SAN DIEGO (KGTV) — Two Senate runoff elections in Georgia will determine if President-elect Joe Biden and the Democrats have full control of Congress or a divided government.Although there has been notable legislation passed in periods of divided government, two political science experts say they expect consensus on only “incremental” legislation in our hyper-partisan era.Each of the last six commanders-in-chief presided over a period of divided government, where the opposing party controlled one or both chambers in Congress.“We've seen less productivity come out of those sessions,” said Dr. Stephen Goggin, a political scientist at San Diego State University. “You have to do more of the bargaining type politics that we haven't necessarily seen in recent history.”Compromise used to be more common. In the early 1980s, the Reagan Administration worked with Democrats in the House to pass tax cuts and banking deregulation along with funding for job training and highway infrastructure.President George W. Bush, another Republican, worked with a Democratic-controlled Senate during his first two years to pass major bills like the first Bush tax cut, the Help America Vote Act, No Child Left Behind, and the Patriot Act. With the exception of the first tax cut, all of the legislation was passed in the aftermath of the attacks on 9/11.Those past examples may not be the best predictors of what’s to come in our much more polarized political climate, said Goggin.Rather than agree to compromise, the parties now tend to be focused on “doing whatever they can to make the other side look bad enough so that they can regain that [majority] electorally the next time around,” he said.Experts say the Biden Administration could find consensus on several issues like infrastructure spending, targeted immigration reform, regulation on social media companies, and more COVID-19 aid to small businesses.“It's not going to be the big bold platform that Democrats might have been hoping for, but certainly incremental policy change is probably on the table,” said University of San Diego political science professor Dr. Casey Dominguez.“The decisions about that rest very much with the Republicans in the Senate,” she said.A lot will hinge on Mitch McConnell if he remains Senate Majority Leader, she said.“Anything that is going to come through Congress is going to have to be something that Mitch McConnell is willing to hold a vote on,” she said.McConnell blocked 72 percent of President Barack Obama’s judicial appointments in the last two years of his presidency, leaving 105 spots on the bench vacant. As Senate Majority Leader, McConnell could choose to block most legislation Democrats offer.However, “the possibility of bipartisanship still exists,” Dominguez said.In a closely divided Senate, moderate Republicans willing to cross the aisle like Susan Collins of Maine, Lisa Murkowski of Alaska and Mitt Romney of Utah could play a significant role, she said.Even though we’re still waiting on those two Georgia run-offs, the prospect of a Republican-controlled chamber is already causing President-elect Biden to rethink some of his cabinet picks.According to Axios, Biden is now considering more centrist candidates and shying away from progressives like senators Elizabeth Warren and Bernie Sanders. 3319

SAN DIEGO (KGTV) - Two fires sparked Saturday afternoon in East County, in addition to a thunderstorm in Pine Valley, created dicey conditions for firefighters.Cal Fire Captain Thomas Shoots said the humidity made a huge difference, "the monsoonal moisture the stickiness has been good because it's helped keep our fires small," slowing the spread of flames.The Bratton Fire sparked in Lawson Valley around 1:30 p.m. and scorched 4 acres. Then around 2:10 p.m., the Sloane Fire started burning in Dehesa, blackening 18 acres.Both were knocked down quickly."We hope that people don't get complacent that we've hit these fires very aggressively and it's worked out," Shoots said.He said if we didn't have the humidity we would be in trouble, "there's a lot of fuel that comes with a good winter so that grass crop is all cured out and ready to burn."Shoots said they were keeping their eye on the thunderstorm in Pine Valley.The National Weather Service reported a severe thunderstorm warning with quarter-sized hail and gusts up to 60 miles per hour."We knew it wasn't going to be to the extent that the north saw when the storms rolled through but it was still definitely a potential concern," Shoots said.Looking forward, Shoots says we need to be very careful, "San Diego and a good chunk of California is sitting at a higher potential for wildfire activity in October-November."He advises creating defensible space around your home not only to protect your home but protect your family if you can't escape in time.Shoots said he hopes firefighters are able to get a handle on the fires in Northern California and stay safe.He said 96% of all Cal Fire engines are working, which shows how extreme this fire season is.More than half of Cal Fire San Diego's resources have been sent up north to help, including 32 engines. Shoots says local fire departments are stepping up to help in their absence. 1907

SAN DIEGO (KGTV) -- Two San Diego-based Marines are under investigation after posting a video that appears to show them in "blackface."According to KPBS, Zach Highfield originally posted the video on Snapchat. Highfield's Instagram page shows him in his Marine uniform. The video shows Highfield and another man in uniform with their faces blackened. One of them is heard saying "blackface." The other man puts on his cap and salutes. At one point, one of them uses a racist slang used to describe African Americans. The video shared on social media, with many people on Twitter, saying the Marines should be kicked out of the military. Bishop Cornelius Bowser is the pastor of Charity Apostolic Church. He agrees. "It seems as though, whether it's military or someone in the community or working for a company, they should have learned by now that this is unacceptable," said Bishop Bowser. Highfield told a KPBS reporter, they were wearing charcoal masks used to clean pores. He said they didn't mean to offend anyone. 10News tried calling Highfield at the number posted on his Instagram page, but his voicemail was full and he did not respond to texts. Bishop Bowser believes the two knew exactly what they were doing. "We pay our tax dollars for them to protect and serve our country and this is not it, right there, that kind of display, that kind of character should not be allowed." A spokesman with The Third Marine Aircraft Wing, based at Miramar Air Station, wouldn't release any details, but said the matter is under investigation. SAN DIEGO (KGTV) -- U.S. Customs and Border Protection officers over the weekend seized 314 pounds of narcotics and captured 14 fugitives.Officers intercepted 181 pounds of methamphetamine, 55 pounds of cocaine, 11 pounds of heroin, 31 pounds of fentanyl and 36 pounds of marijuana.RELATED: U.S. Customs and Border Protection officers seize 1,800 pounds of drugs worth .2 millionIt total, officials say the drugs are worth more than .4 million. The drugs were found hidden in several places including inside vehicle doors, seats, a gas tank and a speaker box.The 14 fugitives were arrested for charges that include parole violations, robbery, assault and failure to appear in court. 699
