That amount that a utility will be asked to cut during these rolling blackouts is approved with CA ISO regulators every year.SDG&E determines which neighborhoods will be impacted by creating a list of blocks. Each of those blocks accounts for about 25 megawatts of electricity. Once CA ISO tells SDG&E how much power it needs to cut, SDG&E goes down that list from the top, de-energizing blocks until it is told to stop. The next day, the company picks up where it left off on the list, so that the same neighborhoods aren't affected every night. Once SDG&E goes through its entire list, it starts at the top again.Outages can last up to an hour but can also be relatively quick. Saturday, the first block de-energized lasted for about 17 minutes, according to the company.What you can do to helpTo avoid rolling blackouts, officials say the best way is to take energy conservation seriously. Because these outages are issued by the state, conservation is needed by all Californians in these instances.Officials recommend setting the thermostat at 78 degrees, turning off unnecessary lights and electronics, and using appliances before 3 p.m. to help save power.During power shutoffs, SDG&E suggests customers turn off air conditioners, keep refrigerator and freezer doors closed, and reduce their water use due to the need for electricity to pump and process water. SAN DIEGO (KGTV) - San Diego County Vector Control officials reported new signs Friday of the potentially dangerous disease tularemia on a trail in Sorrento Valley.Several batches of ticks trapped along Lopez Canyon Trail tested positive for the disease, also known as rabbit fever.The first group of ticks with the disease appeared last week, officials said.County officials posted warning signs for hikers. Vector Control will also expand tick trapping in the area.The best way for people to protect themselves from tick bites include insect repellent for humans and pets, and long-sleeved shirts and pants.Tularemia can be treated with antibiotics but it can be fatal. 679

SAN DIEGO (KGTV) — San Diego Mayor Todd Gloria was officially sworn in Thursday, marking a historic moment for America's eighth largest city. "Today, I stand in front of you as the first person of person of color and LGTBQ person to ascend to our city's highest office," Gloria said in a virtual ceremony. Gloria and five new council members were sworn in during a virtual ceremony Thursday due to the COVID 19 outbreak. Gloria is a Democrat, as are the five new councilmembers also sworn in. The Democrats now have an 8 to 1 advantage on the City Council. But even if there is political harmony, the challenges facing the city are grand.They are taking over with the region in a mandatory stay at home order due to the virus. Small businesses are shuttering, unemployment is near 8 percent, and the city could face a 4 million dollar budget shortfall next fiscal year."There are some things that people say you shouldn't touch, such as police, fire that type of thing, but if this continues on for another year, this COVID, who knows what the city budget is going to look like," said political analyst John Dadian.But in a brief speech, Gloria expressed confidence in getting San Diego back on its feet."We will be rolling out an aggressive strategy to address the worsening public health crisis in COVID-19, the economic crisis that is impacting San Diego's families, small businesses and our city budget, the housing and homelessness crisis that has become even more dire," Gloria said. Wednesday will be cooler and windier, with the heaviest rain and threat of flooding between 11 a.m. and 3 p.m., according to 10News meteorologist Megan Parry. A Flash Flood Watch was in effect Wednesday until Thursday at 1 a.m. for the coast and mountain areas.
