BEIJING, Jan. 9 (Xinhua) -- China's Ministry of Public Security (MPS) on Sunday ordered traffic police nationwide to prepare for possible traffic disruptions caused by a lingering cold snap. The cold weather that has stopped traffic on national highways in several central and southern provinces since New Year's Day is likely to last ten more days.At a national meeting on coping with traffic disruptions during the cold snap, vice public security minister Huang Ming said local traffic police should be prepared to control and solve traffic problems that icy weather and sleet might cause.Further, local traffic police should make realistic emergency plans, prepare emergency supplies and equipment for de-icing and removing snow, and quickly handle traffic accidents, he said.He added that road closures should be the last choice in handling poor road conditions caused by freezing weather. Additionally, local traffic police should take other measures such as temporarily opening roads to ensure traffic flows. The recent inclement weather is a reminder of the disastrous freezing winter at the beginning of 2008, which stopped traffic, damaged power grids, and disrupted lives of millions in southern China. However, experts believe China is unlikely to suffer similar conditions this winter because of inadequate moisture.

JINAN, Dec. 21 (Xinhua) -- China and the Republic of Korea (ROK)Tuesday launched a joint land and sea transport services in a bid to cut logistics costs and boost trade.Semi-trailers loaded with cargo can now be shipped between Qingdao, Rizhao, Yantai, Weihai, Longyan and Shidao in the eastern Chinese province of Shandong and Incheon, Pyungtack and Kunsan in the ROK.The service can cut transport time by 3.5 hours and reduce costs by 50 U.S. dollars per container, as trailers can be driven directly to customers without unloading and loading, according to the ROK's Transport Research Institute. The service is expected to boost the shipments of fresh vegetables, live fish and other fragile products such as glass and electronics.Gao Hongtao, deputy director of the Shandong Provincial Transportation Bureau, said that with continuous oxygen charging and temperature control, the service can increase by 10 percent the survival rate of live fish exported from Weihai to the ROK.The two countries would later allow trucks to be shipped, according to an agreement they signed in September. The ports might also later include locations such as northeast China's Liaoning Province, according to Ju Chengzhi, director of the international cooperation department with China's Ministry of Transport. This year marks the 20th year since the launching of cargo, passenger and container sea transport services between China and the ROK. China has become the ROK's largest trading partner, both as its largest importer and exporter.

LUANDA, Jan. 13 (Xinhua) -- Visiting Chinese Vice Minister of Commerce Zhong Shan said here on Thursday that China would help Angola in diversifying its exports to China as part of the efforts to boost trade relations between the two countries.Zhong made the pledge during his meeting with Angolan Minister of Trade Maria Idalina Valente to explore ways of further expanding trade and economic ties between the two countries.Zhong said China has attached importance to developing ties with Angola, the largest trading partner of China in Africa, and the 2010 visit to Angola by Chinese Vice President Xi Jinping brought Sino-Angolan ties to new highs. The Chinese official said crude oil was almost the sole product of Angola which ended up in Chinese markets despite the fact that trade volume between the two countries amounted to some 25 billion U.S. dollars in 2010, and the Chinese government has decided to reduce or waive tariffs on Angolan exports to China from January 1, 2011 to encourage Angolan businessmen to export more products to China, including agricultural produces, fish and other marine products and diamonds.Zhong said China and Angola have made substantial progress in bilateral cooperation in the fields of energy, basic infrastructures and agriculture, and the Chinese government has encouraged Chinese enterprises to invest in Angola and make technological transfers to the African country as well. For her part, Maria Idalina Valente said Angola welcomed China's proposal to expand bilateral trade and economic cooperation on the basis of the strategic partnerships hammered out during Xi Jinping's visit to Angola. The Angolan minister said the biggest challenge faced by her government is to diversify its oil-dependent economy and to build up industrial and manufacturing capabilities in the national economy. She said Angola is trying to improve its investment conditions and hopes to reach an agreement with China on the protection of investments by the year 2012.The minister said her country is also keen on learning from China's development experiences in setting up special economic zones and zones of processing products for exports.Zhong arrived in Luanda earlier in the day for a two-day work visit to the African country.
