SAN DIEGO (KGTV) — San Diego Police officers on Friday were working to get a suspect to surrender after a reported shooting.Police say a shooting between the two vehicles occurred just before 2:30 p.m. in the 9800 block of Scripps Westview Way in Scripps Ranch. No one was injured in the shooting.The person who was shot at told police he knew where the suspect lived and officers responded to an apartment complex at 9700 Scripps Westview Way.Officers were trying to get the suspect to come out as of 3:15 p.m.10News is following this breaking news. SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. SAN DIEGO (KGTV) - San Diego police are searching for the person who fired a gun into a group of people injuring two teens late Saturday night.Two groups of people began arguing just before midnight at the corner of 30th Street and J Street in the Grant Hill neighborhood, about a block away from Kimbrough Elementary School.The gunman pulled out a handgun and shot a 16-year-old boy in the left calf and a 18-year-old male in the right ankle, authorities said.A possible third shooting victim was located at an area hospital with undisclosed injuries, according to police. No further information was given at this time.The incident is being investigated as gang-related shooting, police said.The suspect, who was last seen wearing a white tank top and dark shorts, fled in an unknown direction, police said. 831

SAN DIEGO (KGTV) — San Diego Metropolitan Transit System (MTS) has updated its use of force policy to include a ban on the carotid restraint technique among other new policies.MTS said the agency is training officers and has started testing the policies, which include:Banning carotid restraints and choke holds, prohibiting the use of knee pressure on the neck, throat or headA requirement that the use of force to be proportional to the seriousness of the offenseRequiring officers to intervene if witnessing excessive force by another employeeA requirement to use de-escalation tactics when feasible (de-escalation training was previously provided, but now written into policy)Requiring a warning prior to the use of forceMTS will also begin its fare diversion pilot program on Sept. 1 to help riders caught without fare avoid court fees or a citation.RELATED: San Diego MTS steps up efforts to keep riders, workers safeThe new policies come after several local agencies moved to end the use of the carotid restraint technique and reform their own use of force policies."These reforms to the use of force policy are another step in our effort to comprehensively restructure our approach to transit safety. SAN DIEGO (KGTV) – San Diego County is working to make it easier for San Diegans to get flu shots, which health officials say is especially important this year because of the coronavirus pandemic.On Thursday, local leaders kicked off efforts to promote flu vaccinations. Over the course of the next few weeks, they will be hosting pop-up clinics across the county where people can get free flu shots.The pop-up clinics are designed for those who don’t have insurance or those who can’t get the vaccine from their health care provider or pharmacy.Valentina Christiansen came to one of the clinics to get flu shots for her family. She said, “I think it’s great because I tried to go through our health plan and that’s over a month out, and we wanted to get it sooner. We heard about the opportunity and we’re excited to be able to do that.”Dr. Denise Foster, chief nursing officer for the county, said getting the flu vaccine can also help in the battle against the coronavirus. Keeping flu patients out of the hospital frees up beds and resources for those fighting COVID-19.“The flu vaccine can prevent the flu and prevent people from seeking health care services that might be needed right now connected to the pandemic,” Foster said.Foster added there are more people that have gotten the flu vaccine this year in comparison to this same time last year.
