Fast food jobs pay some of the lowest wages in the country, giving workers little reason to stick around if they get a better offer and proving costly to employers who need to find people to replace them.In California, one Chick-fil-A franchisee says he's trying to break the cycle.Eric Mason, who for the last three years has owned a Chick-fil-A off the highway near the Sacramento airport, says that next week he'll start hiring "hospitality professionals" starting at an hour, up from the to an hour he pays now."When we go to the living wage, we're looking for people who are trying to raise families, improve their lifestyle," he told ABC10 News on May 26."Maybe they could just work one job, and then it's sustainable. What that does for the business is provide consistency, someone that has relationships with our guests. It's going to be building a long-term culture."Mason's marketing manager Marena Weisman confirmed to CNNMoney that the franchise would be hiring between 35 and 45 people at the new rate, for work in both the front and the back of the house, and that all current employees are encouraged to apply for the positions.According to the Bureau of Labor Statistics, fast food cooks in the Sacramento area make an average of .42 an hour, about a dollar higher than the national level.Even though California's minimum wage is currently an hour, and will rise steadily to by 2022, Mason's jump is unusual."All responsible employers are preparing for the impact of the increasing minimum wage, but they are usually doing it over time and planning for it," says Carey Klosterman, director of research and compensation services at the California Employers Association.One reason why: Even employees making just a little bit more than the minimum wage tend to expect raises too. So if employers raise wages too quickly, it can get expensive."While increasing the wage to this level at a fast food restaurant is commendable, I don't foresee that many businesses will likely be following in their footsteps," Klosterman says.Such big hikes in wages are also especially rare in franchised industries, where the headquarters often charges steep royalties and controls many aspects of the operation — including prices and promotions. That can make life difficult for franchisees in areas with higher fixed costs like wages."If you're in a territory where labor is much higher than the rest of the country, you could be underwater," says Peter Lagarias, an attorney for franchisees based in San Rafael, California. "When these kinds of pressures all build up, you can understand that franchisees are hurting."Lagarias hasn't seen the franchise agreement for Chick-fil-A, which is relatively new to California, so it's not clear whether an owner-operator could pass along increased labor costs by charging higher prices. Chick-fil-A is unusual in that each owner is limited to one store apiece, which keeps them more involved in day-to-day operations.A spokeswoman from Chick-fil-A's corporate office said only that local operators make their own hiring and wage decisions.However, Mason's strategy could pay off in the long run.Research has shown that raising wages can reduce turnover, which in the restaurant industry can be as high as 100% per year. Each time a worker leaves, it costs the restaurant owner money because they then have to fill the shift with someone else.Mason is also correct to point out that many low-wage workers have to hold down multiple jobs at a time in order to survive, and that full-time work at a livable wage is something many would try hard to keep."The reason people leave low wage jobs is that they're trying to find something just a little bit better," says Sylvia Allegretto, a labor economist at the University of California, Berkeley.At an hour, Mason's "hospitality professional" positions could be practically immune from turnover."You're going to try very hard to get that job, and you're going to be a very good, diligent productive worker," Allegretto says. "Because if you lose that job, your next job will be back down close to the minimum wage."That may position Mason's store to succeed in what's rapidly become a job seekers' market. Sacramento's unemployment rate tracks the national average, which is currently 3.9%. That's the lowest rate it's been since 2000 and it's expected to keep dropping through 2018.A wage would also allow Mason to be picky with the people he hires, and according to a job description, those expectations are high.A successful applicant, it reads, "must love to smile & connect with people, make eye contact & speak enthusiastically" and "makes working hard and delivering high standards look easy and effortless, enabling others to be efficient and effortless as well." 4858

Federal judge Timothy J. Kelly sided with CNN on Friday, ordering the White House to reinstate chief White House correspondent Jim Acosta's press pass.The ruling was an initial victory for CNN in its lawsuit against President Trump and several top aides.The lawsuit alleges that CNN and Acosta's First and Fifth Amendment rights are being violated by the suspension of Acosta's press pass.Kelly did not rule on the underlying case on Friday. The judge said while explaining his decision that he believes that CNN and Acosta are likely to prevail in the case overall.Kelly made his ruling on the basis of CNN and Acosta's Fifth Amendment claims, saying the White House did not provide Acosta with the due process required to legally revoke his press pass.He left open the possibility, however, that the White House could seek to revoke it again if it provided that due process, emphasizing the "very limited" nature of his ruling and saying he was not making a judgment on the First Amendment claims that CNN and Acosta have made.Kelly was appointed to the bench by Trump last year, and confirmed with bipartisan support in the Senate.CNN has also asked for "permanent relief," meaning a declaration from the judge that Trump's revocation of Acosta's press pass was unconstitutional. This legal conclusion could protect other reporters from retaliation by the administration."The revocation of Acosta's credentials is only the beginning," CNN's lawsuit alleged, pointing out that Trump has threatened to strip others' press passes too.That is one of the reasons why most of the country's major news organizations have backed CNN's lawsuit, turning this into an important test of press freedom.But the judge will rule on all of that later. Further hearings are likely to take place in the next few weeks, according to CNN's lawyers.The White House took the unprecedented step of suspending Acosta's access after he had a combative exchange with Trump at last week's post-midterms press conference. CNN privately sought a resolution for several days before filing suit on Tuesday.The defendants include Trump, press secretary Sarah Sanders, and chief of staff John Kelly.Kelly heard oral arguments from both sides on Wednesday afternoon.Kelly, a Trump appointee who has been on the federal bench just more than a year now, was very inquisitive at Wednesday's hearing, asking tough questions of both sides, drilling particularly deep into some of CNN's arguments.Then he said he would issue a ruling Thursday afternoon. He later postponed it until Friday morning, leaving both sides wondering about the reason for the delay.In public, the White House continued to argue that Acosta deserves to be blacklisted because he was too aggressive at the press conference.Speaking with Robert Costa at a Washington Post Live event on Thursday, White House communications official Mercedes Schlapp said press conferences have a "certain decorum," and suggested that Acosta violated that. "In that particular incident, we weren't going to tolerate the bad behavior of this one reporter," she said. Schlapp repeated the "bad behavior" claim several times.When Costa asked if the White House is considering yanking other press passes. Schlapp said "I'm not going to get into any internal deliberations that are happening."In court on Wednesday, Justice Department lawyer James Burnham argued that the Trump White House has the legal right to kick out any reporter at any time for any reason -- a position that is a dramatic break from decades of tradition.While responding to a hypothetical from Kelly, Burnham said that it would be perfectly legal for the White House to revoke a journalist's press pass if it didn't agree with their reporting. (KGTV) — Growing up in foster care can be lonely enough and the holidays and the pandemic can make life feel even more isolating.Shatayja Beck knows that feeling all too well."I didn't know where I was going to go. I thought I was going to be there forever, and then finally somebody told me about SPA, and it just sounded like the best place, really I was like sign me up," said Beck.SPA is the San Pasqual Academy in Escondido. Roughly seventy kids live, study, play sports, and grow up on the sprawling campus."San Pasqual Academy is a first in the nation residential, educational setting for children in foster care, and it has been for ages 12 and up," said Kimberly Giardina, Director of Child Welfare Services for the San Diego County Health and Human Services Agency.Shatayja's mom died suddenly when she was just eight years old. She was in and out of the Polinsky Childrens Center and foster homes before finding stability at SPA."SPA was the best thing for me because I was older and nobody really wanted to take me in, and I wasn't going back with my family," said Shatayja.Shatayja lived in the honor's house and played just about every sport offered. She graduated from SPA in 2017."When I was younger, I didn't even think I was really going to make it to college, I was like high school and, that's it," said Shatayja.Not only did she graduate high school, but she says she also had several college scholarship options. Currently, she's a student at Grossmont College. Her passion is photography and she works as a security guard."When I went to SPA, I felt like I could be myself, and I found out who I really was, how I wanted to dress. and how I wanted to be," said Shatayja.Perhaps, just as frightening as entering the foster system is leaving it."There is the experience of, 'good luck, you've turned 18.' The system is no longer responsible. We hope that you learn everything that you've needed to to make this transition successful," said Simone Hidds-Monroe.Hidds-Monroe knows that feeling all too well. She graduated from SPA in 2009. She and her three siblings entered foster care after their mom died. They stayed together, and all graduated from the academy."There is such a relief when you meet another former foster youth. It's like this unspoken connection that you really understand," said Hidds-Monroe, who is now the associate director of youth services for Just in Time for Foster Youth.The organization serves more than 800 youth a year, ages 18-26. The goal is to help them succeed once they age out of the foster care system. "The biggest thing for us is connections. We want our youth to know there is a community here to support them, for every goal and every opportunity they want to have, we're cheering for them," said Hidds-Monroe.Making those connections can be more challenging during the pandemic.The group recently held two holiday drive-thru events, where youth picked up gifts, food, school supplies, or home furnishings."We're really asking the community to step forward and help us bring the holiday joy and some gifts and love to our youth at this time," said Hidds-Monroe.Giardina says when the pandemic first hit, the county saw a decrease in people willing to become foster parents, but offering virtual training and education has made it easier for people to help."The pandemic has taken a toll on all of us, and kids in foster care have already come from traumatic experiences and already have had a difficult time," said Giardina.Hidds-Monroe says she's dedicated to making sure the youth succeed."I'm an ally for my peers, and I am very passionate for my youth in foster care to make sure they have a positive experience. FALLBROOK, Calif. (CNS) - A 53-year-old Fallbrook man was fatally struck by a car while attempting to cross a street in Fallbrook, authorities reported Monday.A 58-year-old man was driving a Toyota Camry northbound on South Mission Road about 12:15 a.m. Sunday when the victim ran westbound across the northbound lanes near Peppertree Lane and was struck by the sedan, California Highway Patrol Officer Mark Latulippe said.The pedestrian was taken to Temecula Valley Hospital, where he was pronounced dead, the officer said. The victim's name was withheld pending family notification.The Toyota driver remained at the scene and intoxication was not a factor in the crash, Latulippe said. 695

  

Federal agents arrested two Mexican nationals and a Cleveland man after more than 140 pounds of methamphetamine was seized in Boston Heights — believed to be the largest seizure of meth in Ohio's history.Tyrone Rogers, 36, of Cleveland, Hector Manuel Ramos-Nevarez, 26, and Gilbert Treviso-Garcia, 24, both of Mexico, have been charged with conspiracy to possess with the intent to distribute methamphetamine.Investigators seized 82 pounds of crystal meth and 60 pounds of liquid meth from a warehouse near the in Boston Heights, a city with a population of 1,300, located in suburban Cleveland."It's incredibly dangerous," said U.S. Attorney Justin Herdman. "Narcotics themselves are dangerous, but also keep in mind, those narcotics were there to be processed.Rogers picked up Nevarez and Treviso at La Quinta Inn in Macedonia, Ohio last month, according to authorities.According to the Department of Justice, Rogers drove the two men several times between a house in Aurora and a nearby warehouse.The warehouse where the drugs were seized appeared to be used as a processing facility to produce, package and distribute the drugs, according to the authorities.Investigators listened to several phone conversations about who had "broken into" the location. Rogers and others believed it was an inside person who robbed them, according to court documents.Investigators intercepted telephone calls in which Rogers got the "green light" (believed to from his Mexican supplier to kill the person Rogers believed stole his drugs."It's very concerning and it illustrates what we already know, which is that drug trafficking organizations tend to be violent, that people will use violence and the threat of violence in order to make a profit," Herdman said. 1764
