SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. Todd Gloria, are getting involved with the project. The plan is currently under environmental review. If all goes as planned, it would break ground in early 2020 and be complete by the first quarter of 2021.  2160

SAN DIEGO (KGTV) — Border agents arrested 15 people over Presidents’ Day weekend during a smuggling event in Mission Bay.U.S. Border Patrol agents caught the smuggling incident in action on Saturday at about 2 p.m. at a Ski Beach launch ramp. As agents got closer, they say they noticed a large group of people quickly exiting the boat and heading for three vehicles.Agents stopped the individuals from getting away and questioned all 15 people involved in the incident.Agents say six people in the group were suspected of human smuggling and arrested. Five of them are U.S. citizens, including four men ranging from 20 to 30 years old and one 25-year-old woman, according to border officials.The nine other people arrested were male Mexican nationals ranging from 27 to 41 years old who admitted to being illegally present.U.S. Border Patrol seized the boat and three vehicles at the scene. 899

The announcement was made on Instagram and the closures take effect Sunday, March 15. “On behalf of our staff and community and in the interest of keeping our city safe, we are temporarily suspending our operations,” Malarkey said. SAN DIEGO (KGTV) -- Authorities eradicated a massive illegal marijuana grow operation discovered near a popular trail in the Rancho Pe?asquitos area.According to Drug Enforcement Administration officials, San Diego police officers were called out to an area of the Del Mar Mesa Preserve on Tuesday regarding a homeless encampment. That’s when they discovered more than 2,000 marijuana plants.The plants were 5- to 7-feet tall and were ready to be harvested. The street value of the crop is estimated to cost as much as .5 million, the DEA said.The plants were hidden below the canopy of the natural vegetation.“The way that it was set up, it was obvious people were living on that property, would lead us to believe, if we had to make a guess, it was most likely cartel-related,” DEA officials said.They called it a sophisticated operation, adding it was rare to see an illegal grow of its size growing in a city so close to homes.“In this case, we think it's more likely they found a fire hydrant or some sort of a city water source that they were able to tap into,” DEA officials said. “We couldn’t find that in this case, but we think that’s the most likely scenario.”Authorities said there was also an extreme fire danger associated with the grow. They found trash in the vicinity, as well as two propane tanks and open flame burners for cooking in an area with tall, dry vegetation.Authorities have not found anyone connected to the illegal operation. SAN DIEGO (KGTV) — At least one person was injured and another person was trapped following a multi-vehicle crash on Interstate 5 on Wednesday.San Diego Police said three vehicles were involved in a collision on southbound I-5 at SR-905 just before 4:30 p.m.An officer received minor injuries in the crash, according to SDPD. At least one driver was trapped in a vehicle, requiring crews to try and extract the person.It was unclear how the collision happened or whether there were any other injuries.Sky10 showed traffic backing up for miles behind the collision:ABC 10News is monitoring this breaking news. 616
