NEW YORK -- Police took a man into custody after a 92-year-old woman was shoved and hit her head in an apparent random attack in Manhattan earlier this month.Rashid Brimmage was arrested Tuesday afternoon. NEW ORLEANS (AP) — A federal judge says Louisiana must reinstate coronavirus pandemic voting plans used for summer elections rather than using a more restrictive plan approved by the Legislature. U.S. District Chief Judge Shelly Dick says the state must allow mail voting for people with conditions that make COVID-19 more dangerous, and their caretakers. She also ordered the expansion of early voting from seven days to 10 in November, but not in December. During his monthly call-in radio show, Gov. NEW YORK (AP) — The operator of Ann Taylor and Lane Bryant filed for Chapter 11 bankruptcy on Thursday, the latest retailer to do so during the pandemic. Ascena Retail Group, which operates nearly 3,000 stores mostly at malls, has been dragged down by debt and weak sales for years. In a press release, the company said they were closing all of their plus-size stores Catherines.The company also said in the release that they plan to "strategically reduce its footprint with the closing of a significant number of Justice stores and a select number of Ann Taylor, LOFT, Lane Bryant, and Lou & Grey stores."It joins other retailers that have filed for bankruptcy in recent weeks, including Brooks Brothers, Neiman Marcus, J.C. Penney, and J. Crew. These retailers were already struggling with poor sales, but the forced closure of stores in March to reduce the spread of the coronavirus put them further in peril. New York City Mayor Bill de Blasio has told top brass at the city's police department to stop arresting people who are caught smoking marijuana in public, according to a City Hall aide.Currently, smoking in public can lead to arrest, while possession of small amounts of marijuana can lead to a summons.This weekend, the mayor told the NYPD to issue summonses for smoking pot in public, instead of making arrests.The NYPD has already begun a working group to evaluate its marijuana enforcement procedures and present its recommendations within 30 days, at the mayor's request. Clinton's "She Persisted in Sports: American Olympians Who Changes the Game" will be published Sept. 22 by the children's imprint Philomel Books. The latest of Clinton's best-selling "She Persisted" picture books will include sections on Wilma Rudolph, Mia Hamm, and Venus and Serena Williams. Also on Monday, Philomel announced that a new series of chapter books will feature 80-page stories on women that Clinton previously honored.
