SAN DIEGO (KGTV) - While bars are set to open Friday, it's not going to look much different from restaurants right now, according to those in the industry.10News spoke with Nathan Colonero, the Director of Operations at Sandbox Pizza and The Tipsy Crow, and he said the only change will be businesses without a food license will be able to reopen and bars that serve food don't have to enforce a food order on each tab.Customers will be required to wear masks when they walk in and may only remove their mask once seated.Tables must be spaced at least six feet apart or partitioned.Colonero is hopeful the easing restrictions will continue, "who knows? Maybe three more weeks and no spike and we get a little more back to, the biggest thing for us is to get back to, if people are allowed to be in the venue, maybe at a lower capacity, just not seated."Many San Diego bars with food licenses have been open for the past three weeks and some are feeling the squeeze of the new restrictions."The 0 unemployment is killing businesses right now to get staff back," Colonero said. SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. SAN DIEGO (KGTV) -- With COVID-19 pandemic-related regulations in effect across California, San Diego County leaders are putting together a task force to make sure local businesses following proper guidelines.County Supervisor Greg Cox announced the county’s plan for a “Safe Reopening Compliance Team,” which will assist businesses as they navigate how to safely operate during the pandemic.“This is going to be the carrot approach, not the stick approach. But I emphasis we still have the stick and other tools available to us and we will use them if necessary,” Cox said.The team will also help with the businesses that don’t seem to be complying with the new rules.Though county leaders haven’t spelled out exactly what role this team will play in enforcing the rules, the county has already received many public complaints about these types of businesses.Erick Hudson, a head coach from CrossFit Humanity, said it’s frustrating to hear about these complaints as they try to adhere to the rules that everyone is being asked to follow.“If a business is just blatantly ignoring the rules, a lot of people congregating without those masks, without having to socially distance, then it’s like who knows how much longer this situation is going to last,” said Hudson.The county has not released a timeline as to when this team will hit the streets. 1354
