NEW YORK, June 10 (Xinhua) -- The U.S. House of Representatives has passed a bill to recognise Nanjing City of China as a "Model for International Cooperation" in order to award the city's active involvement in cooperation with the United States in education, innovation and entrepreneurship, and this was the first Chinese city to win such an award, Li Jiansheng, executive chairman of the U.S.-China Partnership Committee, told Xinhua on Thursday.The House passed the bill, tabled by Representative John Tierney of Massachusetts, on Tuesday night, Li said, adding that this will pave the way for further cooperation between China and the United States in education, innovation and entrepreneurship, which are very conducive to build a stronger China in the future."I rise today to speak about a model for international cooperation that is said to hold promise and future opportunities for the United States," Tierney said when he was taking the floor at the House. "The City of Nanjing is working to improve the quality of life of its residents with a global initiative that has potential to create a great opportunity for some in the United States."For over a decade, Nanjing "has reached beyond the borders of the People's Republic of China to create new strategies in education, innovation and entrepreneurship, increasing the level of understanding between our two nations and stimulating U.S.- China idea exchange," he said."It is expected that this international cooperative initiative will inure to the benefit of the residents of Nanjing as well to the residents of the United States, including businesses, residents and educational institutions in the Commonwealth of Massachusetts," he said.Nanjing, capital of Jiangsu Province in East China, has forged close ties of cooperation and partnership with Boston and Massachusetts in 2008. The city government has hammered out a series of programs to lure top talents from overseas."This is the first time for the U.S. Congress to recognize a model for a Chinese City for the partnership in entrepreneurship innovation, technology and education," Gene Hartigan, co-chairman of the U.S.-China Partnership Committee, told Xinhua on Thursday."This will get great attention from leaders in Washington D.C. and become the model for cooperation in the future between the U.S. and China in partnership in these areas," he said. "Currently the US and Chinese government have a platform called Strategic and Economic Dialogue. This statement approved by congress will create a new dialogue in innovation and entrepreneurship between the US and China."

NANJING, July 4 (Xinhua) -- China is mulling using environmental indices as a yardstick to evaluate the performances of local governments and officials as the country seeks to convert its development mode to a green one, experts said Sunday.The new assessment criteria has been proposed in a draft of China's 12th Five-year Plan (2011-2015), which the government is currently working on. The draft is to be reviewed and is expected to be approved in March 2011 by the nation's top legislature, the National People's Congress."This means local governments will have to implement more effective measures to upgrade industries, save energy and cut emissions, rather than simply focus on GDP growth," said Hu Angang, a top policy advisor, at a theme forum of the Shanghai World Expo in Nanjing, capital of east China's Jiangsu Province. The two-day forum ended Sunday.With GDP the most significant indicator in evaluating the performances of local governments and officials, many tend to neglect the environmental factors while concentrating on economic growth."The 12th Five-year Plan will not only be China's first national plan for 'green development' but also the historical starting point on the nation's path towards a 'green modernization'", said Hu, also a prominent economist at Tsinghua University, who has been a member of the research team to draft the 10th, 11th and 12th five-year plans."Altogether, 24 indices in the current draft are about green development, covering more than half of the total index number of 47. Some of those 'green indices' would be used to assess local governments and officials," he added."For instance, indices on 'water consumption per unit GDP', 'proportion of clean coal consumption', 'decrease in natural disaster-resulted economic losses', and proportion of GDP invested in environmental protection' are in the category of assessment criteria in the draft," said Hu."As a large developing country with a population of 1.3 billion people, China is under unprecedented pressure for both economic development and environmental protection," said Zhou Shengxian, China's Minister of Environmental Protection, at the forum."The old path of economic growth based on environmental pollution, implemented in developed countries over the past 300 years, is not feasible in China, and China can not afford the losses brought by this development mode," he added.After the international financial crisis broke out in September 2008, the United Nations Environment Programme (UNEP) advocated the development of a "green economy" worldwide.Many countries have turned to a "green recovery" by developing new energies, environmental protection and recycling the economy.In China's 4-trillion-yuan (about 570 billion U.S. dollars) economic stimulus plan, funds for energy savings, carbon reductions and ecological construction reached 210 billion yuan. Adding on the 370 billion yuan in funds used for innovation, restructuring and coping with climate change, "green investment" accounted for 14.5 percent of the stimulus plan. It indicates the government is shifting its values from traditional "profit maximization" to "welfare maximization."China showed its determination to develop a green economy last year prior to the Copenhagen Conference, promising to cut its carbon dioxide emissions per unit GDP by 40 to 45 percent by 2020, compared with the level from 2005.Experts at the forum believed that, to live up to this promise, China must create more regulations focusing on "carbon emission cuts" in the 12th Five-year Plan and put such reductions into the assessment criteria for officials.There will be much more "green investment" in China's 12th Five Year Plan than the previous one, and the extra investment in energy-saving and emission-cut technologies will grow to 1.9 to 3.4 trillion yuan in the upcoming plan from the current 1.5 trillion yuan, according to a Mckinsey report.Despite China's "green determination", it is never an easy task to achieve the target because of the country's fast GDP growth, the long-dominating energy-consuming economic development mode and a lack of environmental-protection awareness among citizens, experts said.There is still a long way to go for China, as its current energy utilization rate is only one fourth of that of developed countries, said Maurice Strong, a former Under secretary-General of the United Nations and the first executive director of the United Nations Environment Programme, at the forum Saturday."In the new round of China's economic and social transformation, the 'black cat' will be out of the game. Only a 'green cat' is good cat," said Hu Angang, making a joke about a Chinese saying - "It doesn't matter if a cat is black or white so long as it catches mice."

TAIYUAN, July 1 (Xinhua) -- Eight of nine miners trapped underground Wednesday at a flooded coal mine in north China's Shanxi Province were confirmed alive, while another remains uncontactable, said local mine safety authorities.As of 11:30 p.m. Wednesday, eight miners trapped 1,380 meters below ground had contacted the rescuers and they would be rescued soon.The accident happened around 5 p.m. at Shengping Coal Mine in Jixian County when 23 miners were performing repair work underground. Fourteen miners managed to escape.The Shengping Coal Mine, owned by the Shanxi Coal Transportation and Sales Group Co., Ltd., has an annual capacity of 900,000 tonnes of coal.

  

BEIJING, Aug. 5 (Xinhua) -- China is completing a nationwide training for presidents of grassroots courts Friday, following the downfall of a group of judicial officials implicated in corruption scandals.More than 3,600 presidents from intermediate and grassroots courts across the country attended the training in Beijing, a year-long-event that focused on raising their awareness of corruption-free law enforcement and improving their abilities in handling social disputes, according to information released by the Supreme People's Court (SPC) on Thursday.More than 80 high-ranking judges, including SPC President Wang Shengjun, delivered lectures during the training, which also covered topics of improving the judges' knowledge in coping with public opinion as well as that of the media."Given the complex and volatile international situation and rising domestic demand for judicial services against the backdrop of emerging social conflicts ...it is imperative to undergo such large-scale training for presidents from grassroots courts." said Zhou Zemin, director of SPC's political department.Over the past year, a string of high-level judicial officials were punished for their involvement in corruption scandals.Among them were former SPC vice president Huang Songyou, who was sentenced on Jan. 19 to life imprisonment for taking bribes and embezzlement and Wen Qiang, former director of the Chongqing Municipal Judicial Bureau, who was executed on charges of corruption charges involving organized crime.Training judicial staff has long been a priority on the SPC's agenda.The SPC spent three years training judges of grassroots courts from 2005 to 2007.Since 2006, the SPC sent lecturers to grassroots courts in the western provinces and autonomous regions. As of Thursday, nearly 150,000 judges and police officers have attended such lectures, according to the SPC.

  

BEIJING, July 12 (Xinhua) -- Chinese Vice Premier Hui Liangyu Monday urged concrete measures be taken to protect the ecological environment while building to improve living conditions as part of the country's campaign to develop its vast western regions.Hui made his remarks at the opening ceremony of the achievements exhibition displaying the western regions' environmental protection and construction accomplishments during the "West Development" campaign.The Chinese government launched the "West Development" campaign ten years ago as part of a program to narrow the gap between the country's coastal eastern region and the underdeveloped west.Statistics indicate that forest coverage has increased in the west from 10.32 percent to 17.05 percent over the past decade thanks to west regions' efforts in natural forests preservation, forestry restoration and reducing the impact of desertification.Hui called on local governments in the western regions to more effectively implement the central government's policies and decisions at the recent work meeting on West Development held on July 5 and 6.The western regions should also do its share to maintain the country's ecological security, Hui said.
