BEIJING, March 3 (Xinhua) -- China faces potential challenges in maintaining food security despite years of good harvest, a legislator said here Wednesday. In some areas, farmland is often used illegally for non-agricultural purposes or abandoned by farmers who move to work in cities, posing the most serious threat to grain production, said Liu Hui, who is also deputy director of the administration of grain in the eastern Anhui Province.Other challenges include natural disasters, low scienctific and technical level in grain production, backward infrastructure, and low grain prices that dampen the enthusiasm of both farmers and local governments. The deputy to the National People's Congress (NPC), or the top legislature, made the remarks two days before the NPC annual session starts.Liu suggested that the government should clear the obstacles in the grain production and circulation and increase financial input in major grain producing areas to prevent possible decline in output.China's grain output reached 530.8 million tonnes in 2009, exceeding 500 million tonnes for the third consecutive year, data from the National Bureau of Statistics revealed.

SHANGHAI, Jan. 24 (Xinhua) -- State Councilor Meng Jianzhu on Sunday called on the armed police to enhance capacities in tackling emergencies and terrorist attacks so as to ensure a safe World Expo.Meng, also Minister of Public Security and first political commissar of the Chinese People's Armed Police Force, made the remarks while watching a drill conducted by the armed police in the World Expo host city Shanghai.Armed police should focus their work on coping with complicated situations at any time and effectively bring under control all sorts of complexities, he said.Armed police should be rigorous, fair and civilized when enforcing the law, and at the same time be rational, even-tempered and conform to their professional standards, Meng said.China's armed police force had made contributions to safeguarding public safety during the 2008 Beijing Olympics and celebrations marking the 60th anniversary of the founding of the People's Republic of China last year, he said. The World Expo, to be hosted by China for the first time, is scheduled for May 1 to Oct. 31. BEIJING, Feb. 17 (Xinhua) -- Even as some Chinese women claim discrimination at the workplace, a government blue paper says education has been important in narrowing the income gap between men and women. The blue paper, "China's educational development report 2009," released by the Social Sciences Academic Press at the Chinese Academy of Social Sciences, a major government think tank, says women who have received higher education suffer less gender discrimination at work."With the advancement of women's education level, the income gap between men and women has gradually narrowed," the blue paper said.According to 2005 government figures, the ratio of average income between women and men with junior high school diploma was 68 percent; 78 percent for senior high school diploma; 80 percent for junior college certificates; and 83 percent for college education. The paper said gender discrimination in employment is increasingly obvious in China, with even the employment prospects for female college graduates serious, let alone women without college education. The paper said society, employers, schools and women themselves should make efforts to change gender inequality in employment.China has broadened educational opportunities by popularizing higher education and granting all children equal and free, nine-year compulsory education.

BEIJING, March 2 (Xinhua) -- A senior public security official of China on Tuesday urged relevant departments and local authorities to do a good job in ensuring security and maintaining stability as the annual national parliamentary and advisory sessions approach. All local authorities and relevant departments should make further efforts to ensure the meetings of the National People's Congress (NPC) and the National Committee of the Chinese People's Political Consultative Conference (CPPCC) go on safely and smoothly, Yang Huanning, administrative vice minister of public security, said at a national teleconference."The task of ensuring security and maintaining stability during the two sessions remains onerous" despite previous efforts in this regard, said Yang."We should keep clear-minded and never lower our guard," Yang warned. He urged local officials to do more work in dissolving social conflicts and try to root up troubles that may disturb stability. The vice minister also ordered to minimize the inconvenience that security measures might cause to people's life and work.Incidents that might disturb social stability and threaten security should be handled properly and strictly according to the law, Yang warned.Huang Ming, vice minister of public security, demanded at the same meeting emergencies and breaking events be dealt with promptly and properly. The annual full session of the CPPCC National Committee, the top advisory body, is slated to open Wednesday afternoon, while that of the NPC, the national legislature, is scheduled to open Friday.
