JAKARTA, Nov. 9 (Xinhua) -- China and Indonesia on Tuesday pledged to step up legislative cooperation on top Chinese legislator's visit to the biggest Southeast Asian country."Thank to their crucial role in their own country's political life, the National People's Congress (NPC) of China and Regional Representative Council (RRC) of Indonesia should carry out friendly exchanges at all levels and increase experience sharing on ethnic and religious policy and seeking region's balanced development," Chairman of the NPC Standing Committee Wu Bangguo said in a meeting with RRC Speaker Irman Gusman Tuesday.Irman underscored RRC's commitment to developing sound ties with China, saying it would seek closer bonds with the NPC, promote experience sharing on economy, politics and people-to- people exchanges, draw on China's experience on balanced development.On broader China-Indonesia ties, Wu reviewed the smooth growth of bilateral ties, particularly since the two countries upgraded their relations to strategic partnership in 2005.Wu Bangguo (L), chairman of the Standing Committee of the National People's Congress of China, the country's top legislature, meets with Irman Gusman, chairman of the House of Regional Representatives of Indonesia in Jakarta, Indonesia, Nov. 9, 2010.This is Wu's first visit to Indonesia, which coincided with the 60th anniversary of China-Indonesia diplomatic ties.As developing countries, China and Indonesia share common tasks of growing economy and improving livelihood, Wu said.Wu said China would like to work with Indonesia to deepen strategic cooperation, address challenges and usher in an new era of bilateral ties.Characterizing bilateral relations as "comprehensive and strategic partnership," Irman said Wu's visit to Indonesia was historic and would promote all-round substantive cooperation.During Wu's stay in Jakarta, China announced 10-million-yuan humanitarian aid in cash to Indonesia as earthquake, tsunami and volcanic eruptions wrecked serious havoc on the country.Later Tuesday, a grand reception was held in honor of top Chinese legislator. Around 1,000 Indonesia officials, business entrepreneurs and others attended the reception.In his brief address at the reception, Wu called on Indonesian people of all circles to contribute their wisdom and commitment to China-Indonesia friendly ties.Indonesia was the second leg of Wu's three-nation tour to Southeast Asia, which also included Cambodia and Thailand.Wu will leave Jakarta for Bangkok on Wednesday.

NANJING, Dec. 31 (Xinhua) -- A court in east China's Jiangsu Province sentenced a man to death and another to life in prison Friday for illegally raising up to 4 billion yuan (606 million U.S. dollars) in a fraudulent investment scheme.Another 11 suspects were given jail terms ranging from two-and-a-half to 10 years for collusion in the fraud, which caused losses of 650 million yuan (98 million dollars) to 14,822 investors, the Intermediate People's Court in the provincial capital, Nanjing, said in a statement.According to the statement, Sun Haiyu and Hu Zhen jointly set up a company, Nanjing Runzai Biology Co., Ltd. in January 2004 and began soliciting investments from the public in the name of planting glossy ganoderma, or reishi mushrooms, which are widely used in traditional Chinese medicine.The judge said the company exaggerated its profits in planting glossy ganoderma and fraudulently claimed that the investment was risk free.The duo, together with 11 accomplices, raised more than 4 billion yuan from April 2004 to July 2008.Sun was sentenced to death for the crime of illegal fund-raising by fraudulent means, while Hu was sentenced to life imprisonment.

BEIJING, Nov. 8 (Xinhua) -- China has moved to speed up the building of a clean government ruled by law, part of the country's efforts to further enhance the government's credibility and maintain a harmonious social order for its rapid economic development.The Legislative Affairs Office of the State Council, or China' s cabinet, issued guidelines on Monday focusing on creating a government ruled by law, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means and invites the public to contribute to legislation.According to a statement issued along with the guidelines, the State Council said it was "important" and "imperative" to build a government ruled by law, as China now faces challenges, including imbalanced development of rural and urban areas, a widening income gap, an increased numbers of "social conflicts" , as well as corruption and injustice in law enforcement in some sectors.An official with the Legislative Affairs Office said Monday that the guidelines will further safeguard public interests and maintain social and economic order by requiring stepped-up efforts from authorities to investigate and punish cases that run counter to the country' s mandate for the safe production and issues related to food safety, the protection of natural resources and the environment, as well as public security.The guidelines, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means, also stipulates that if officials perform their duties according to the law or are skillful at solving disputes by legal means, they will more likely be promoted.However, government officials will be held liable for malfeasance or failure to fulfil their duty in major accidents or cases that have seriously violated laws.Further, the guidelines stress the importance of public participation in legislation, saying people's opinions, reasonable needs and legitimate interests should all be considered in lawmaking.Additionally, the guidelines state that the legislative process shall not be influenced to favor the interests of a certain sector or protect local interests.Also, to facilitate the creation of a clean and transparent government, the guidelines require all government information, aside from that involved in state, commercial or private secrets, to be open to the public.Government departments are also required to reply to pubic requests on the release of government information within a certain period of time and improve the ways of handling government affairs, according to the guidelines.

  

BEIJING, Dec. 23 (Xinhua) -- Chinese President Hu Jintao appointed a new representative and ambassador to the World Trade Organization(WTO) and a new ambassador to Myanmar, according to a statement from the Standing Committee of the National People's Congress (NPC) on Thursday.Yi Xiaozhun, 59, previously a vice commerce minister, was appointed representative and ambassador to the global trade body, replacing 64-year-old Sun Zhenyu, who was the country's first WTO representative since China's accession to the WTO in Dec. 2001.Li Junhua was appointed ambassador to Myanmar, succeeding the 54-year-old Ye Dabo.Prior to Thursday's appointment, Li was deputy director of the International Organizations and Conferences Department of the Chinese Foreign Ministry.The appointment was in line with the decision made by the Standing Committee of the NPC, China's top legislature.

  

CAIRO, Nov.9 (Xinhua) -- Diplomats from Arabic countries and China hailed on Tuesday the relations in various fields between China and Arabic countries, expecting further all-round development of bilateral ties."China has always regarded Arab countries as developing nations. And to strengthen the solidarity and cooperation with developing countries is one of the basic principles in China's foreign policy, " said Song Aiguo, Chinese new ambassador to Egypt.The friendship and cooperation relations between China and Arabic countries have been at fairly good levels, he said at a China-Arab relations seminar organized by the Cairo-based Afro- Asian Peoples Solidarity Organization (AAPSO), a mass nongovernmental body with national committees in more than 90 countries of the world -- in Asia and Africa, and associate member committees in Europe and Latin America.The Chinese government will stick to further developing its cooperation and friendship with Arab countries, he added.China and Arab countries have relations dating back about 2,000 years ago. China has diplomatic ties with all 22 members of the Arab League.The two sides have always been maintaining mutual respect, understanding and support, Song said, adding China always greatly supports the just causes of Arabic countries and their people.Song said China supported the efforts made by Arabic countries to solve the Middle East issues in a peaceful and fair way, the Arab Peace Initiative and the just cause of Palestinian people.Ahmed Hamroush, president of the AAPSO, said Egypt was the first country in the Arabic world and Africa to establish diplomatic ties with China. China-Arabic relations have experienced continuous development, he added, urging to further boost the ties.Nouri Abdul Razzak, secretary general of the AAPSO, said that China seeks a harmonious world. China-Arab relations have "win-win results", he added.Omar Hamdi, secretary general of Libya's Solidarity and Peace Committee, said he believed the China-Arab relations were promising, given the good historical bases.Hamdi said he hoped that the two sides would further cooperation in the fields of politics, culture and economy.Delegates from Morocco and Yemen also acclaimed the China-Arab ties and China's independent foreign policy of peace.In 2009, two-way trade between China and the Arab states hit 107.4 billion U.S. dollars, compared with 36.4 billion U.S. dollars in 2004. according to China's official figures.At the Fourth Ministerial Meeting of the China-Arab Cooperation Forum held in China's Tianjin on May 13 and 14 this year, China and Arab states agreed to upgrade their relationship to a strategic level and carry out an action plan for deepened cooperation in the next two years.
