Once again, Colorado voters confirmed what we have always known: that health care decisions belong between a patient and their health care provider, without political interference,” Cowart said.The rejection of Proposition 115 means abortions will continue to be legal at any time during a woman’s pregnancy in Colorado, with a restriction which specifies that the parents or guardians of a minor seeking an abortion must receive written notification about the procedure at least 48 hours in advance.If Proposition 115 had passed, a doctor who broke the rule and performed an abortion outside of 22 weeks would have been guilty of a class 1 misdemeanor, which would have been punishable by a fine.Physicians who performed abortions outside of the 22-week window would have faced disciplinary action by the state medical board and a suspension of their license of at least three years under the proposal. Women who received an abortion would not have been penalized had Proposition 115 passed.The number of abortions performed in the state after 22 weeks is hard to come by. The Colorado Department of Public Health and the Environment (CDPHE) believes the number is between 20 to 300 per year. Colleges are trying to figure out how students can safely get back to school, as more schools are choosing to go online only for the fall.For colleges that will have students on-campus, a big question is how testing could work. This week, Maryland's state universities are some of the latest to say they will test students if they can't prove they had a negative test within 14 days of arriving on-campusResearchers from Yale, Harvard and Massachusetts General Hospital have a model of what they say needs to happen for campuses to reopen.It includes testing students every two days along with strict social distancing measures“There are still schools out there who think they can get by with symptom-based monitoring,” said David Paltiel of Yale Public Health. “That is waiting until a student develops symptoms before springing into action. We have run simulations and scenarios over and over again. We have yet to find a single one where that is good enough.”Experts believe screening frequency is more important than test accuracy. But they say daily testing could lead to false positives. They think testing every two days will cost 0 per student per semester.“Any school that cannot see how it's going to reasonably implement a program of frequent screening alongside a program of social distancing really has to ask itself if it has any business reopening,” Paltiel said.Vassar College President Elizabeth Bradley looked at how the model would work for them. She wrote in the journal JAMA they would have a controllable number of infections, even if they only tested students every four weeks.They would also use social distancing, masks, and contact tracing. (KGTV) - The Mayor of Coronado is turning heads for an op-ed he recently penned.Mayor Richard Bailey wrote a several hundred word submission for the Voice of San Diego this week titled, ‘It's Time to Put Roads Over Transit.’Citing SANDAG’s figures, Bailey says more than 50 percent of local transportation dollars are spent to move just 3.5 percent of commuters while roughly 13.5 percent of funs are spent on roads and highways.He also points to relatively stagnant public transportation ridership rates while traffic congestion balloons in San Diego County.“I can't foresee us moving people around on fixed routes on large empty buses and also really expensive trolley lines,” said Bailey, “I think people are going to be looking for more nimble solutions such as a autonomous vehicles and ride share options.”Transit advocates say shifting funds from public transportation as Bailey suggests would have a negative impact on those who already use it.“About 64,000 households in the San Diego County area don't have a car and it’s just absurd to think that we're going to take away their primary means of transportation,” said Colin Parent, executive director of Circulate San Diego.Parent agrees with Bailey that the ridership figure is small but says the answer is growing that figure, not stifling it by shrinking its budget.SANDAG will vote later this on its multi-decade regional transit plan. 1429

COLLIER COUNTY, Fla — Deputies say a trip to the ice cream store ended with a man getting scooped up by police for DUI.Deputies say 23-year-old Josh Verrot faces several charges, including DUI, battery on a first-responder and fraud. According to a Collier County Sheriff's arrest report, he was arrested Sunday evening outside the Royal Scoop ice cream shop on 8th street in the Vanderbilt Lakes community.Witnesses say that Verrot was driving recklessly in a car with two flat front tires when he pulled into the ice cream shop parking lot and went inside.  As he came out with ice cream, he heard approaching sirens and fled on foot.Deputies located him behind the store and say he refused to do sobriety tests. On the way to the hospital he reportedly bit a firefighter's finger, repeatedly spit toward authorities and yelled “blah-blah-blah” while authorities communicated with him.He also provided his brother's name when asked to identify himself.He's due in court at the end of the month. 1024

CORONADO, Calif. (KGTV) -- Two Good Samaritans say they saved a man off the ledge of the Coronado Bridge late Monday night. They said they spotted him while driving home from San Diego, and couldn't help but turn around to get him. 10News Photojournalist Zach Wonderlie talked to them about the life-saving rescue"We were driving from the San Diego area to Coronado and I noticed a kid sitting on the ledge," said Aiden Leavitt. The driver of the car, Charles Crehore, instantly sprung into action - deciding to back up on the empty bridge and help save the man's life. "I'd actually thought about this. I'd thought, 'If if I ever get in that situation, what am I gonna do?" Crehore said. "And I decided if it comes to me and I'm there...I'm stopping my car, I'm gonna get out and I'm gonna stop them."As he backed up to where the man stood on the bridge, Leavitt jumped out of the passenger side and bear-hugged the man on the bridge. "I just didn't hesitate. I just jumped out of the car and I grabbed him," Leavitt said. The man didn't fight back as Leavitt pulled him into the car, and allowed the friends to drive him to Sharp Coronado Hospital. It wasn't long before his family and police showed up to help.The men say they're grateful that they were in the right place at the right time. "I just hope that he works his way through whatever it is that he's having trouble with," Crehore said.If you or a loved one is experiencing symptoms of depression, the number to the San Diego Crisis Hotline is 888 - 724 - 7240. 1626
