw flames and thick black smoke surge from downstairs. We called the firemen, told them where we were, and then climbed out of the window to the balcony, one by one," Zhang said.After being rescued, some of the women tearfully hugged each other following their near-death escape.Businesses started to reopen in the shopping area on Hunchun Road on Saturday night, while insurance company workers and store owners began assessing their losses.Currently, work crews continue combing the ruins of the five-story shopping mall, built in 1987, to determine the cause of the fire. Officials said a team of investigators, led by ministry officials, were on their way to Jilin."As the northern region enters winter and temperatures starts to drop in the southern region, fire threats have greatly increased," the circular notes, adding that there has already been a string of fires that caused heavy casualties in October.According to the latest available data, 729 people were killed in more than 89,049 fires that broke out across China in the first eight months of this year.In 2009, at least 945 people were killed in fires across the country , official statistics indicate.

BEIJING, Oct. 20 (Xinhua) -- The Marine Corps of the Chinese People's Liberation Army (PLA) will conduct a joint drill with their counterpart of Thailand, China's Ministry of National Defense said Wednesday.Called "Blue Assault-2010," the joint drill will take place in Sattahip, Thailand, from Oct. 26 to Nov. 14, a ministry statement said.The joint training exercise will be the first for the PLA marines, according to the statement.The joint drill will focus on anti-terrorism. It will also aim at helping marines from Thailand and China learn from each other, enhance mutual understanding, step up friendly exchange and cooperation in a bid to improve the capabilities of both countries' marine corps to handle new challenges and threats together.

BEIJING, Sept. 9 (Xinhua) - China's top economic planning agency Thursday urged authorities nationwide to step up supervision to stabilize prices in food, transportation and tourism during the upcoming holidays.Focus should be attached to cracking down on price rigging, including circulating misleading or false information about price hikes, commodity hoarding or forcing up prices of grain, cooking oil, meat, eggs and dairy products, said an official from the National Development and Reform Commission (NDRC).The official also asked involved departments to ramp up measures to regulate prices of public transportation and in the tourism industries, while curbing arbitrary price hikes and irregular charges.Complaints and reports from the public will be accepted at hotline phone number "12358", said the official.This year's Mid-autumn Festival holiday is Sept. 22 to 24, and the National Day holiday lasts from Oct. 1 to 7.
