BEIJING, Nov. 3 (Xinhua) -- China has revised a regulation to protect patients suffering from work-related diseases by requiring employers to submit information needed for diagnosing workers.The Legislative Affairs Office of the State Council published the draft regulation on Wednesday concerning work-related disease patient diagnosis, which is a revised version of the current one, inviting public submission.According to a statement issued along with the regulation, in determining whether a patient suffers from a work-related disease, information about work-place hazards is needed. The revision has been made to ensure a diagnosis can be performed, even if employers do not provide information or provide falsified information.According to the draft, if employers do not provide information, or patients question the authenticity of such information, patients could apply for arbitration of labor disputes and arbitration authorities should handle the case within 30 days.Further, employers will be held liable if they fail to provide relevant information within the time period designated by the arbitration authority.Public submissions will be accepted until Nov. 19 on the website, www.chinalaw.gov.cn.

BEIJING, Oct. 1 (Xinhua) -- A Chinese Foreign Ministry spokesman on Friday called for concerted efforts from Japan to maintain relations between the two countries.Foreign Ministry spokesman Ma Zhaoxu made the remarks following Japanese Prime Minister Naoto Kan's policy speech Friday, in which he reiterated Japan's territorial claim over the Diaoyu Islands.Ma said the Diaoyu islands and its adjacent islets have been Chinese territory since ancient times.Japan illegally detained Chinese fishermen and seized ship in waters off the Diaoyu Islands and insisted on performing a so-called domestic judicial procedure. BEIJING, Oct. 28 (Xinhua) -- The Chinese government on Thursday issued the full text of Premier Wen Jiabao's explanation on a proposal that will play a crucial role in shaping the country's development over the next five years.The Communist Party of China (CPC) Central Committee's Proposal on Formulating the Twelfth Five-year Program (2011-2015) on National Economic and Social Development was adopted at the Fifth Plenum of the 17th CPC Central Committee that ended Oct. 18.Wen's explanation focused on five parts, including China's social and economic development over the past five years, the guiding principle and goals for development in next five years, major tasks in economic development, major tasks in improving social undertakings and people's livelihoods, and major tasks in deepening reform and opening-up.Wen made the explanation on Oct. 15 when the CPC Central Committee session began.The proposal stipulated scientific development as the theme of the 12th Five-year Program, said Wen, noting this is also the first time for a five-year program to include scientific development as its theme.The Scientific Outlook on Development shall be implemented in all sectors of reform and opening-up and the modernization drive, he said.According to Wen, the State Council will make the draft of the 12th Five-year Program based on the proposal. The draft will be submitted to the National People's Congress session next March for deliberation and approval.
