SAN DIEGO (KGTV)-- Some Mission Beach residents say they are fed up after their streets are piling up with trash. They say designated parking spots for e-scooters have remained uncleaned for months, causing concern for flooding. It's all fun and games until it's not. "When the rainy season does happen, you will see Mission Beach flooding," Mission Beach resident and Town Council VP, Greg Knight said. First, the problem was unsupervised parking. E-scooters were piling up all over the neighborhood. Now, they are giving Mission Beach residents a new headache - their corralled parking spots."This [Corral] gets filled a lot of times with leaves, sand, debris," Knight said. "We have a lot of party rentals that go on here, which means excess trash."All of the debris should be swept up twice a week on Mission Boulevard. But since the City of San Diego put in the e-scooter parking corrals in July, Knight says these areas have remained untouched. "When this washes down, that's the stuff that goes into the storm drain and will actually block it up," Knight said. Knight saw a City street sweeper driving around the corrals, even after he says the Mayor's office promised street sweeping would not be affected. SAN DIEGO (KGTV)-- The special needs teacher accused of having a sexual relationship with a student, pleaded not guilty to 20 felony counts. He also declared he would represent himself in the case. Against the advice of the judge, 49-year-old Juan Carlos Herrera told the courtroom, he will fight this alone. "I would like to represent myself," Herrera said. Relinquishing rights to counsel, the San Diego High school special needs teacher read the 20 felonies for the first time inside the defendant's box. Those charges include having sex, performing other sex acts, and physically and emotionally abusing one student between February 2018 and this March, when she was 15 and 16 years old."They occurred on an almost daily basis," Deputy District Attorney, Jessica Coto said. "They took place in hotels, in his car, and in his classroom." Coto said his ongoing manipulation extended to making threats."The defendant also routinely threatened the victim, that if she told anybody about what was happening, that she would cut off her arms and legs," Coto said. This all came to light on May 5, 2019, when police arrested Herrera at the US-Mexico border. Days prior, the girl's mother found inappropriate messages from Herrera on her daughter's phone.Because of the nature of the charges, and Herrera's second home in Mexico, the prosecution requested million bail. As his own attorney, Herrera fought back, saying he is a Navy veteran with a 25-year clean record with the district."It's not conceivable for someone with my earnings to make million, nor would I flee," Herrera pleaded. "I have been a person of honor and honesty since the beginning."The judge disagreed and kept the bail at million, handing Herrera his first loss, leaving him in utter disbelief.The judge also put a criminal protection order for the now-17-year-old victim. If convicted, Herrera could face a maximum of 16 years eight months in prison. But the prosecution mentioned, more time could be added if they find more evidence of sexual abuse. 2037

(KGTV) Firefighters continue to mop up after the Valley Fire tore through Lawson Valley, burning 17,665 acres.Messages of gratitude for the crews on the frontlines can be seen throughout the area.At least 30 homes and 31 minor structures were destroyed, but all evacuation orders and road closures were lifted on Friday.In much of the burn area, firetrucks have been replaced with utility vehicles.“I watched the flames start coming over the mountain, like fingers, like some creature,” said Seth Matteson who lives in Lawson Valley.He left his home as the fire started to spread Sept. 5, fearing the worst, but was thankful to come home and find his house on Prairie Drive still standing.“In the back it came right up to the house, and in the front it came right up to the house,” he explained.Just down the road, several homes and vehicles burned in the fire.“I’ve been through 8 hurricanes, and this is way scarier to me than that.
