PASADENA, Calif. (AP) — A divided U.S. appeals court has ruled that the Trump administration can end humanitarian protections that have allowed hundreds of thousands of people from El Salvador, Nicaragua, Haiti and Sudan to remain in the United States. The 9th U.S. Circuit Court of Appeals on Monday lifted a preliminary injunction that had blocked the government from ending Temporary Protected Status for people from those four countries. Since 1990, the policy has granted temporary legal status to people from countries affected by natural disasters and civil conflict. The legal status is often extended, but the Trump administration decided to end it for several countries. 688

POINT ROBERTS, Wash. -- In Point Roberts, Washington, the beauty of nature isn’t hard to find.“The environment is unsurpassed,” said Brian Calder, director of the Point Roberts Chamber of Commerce. “I mean, it's a beautiful spot.”It’s a town of about 1,000 people, where two nations meet: the U.S. and Canada.Lately, though, people there feel more like they’re caught in the middle.“We're surrounded by foreign territory, not part of North America, USA,” Calder said.Point Roberts is what’s known as an “exclave.” When a 19th century treaty established the 49th parallel as part of the U.S. border with Canada, Point Roberts ended up on the American side, but cut off from the rest of the U.S. because it sits at the end of a peninsula, with Canada to the north of it.Normally, travelling back and forth across the border isn’t an issue.However, because of the coronavirus, the border is closed and the town – which relies on tourism – is at a standstill.“Our traffic comes from Canada, lower mainland primarily, and that's what drives our economy. Period,” Calder said. “We have nothing internally.”Whitney McElroy owns Breakwaters Bar & Grill, where hundreds of people usually gather for music and food. That didn’t happen this year, though. The current situation forced him to furlough all but two employees.“We're down between 85 and 90%,” McElroy said of the grill. “By opening the border, it would considerably help this community. It would bring it back to life again, as it's pretty much dead now.”One of the few things keeping the town alive is the lone supermarket.“On a normal summer week, we do we see about 8,000 customers,” said Ali Hayton, who owns the Point Roberts Marketplace.This year, business at the supermarket is down 80%. Hayton applied for the federal Paycheck Protection Program, which helped financially, but only through July.“I don't want a handout because those go away,” Hayton said. “I want to work for a living and the only way I can do that is if I have people able to come down here.”Weekly testing shows that, so far, there have been no recorded cases of coronavirus in Point Roberts.Because of its unusual location, surrounded by water on three sides and Canada to the north, the border closure isn’t just affecting businesses in Point Roberts. It’s also affecting families, in some cases, by separating them.“People can't sustain - financially and emotionally and spiritually - this kind of stress,” said Point Roberts resident Rena Andreoli.Andreoli and her family are dual citizens of the U.S. and Canada, who live in Point Roberts. Since the lone school in town only goes up to 3rd grade, her children, like some others there, attend nearby schools in Canada. School, though, is considered a non-essential border crossing. So, in order to continue going to her current high school in Canada, her oldest daughter moved in with friends of the family.“By doing that to a family, we're really, we're just killing these kids,” Andreoli said. “So, we need to smarten up as a country, both countries, and look past the politics and look past all that.”Residents believe there could be a simple solution.“If we can have an exemption federally from both sides of the fence, then I think it would definitely ease things and make things a lot more palatable for people,” said Nic Lehoux, who lives in Point Roberts.Recently, a twice weekly passenger ferry service and small plane service began for residents in Point Roberts. Before then, they had no other way to reach the U.S., without driving through the Canadian border and over into Washington state.Still, the border remains closed for the foreseeable future, as the closure has been renewed every 30 days for the past six months. 3724

(KGTV) — Border Patrol says agents arrested two people on Thursday in separate incidents of methamphetamine smuggling.The first incident occurred when agents stopped a woman driving a 2006 Honda Accord at the Interstate 8 checkpoint in Pine Valley. The woman was referred to secondary inspection, where agents say a canine team discovered 64 packages of methamphetamine hidden in the vehicle’s quarter panels and gas tank. The drugs are worth an estimated street value of 6,175.The 22-year-old U.S. citizen and the narcotics were turned over to the San Diego County Sheriff’s Department.Several hours later, a 19-year-old U.S. citizen driving a 2005 Ford Mustang was stopped at the same checkpoint. He was referred to a secondary inspection where a canine team also discovered 39 packages of meth inside the vehicle’s gas tank, worth an estimated street value of ,250.The man and the drugs were turned over to the Drug Enforcement Administration.Once again our agents have intercepted these dangerous drugs before they could reach the streets, poisoning our community. Police say there is no ongoing threat to safety after four Wisconsin high school students were caught plotting a school shooting on Facebook Messenger.Four juvenile suspects from Eau Claire took part in the group chat, which police say indicated that "a mass shooting would occur at Memorial High School on Monday, March 26." The group chat included photographs of guns and "several specific statements" related to a planned shooting.All four are students at Memorial and have been referred to Eau Claire County Juvenile Intake for making terrorist threats.Eau Claire Police say the threat was originally reported on March 16. Officers and school staff worked quickly to follow-up by interviewing "many students, parents, and faculty members."The four students will not be returning to Memorial High School, police say. 837

  

Police are warning about a terrifying phone scam where the person on the other end of the phone says they are holding a family member for ransom.One woman said she received one of these calls and it was the most frightening call she ever received.Natalie Bruser was heading home from work when her cellphone rang from a number she did not recognize."I answered, and it sounded like one of my kids crying, and I couldn't figure out who it was," said Bruser, who has three children. "They were crying super hard, and so I was hysterical."The sobbing young woman said she had been kidnapped. Bruser thought it sounded most like her daughter Nicole, who is in her 20s."It seems that a black Suburban pulled up, and people got out with guns," she said. "And Nicole started screaming."A man then got on the phone and said if Bruser wanted to see her daughter again, she needed to drive over at a gas station off Interstate 75 in Springboro, and get money from an ATM.The man said police were on their tail, and then he told Bruser to stay on the phone and not call 9-1-1. The man also said Bruser needed to act quickly or they would harm her daughter, who appeared to be still crying in the background."She was crying heavily," Bruser said. "And I said, 'Nicole, please calm down. I need to hear your voice. I need to really hear that you're OK.'"But it was all a scam.Luckily, Bruser was able to yell for help, and someone nearby called the police. Officers quickly sorted the situation out.It turned out that there was no black SUV with armed men inside, there was no police car in pursuit, and as for Bruser's daughter Nicole, she was home resting."I'm freaking out at this point. I don't know if they have her hostage or not," Bruser said. "So Springboro police actually went and banged on her door, and she was sleeping, and so here she was safe at home."How the scam worksIt's called the "virtual kidnapping scam."According to police, the caller is not local and does not even know your son or daughter's name. But panicked parents will grab hundreds of dollars, then run to the nearest Western Union desk to wire money for the release of their child.Reports from around the country say this is a very effective scam. The scammers usually tell their victims to stay on the phone and not let anyone know what is going on or they will harm their child.As for the black Chevy Suburban filled with kidnappers carrying guns, the scammers have seen action movies where this is a common trope.In a moment of panic however, it's easy to miss all the holes in the caller's story.So be suspicious of any strange phone calls that appear to be from a family member in distress.
