BOULDER, Colo – The City of Boulder was hit by a scam artist who allegedly hacked the email system at the Boulder Shelter for the Homeless, convincing the city to transfer more than ,000 into a fraudulent bank account.According to a press release from the City of Boulder, it was a "successful email and financial fraud scam."City officials stated the incident happened early last month, with the scammer gaining unauthorized access to the email system of Boulder Shelter for the Homeless by impersonating shelter staff. They said the scammer sent email requests to the city to change the bank account information used by the shelter to receive city human services funding.According to the city, it processed the change and later transferred ,333.33 to the fraudulent account as part of its routine payment to the shelter.The city contacted its bank to attempt to reverse the payment and opened a police investigation.“In 2017, the City of Boulder enhanced its financial procedures to help make financial transactions more secure,” the city wrote in a statement. “In this situation, financial procedures to verify the authenticity of the request to change bank information were not followed. The Finance Department is conducting an internal investigation related to the fraudulent activity and the failure to comply with city procedures. While the city will not comment on specific personnel matters, it will take appropriate disciplinary action up to and including termination of staff.”  Greg Harms, the executive director of the shelter, spoke with the Boulder Daily Camera about the situation. According to the article, Harms said the missing funds would have been the payment the shelter received for November as part of the contract the organization has with the city.The Daily Camera also reported the shelter contacted the city when it didn’t receive the payment, but Harms doesn’t know when the investigation began. 1953

Deadlocks on aid to states and local governments and renewing supplemental unemployment benefits are blocking the way to agreement.During his Saturday speech, the president also announced he signed two bills that have to do with expanding health benefits for veterans.Saturday's event had the feeling of a political rally by the end, as members of the president's golf club were able to attend the press briefing. As the president answered some questions from the media, audience members cheered.The president gave a news conference at his exclusive country club Friday evening, where members had the chance to attend.As if it were a political rally, club members offered cheers and jeers as the president delivered broadsides against his political foes.Members booed when a reporter suggested the news conference violated social distancing regulations put in place by New Jersey's Democratic governor. 2431

BROWN COUNTY, Ind. -- More than 100 birds were removed from a Brown County, Indiana home Wednesday morning after a months-long investigation into a potential cockfighting ring. The Indiana Gaming Commission assisted in serving two search warrants. The investigation has been going on since October 2017 after detectives were given a "derby sheet" that listed the entire cockfighting season with dates, registration fees and potential payouts, a spokesperson from the Indiana Gaming Commission said. The birds were seized by the ASPCA. Three people have been taken into custody and booked into the Brown County Jail.Mark Herrin, Darina Herrin, and Randall Herrin all face felony charges of purchasing an animal for use in an animal fighting contest and promoting an animal fighting contest. Law enforcement in Kentucky is also involved in the investigation. 899

  

Both houses of Congress passed a nearly 5,600-page bill late Monday night; the COVID relief package was combined with a massive .4 trillion government spending bill to keep federal agencies funded for the next fiscal year and set government priorities.The relief package contains stimulus checks up to 0 for individuals, help for small businesses and for renters. But the bill overall also contains funding for two Smithsonian museums, a statement on the reincarnation of the Dalai Lama and extending tax breaks for NASCAR racing in addition to other government priorities.Here are a few programs listed in the bill:Climate: Several smaller bills having to do with climate change and renewable energy were wrapped in the government spending bill and relief package. Including: cutting the use of hydrofluorocarbons used in air conditioners and refrigerators, new research and development programs for solar, wind and energy storage, funding for energy efficiency projects, upgrades to the electric grid and commitment to researching removing carbon from the atmosphere, according to the Washington Post.Around million is being made available for the Secretary of Agriculture to conduct a pilot program giving financial assistance to “rural communities to further develop renewable energy.”Overall, Congress is sending a message that America should make renewable energies a priority.“It is the sense of Congress that in order to reduce emissions and meet 100 percent of the power demand in the United States through clean, renewable, or zero emission energy sources while maintaining United States leadership in science and technology, the Secretary of Energy must prioritize funding for critical fundamental research infrastructure and for basic research and development activities carried out through the Office of Science,” the bill states.Flexible Spending Accounts: The bill will allow parents to carry over any unused childcare and healthcare funds they had in a flexible spending account into next year. Money put into an FSA typically has to be spent that year, but with daycare facilities closed due to the pandemic and many health care visits postponed, this money went unspent for some people.Horseracing Integrity and Safety Act: The Horseracing Integrity and Safety Authority will be able to come up with and implement horse and racetrack safety standards at a national level, according to FOX News. This would include things like barring horses involved in racing from receiving pain killers. Measures from the authority would be overseen by the Federal Trade Commission and enforced by the U.S. Anti-Doping Agency."Among the required elements of the horseracing safety program are sets of training and racing safety standards consistent with the humane treatment of horses, a system to maintain track surface quality, programs for injury and fatality analysis, investigation and disciplinary procedures, and an evaluation and accreditation program," the bill says.NASCAR: Tax breaks for auto-racing tracks, like those used for NASCAR, were set to expire at the end of the year. There has been controversy recently because China has inserted itself in the selection process over who the next leader of the Buddhist faith should be.
