BEIJING, Oct. 17 (Xinhua) -- Chinese Premier Wen Jiabao expounded on "The Scientific Outlook on Development" for Bruce Alberts, editor-in-chief of the Science Magazine of the United States on Sept. 30.     In the two-hour exclusive interview at the Zhongnanhai leadership compound, Wen said the first and foremost principle of the concept of scientific development is to put people first, to make every person attain full and harmonious development in an equal and free environment.     He said the comprehensive development came to the second, which means the integration of economic development with social development, the integration of economic reform with political reform, the integration of an opening-up and inclusive approach with independent innovation, and the integration of advanced civilization with traditional Chinese culture.     "Thirdly, we need to resolve the disparities, including rich-poor disparity, regional disparity and urban-rural disparity in our country's developmental process. " He added.     Sustainable development is also an important part of the concept, which aims at meeting the challenges of population, resources, and environmental protection faced by the 1.3 billion Chinese people in the modernization process. BEIJING, Jan. 6 (Xinhua) -- China's rural areas have the biggest potential in boosting domestic demand, said Chinese Vice Premier Wang Qishan during visits to the countryside concluded on Tuesday.     China should "especially place priority on tapping the rural market and developing the countryside" when spreading global financial crisis blunted the country's economic growth, said Wang.     He made the remarks when visiting towns, rural stores and farmers in central China's Henan Province on Monday and Tuesday.     More chain stores should be set up in the countryside to facilitate rural consumption, Wang said.     He also urged local officials to well implement policies to subsidize farmers' purchase of home appliances.     Financial institutions should develop more services targeting the need of farmers and rural enterprises, he said.     In its latest effort to boost rural consumption, China has decided to roll out a 13-percent subsidy nationwide for farmers who buy home appliances, starting from Feb. 1.     China has announced a 4 trillion-yuan (586 billion U.S. dollars) fiscal package to stimulate domestic demand.

LIMA, Nov. 20 (Xinhua) -- Foreign and trade ministers from the 21 member economies of the Asia Pacific Economic Cooperation (APEC) forum on Thursday called for joint efforts to overcome the ongoing global financial crisis and revive the Doha Round trade negotiations.     "APEC economies are committed to implementing all necessary measures to bolster the real economy and boost investment and consumption levels in the region," said a joint statement released by the ministers after a two-day Asia-Pacific Economic Cooperation (APEC) Ministerial Meeting in the Peruvian capital.     "Ensuring a rapid, coordinated and effective response to the current global financial crisis is the highest priority for APEC economies and will be the focus of attention" when APEC leaders meet on the weekend, said the statement.     The APEC ministers met in Peru during the "most difficult set of economic conditions" since APEC was created in 1989, it said.     Peruvian Foreign Minister Jose Garcia Belunde, who chaired the meeting, said the ministers have reaffirmed their opposition to trade and investment barriers.     The ministers have agreed to continue to "strengthen consumption level in the region and expand trade activities," he said.     "We've decided to continue supporting the multilateral trade system, including the World Trade Organization, and to support a conclusion to the Doha trade round," he said.     Australian Trade Minister Simon Crean said the APEC ministers not only have reached an consensus to push forward the Doha talks but also agreed on the direction to conclude it.     Crean called on the APEC leaders to make commitment based on the action plan adopted by the G-20 countries in Washington earlier this month, noting that nine of the APEC members participated in the Washington meeting.     "Commitement at various levels" are required to deal with the financial crisis, he said.     U.S. Trade Minister Susan Schwab said world leaders should learn from the Great Depression in the 1930s and prevent a "prolonged and deepening" crisis from taking place.     Schwab noted that the G-20 nations had made it clear that trade barriers and protectionism will not be an option during the crisis and it is vital to conclude the Doha talks as soon as possible.     The world economies should "use trade in a positive way" to avert the crisis, she said.     "We will do everything we can" to push forward the Doha talks, she added.     Singapore Trade and Industry Minister Lim Hng Kiang said APEC has yet to confront many challenges and the financial crisis is likely to top APEC's agenda next year when Singpore takes over as the chair.     The 20th APEC Ministerial Meeting started on Wednesday to make final preparations for the APEC Leaders' Meeting this weekend.  

WASHINGTON, Nov. 14 (Xinhua) -- Chinese President Hu Jintao arrived in Washington Friday for a summit to discuss issues concerning financial markets and the global economy.     President Hu, and other leaders from the Group of Twenty (G20) members, have been invited by U.S. President George W. Bush to Saturday's meeting, the first in a series of summits to mitigate what economists predict could be a long and deep downturn.     Later in the evening, the Chinese president is expected to attend a dinner hosted by Bush for all the leaders.     "The leaders will review progress being made to address the current financial crisis, advance a common understanding of its causes, and, in order to avoid a repetition, agree on a common set of principles for reform of the regulatory and institutional regimes for the world's financial sectors," said White House spokeswoman Dana Perino last month in making the announcement of the summit.     At a press briefing last week, Chinese Vice Foreign Minister He Yafei said that China expects to build a fair, inclusive and efficient international financial system.     "We hope to consult with other participants to reform the international financial system and finally try to establish a fair, inclusive and efficient system," He said.     He said that China would take an active part in the summit-related activities in a constructive attitude, work together with all the parties for the achievement of pragmatic outcome, and impel the international community to tackle the financial crisis in a timely, comprehensive and effective manner.     The members of the G20 include Argentina, Australia, Brazil, Britain, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United States, and the European Union.     The managing director of the International Monetary Fund (IMF),the president of the World Bank, the secretary-general of the United Nations and the chairman of the Financial Stability Forum have also been invited to the Washington summit.     Washington is the first leg of President Hu's five-nation trip. He will later pay state visits to Costa Rica, Cuba, Peru and Greece. During his stay in Peru, he will attend the Economic Leaders' Informal Meeting of the Asia-Pacific Economic Cooperation(APEC) forum in Lima.

He will also deliver a speech at the University of Cambridge.     On Saturday, Wen met with Stephen Perry, chairman of 48 Group Club, and the representatives of "Young Icebreakers."     His trip is a return visit for British Prime Minister Gordon Brown's China tour early last year, as a regular high-level meeting mechanism set between the two countries.     Britain is the last leg of Wen's week-long European tour, which began Tuesday and has already taken him to Switzerland, Germany, the European Union (EU) headquarters in Brussels and Spain.
