A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A Maryland police officer has been arrested and charged with rape after allegedly assaulting a woman during a traffic stop.Ryan Macklin, a six-year veteran of the Prince George's County Police Department, was taken into custody Monday evening, according to a news release from the department.He has been suspended without pay, the department said, and has been charged with first-degree rape, second-degree rape, perverted practice, second-degree assault and fourth-degree sex offense.Police said Macklin pulled the woman over at about 1 a.m. on Thursday. During the stop, police said, Macklin forced the woman "to perform a sexual act" while they were both in the woman's car in a parking lot. Police said Macklin was on duty, in uniform and driving a marked police cruiser at the time.Prince George's County Police Chief Hank Stawinski said at a news conference that the woman came forward "several hours" after the incident with the encouragement of friends. Police said they do not know why Macklin allegedly targeted the driver."The charges against this officer are highly troubling," Stawinski said. "Officers take an oath to protect others, not to abuse their authority in order to victimize someone. Those who live and work in Prince George's County deserve the very best from the men and women of this department."Stawinski said police have information that suggests "there may be additional people impacted by this officer's conduct." Alaa Massri, 18, was one of several people arrested on June 10 following demonstrations near the statues of Christopher Columbus and Juan Ponce de Leon in Miami. Lawyer, Khurrum Wahid, says Massri’s hijab is part of a sincerely held religious belief that she has and that it was removed against her will. Massri claims officers forcibly removed her hijab after she didn't take it off for her booking photo. She says it was not returned to her for several hours. A robbery suspect calls himself a modern-day "Robin Hood," but he’s facing charges after thefts from construction sites in Port St. Lucie.Police said Thomas Paul Sauer, 50, was caught on surveillance video stealing appliances from at least two homes under construction.Security video shows a red SUV pulling up to a home in, a passenger getting out of the car, opening the garage door, then the SUV backing into the garage.On Sunday a Port St. Lucie police officer came across the suspect's vehicle, a 2005 Hyundai SUV, parked in a driveway about two-and-a-half miles away from the robbery.On Monday, detectives went to the home where the suspect's vehicle was still parked. While at the home, detectives met with Sauer who lives at the address. Sauer later admitted to taking a 0 washer and dryer from the first house, and an ,800 refrigerator out of a second house.Sauer told police that "he was like Robin Hood." However, it is unclear if Sauer was intending to give the stolen merchandise to the less fortunate like the legendary English outlaw."This affects consumers, builders and city and we're going out make sure that when people buy a house and they're going to move, in all the stuff is in there,” said Port St. Lucie Master Frank Sgt.
