SAN DIEGO (KGTV) -- A man was arrested Tuesday night following a chase that injured one woman.According to San Diego Police, officers noticed that the man’s headlights were out and tried to pull him over near Nimitz Boulevard and Rosecrans Street around 8:22 p.m.The man then reportedly took off, striking two cars along the way. The pursuit then led officers onto Interstate 5 where the suspect struck the back of an SUV, injuring a woman inside.Officers were able to take the man into custody after he tried to cross I-5 and run down a steep embankment.The severity of the woman’s injuries are unclear. 612

SAN DIEGO (KGTV) - A local Marine Corps veteran will be part of the National Memorial Day Concert in Washington, D.C. He'll be honored for his service, and the work he does with other veterans who have PTSD.Bill Rider is the founder of American Combat Veterans of War, a non-profit that he started in 2013."We let them know we're going to be there for them, we mentor them," Rider said about his group. "Just about anything and everything they could possibly need, ACVOW does."ACVOW runs programs that help veterans cope with PTSD. Their "Veterans Moving Forward" program visits vets at the Vista Detention Center. Its goal is to reduce recidivism rates to below 10% for veterans.Another program called Safe Warrior Outreach pairs younger veterans with older veterans to talk through their struggles and share stories."We're trying to chip away at the stigma of PTSD," said Rider. "Human beings were not meant to watch their friends be killed in such a visceral way. And, they're not meant to kill other human beings."It's an issue he has first-hand experience with. Rider joined the Marine Corps when he was 19 years old and was part of the 1st Battalion, 9th Marine Regiment. That regiment became famous for its part in the battle of Khe Sahn, where it had the highest casualty rate in Marine Corps history."It was, on a daily basis, a visceral passing of Marines and warriors," said Rider. "In one battle, we lost 45 or 50 people, and another 150 were wounded."Rider left the Marines in 1969. When he returned home, it wasn't long before the lingering effects of PTSD started to show."The way I knew something was quite different was when I was transferred back to my little hometown in Ohio. A car backfired, and I instinctively laid out on the sidewalk, expecting more shots," he said.Now he's dedicated his life to helping other vets who deal with PTSD. SAN DIEGO (KGTV) -- A new report shows that the San Diego Unified School District in 2017 saw significant grade-level gains in reading and math scores.The program, called the National Assessment of Education Progress, or NAEP, shows that San Diego is the only large urban district in the nation to see significant test score increases in fourth-grade reading and math.San Diego Unified also performed significantly higher than public schools in large cities in both fourth and eighth-grade math and reading.The 2017 results mitigate a significant score drop in fourth-grade math in 2015, which the district says is due to the implementation of Common Core.The district said Tuesday that long-term data shows a generally upward trend overall.“San Diego Unified stands out as a hub of academic excellence and innovation, where students learn and thrive thanks to the dedication of our teachers,” said Superintendent Cindy Marten. “The NAEP results underscore the incredible teaching and learning that’s occurring in San Diego Unified schools every day.” 1064

SAN DIEGO (KGTV) -- A Hillcrest man was left feeling helpless after he spots a burglar inside his home on Christmas Eve while he was on the other side of the country. Tyler Luna was visiting family in Mississippi when he wanted to check on a recent gift from a client. He got a red flower that is supposed to bloom on Christmas. Before he left, he set up surveillance cameras and placed the flower in a window nearby. He opened the app on his phone and saw the flower and a thief inside his home."Your heart sinks and its like what’s happening," Luna said. In a panic, Luna called 911 but the Mississippi dispatchers told him they couldn’t help. He flew home Christmas night and met with police immediately to file a police report. "It was very scary."When he went inside his home he found his class ring missing, his watch drawer empty of all watches, and some valuables in his nightstand, all gone. Luna tells 10News he feels violated and unsafe in his own home. 973

SAN DIEGO (KGTV) — A local whale watcher captured a rare sight off the coast of San Diego this week.A blue whale and its calf were captured on drone video by photographer Domenic Biagini Wednesday about 12 miles off the coast of Mission Beach.The beautiful sight isn't something many videographers have the chance to see, Biagini told 10News.RELATED: Thar she blows! It’s me and the Our Planet documentary people that have ever captured something like this. That’s about it," he said.The large animals generally follow the path of krill in coastal waters, Biagini said. If there's an abundance of krill the whales will spend nearly the entire summer close by, making for some excellent whale-watching opportunities."Last few years they haven’t stayed past the end of July because our water gets so warm that it’s not conducive to krill production," Biagini said.RELATED: Set sail in San Diego: 6 booze cruises you'll want to tryBut even with the footage, we still know little about the mating and breeding habits of blue whales, Biagini added."We have an idea where some of the animals are going to give birth, but that’s only a select few, and still doesn’t include any concrete evidence," he said. "There’s only a handful of people in the world to have filmed a baby blue with any kind of professional equipment. And an even smaller few to film something as intimate as I just did in what has to be some of the calmest conditions imaginable." 1572
