SAN DIEGO (KGTV) -- San Diego Gas and Electric is opening several community resource centers as thousands remain without power amid planned outages. The company posted on its website Saturday that the centers will offer water, snacks, phone charging, ice, water trucks for livestock and up-to-date outage information. As of 1 p.m. Saturday, less than 1,000 remained without power in San Diego County. SAN DIEGO (KGTV) - San Diego Police are investigating Monday a woman's report that she was held against her will in Rancho Pe?asquitos.A woman arrived at a home on Caminito Cuadro at 10:45 a.m. and said she had been kidnapped and held captive in a neighboring house, police said. The location is in a residential area near SR-56 and Carmel Mountain Road.Neighbors told 10News they saw a naked woman covered in a bedsheet leave the home.The woman was taken to a nearby police station for an interview, police said.10News is monitoring developments in this story. 569

SDG&E suggests customers turn off air conditioners and significantly reduce or avoid using other appliances and electric equipment. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting.The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said. 8939

SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. If approved by the California Public Utilities Commission, the changes would take effect prior to next summer, Jones said. 1309

SAN DIEGO (KGTV) — San Diego Police are investigating the death of a man they say appeared to have been in an altercation right before his death.SDPD officers responded to a medical distress call just after 2 p.m. Tuesday inside a home at 6600 Springfield Street in Encanto. When police arrived, San Diego Fire-Rescue crews were already there performing CPR on a man.Police say the man was eventually pronounced dead at the scene.Homicide detectives arrived and began investigating. Wednesday, police said investigators learned that the man was involved in a physical altercation and injured before his death. They add that the man had difficulty breathing and collapsed.The 45-year-old man, identified Thursday as Antoine Deonte Dorsey, was a resident of the home and has been identified, but his name is being withheld at this time, police say.Police are now trying to locate witnesses of the altercation.
