UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. John Jenkins has tested positive for COVID-19, the school announced Friday.According to the school, Jenkins was in self-isolation this week after learning that a colleague "with whom he has been in regular contact" tested positive for the virus. A subsequent test revealed that Jenkins had also tested positive for the virus."My symptoms are mild and I will continue to work from home," Jenkins said in a statement. "The positive test is a good reminder for me and perhaps all of how vigilant we need to be."Jenkins' test comes hours after President Donald Trump announced that he had also tested positive for the virus. Reports indicate that Jenkins was at the White House on Saturday for Trump's nomination of Judge Amy Coney Barrett to the Supreme Court. (KGTV) - Amid a COVID-related cancellation at a Valley Center cemetery, a community is coming together to help save an annual tradition.Valley Center Cemetery is the final resting place to more than 300 veterans. On Friday, local florist Jenelle Brinneman learned an annual holiday sight would not be laid out.She says the local chapter of a nonprofit that puts down Christmas wreaths at military grave markers announced there would be no wreaths, citing logistical problems in placing them amid COVID-19 restrictions and stay-at-home orders."Our hearts dropped, because we know how much it means," said Brinneman.On Memorial Day and Veterans Day, Brinneman raised money to place roses at military grave sites amid similar cancellations."There were strangers thanking us. People were crying, watching us put roses down," said Brinneman.Undeterred after the most recent disappointment, Brinneman posted on Facebook on Friday a call for donations to make wreath sprays, a smaller version of wreaths. When she returned home Saturday evening, she discovered something astounding."I just started crying right there. Our town is amazing ... My driveway was filled with pine, cedar, ribbons, and wreaths companies were about to throw away," said Brinneman.Brinneman set up a workshop in her driveway. Dozens of volunteers have signed up to help assemble."This is what the Christmas spirit is all about," said Brinneman.She's also hoping to include message from kids."It will be so great to walk past and see a little note attached from an amazing child in our town," said Brinneman.Brinneman says come Christmas Eve -- thanks to a community's support -- she'll be able to place the sprays at every military grave marker in the cemetery."They deserve to be recognized. Seeing the wreaths on the grave markers is something unexplainable. Two more members of President Donald Trump’s campaign working on his rally in Tulsa, Oklahoma have tested positive for the coronavirus.The president’s campaign put out a statement Monday that said the two staffers, part of the advance team for Saturday’s rally, tested positive before they boarded their flight out of Oklahoma.The two were then quarantined and the campaign began contact tracing protocols. These positive tests follow the news that six other staffers, including two Secret Service agents, tested positive in the hours before Saturday’s rally.The rally was believed to be the largest indoor event in the nation since the onset of the COVID-19 pandemic.
