SAN DIEGO (KGTV) - San Diego is giving dockless scooters and bikes preferred parkingThe city is in the process of installing 330 rideshare scooter and bike spaces throughout downtown. The first few of them have been spotted in Cortez Hill. “I think it’s smart,” said Carlos Navarro who work at a restaurant in the Gaslamp “they drive by our store — running into the customers or hit the cars that are parked.” The city says the spaces are being placed at red zones where cars cannot park. “It’s not going to be as crowded or cluttered,” said scooter rider Autumn McFeeley, “the city must really like them.” A class action lawsuit was filed against the city earlier this year claiming San Diego has failed to maintain pathways for people with disabilities. “Allowing there to to be safe storage and parking for those vehicles off the sidewalk is a much better approach, said Colin Parent with Circulate San Diego, “it’ll help minimize those kinds of conflicts” The city of San Diego says more information will be made available about this project in coming days. 1069

SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273

SAN DIEGO (KGTV) -- San Diego is home to the nation’s largest concentration of military personnel. It also has a staggering number of veterans who don’t have a place to liveAnd, even more alarming is the number every year who take their own lives. As ABC 10News Anchor, Kimberly Hunt explains…a non-profit in San Diego lead by, and staffed by, veterans is looking to change that. There are an estimated 1,100 homeless vets on the streets of San Diego. Statistically they commit suicide at a rate of 1.5 times higher than the general population.Kyle Drake is president of Cammies and Canines Sanctuary… a veteran owned, faith bases non-profit helping veterans by providing, among other things transitional housing, structure, and therapy. On this sprawling ranch in Dulzura, they’re given an opportunity. But Cammies and Canines Sanctuary under the importance of companionship. It pairs each veteran with a rescue dog which has been schooled by their master trainers as a service animal.Kyle’s construction company builds tiny homes on the property for each vet to have a sense of place. Tony’s pest control company, Mosquito Joes trains interested veterans to work in the pest control industry, and everyone is given a sense of responsibility and respect. With a goal of mission accomplished, that both veteran and canine have been rescued. The organization has plans to expand into Texas and Ohio to get more veterans off the streets, and dogs out of kill shelters. For all their efforts to help homeless veterans, ABC 10News, LEAD San Diego and sponsor, Batta Fulkerson chose the founder and current administration of Cammies and Canines Sanctuary as our 10News Leadership Award winner for the month of July.To nominate someone for our 10News Leadership Award, click on link in this section. 1795

SAN DIEGO (KGTV) -- San Diego County needs to stay off the state watch list for two weeks straight for most schools to reopen in-person. But, some schools won’t have to wait that long.As of Friday afternoon, 56 elementary schools applied for a waiver through the county health department. If approved, it would allow them to bring students back on campus regardless of our status on the state watch list. The waiver is only open to schools serving K-6 students. Once applications are reviewed by the county they’ll be sent to Sacramento.“The state can give input or guidance,” said Supervisor Nathan Fletcher. “If we don’t hear back in three days then those will be approved.”Mt. Helix Academy in La Mesa submitted their application this week.“I’m hoping to hear back from the state and the county by next week.” Said Director, Mike Collins. “Our plan is to welcome students back on campus on Monday August 31st when we’re ready for those kids.”The school has been open for summer programs where they implemented new safety measures like masks, frequent cleaning, and social distancing.“I saw all the students had their masks on and I made a big deal, ‘Everyone has their masks on! We’re so happy!’” said Collins. “We really try to encourage our students.”For the wavier to get approved the county reviews each applicant’s proposed safety plan. They’re looking for things like having adequate personal protective equipment and if students can be kept in small groups.County Montessori School in Poway has been fine-tuning their safety measures through their summer programs. They took advantage of the waiver process right away.“The application became available last Friday night and we applied Monday,” said Head of School, Adela Corrales. “If our waiver comes through next week we’re prepared to open on site on August 24th”The county told ABC 10News they were still reviewing applications late Friday afternoon and had not sent any to the state for approval yet. 1971
