SAN DIEGO (KGTV) - Starting Monday, San Diego County residents will be able to cast their ballots early for the Nov. 3 election.The San Diego County Registrar of Voters office in Kearny Mesa, located at 5600 Overland Ave., will be open from 8 a.m.-5 p.m. to allow San Diegans to vote early.Due to coronavirus-related health and safety restrictions, voters must wear a mask and practice social distancing. Both voters believe this upcoming election is too important to sit out, and they didn’t feel comfortable mailing in their ballots.“I think this is the most important election in my lifetime. There’s going to be a lot of changes in the next year or two,” Milburn told ABC 10News.Sisco added, “I had to come and vote. To be honest, I felt bad I didn’t start voting until Obama came into office. I should have been voting even back then.”Both decided to come early concerned about having to wait in long lines which election officials want people to be mindful of. Officials believe this election will bring out the county’s highest voter turnout to date.The San Diego County Democratic Party came to the Registrar of Voters to promote early voting, saying it will speed up the results.Will Rodriguez-Kennedy, the Chair of the San Diego Democratic Party, said, “If you want to have the count and not be waiting election night … The more people that vote early the better for everyone, the results will come in sooner.”In a statement sent to ABC 10News, the county’s Republican Party said they are “encouraging Republicans to vote early.”Meanwhile, officials said ballots are being mailed out on Monday to the 1.9 million registered voters in San Diego County.This summer, citing restrictions brought on by the COVID-19 pandemic, state officials said all registered California voters would receive mail-in ballots. SAN DIEGO (KGTV) -- Scripps Research scientists have figured out how to reverse the desire to drink in alcohol-dependent rats. According to a news release, the researchers were able to use lasers to temporarily inactivate a specific circuit in the brain to reverse the behavior. “This discovery is exciting—it means we have another piece of the puzzle to explain the neural mechanism driving alcohol consumption,” says Olivier George PhD, an associate professor at Scripps Research and senior author of the new study.Though the discovery is exciting news for science, researchers say the treatment is far from ready for human use. George says he believes that the discovery will open the door to developing drug and gene therapies to treat alcohol addiction. “We need compounds that are specific to this neuronal circuitry,” George says. In the U.S., more than 15 million adults suffer from alcohol use disorder, according to the National Institute on Alcohol Abuse and Alcoholism. 991

  

SAN DIEGO (KGTV) — San Diego Police Saturday honored a local boy who risked his life to save his younger brother from drowning.Police say 10-year-old Ulises Frausto and his 7-year-old brother did not know how to swim when they were in a pool together. The brothers were holding onto the side of the pool when Frausto's brother lost his grip and sunk to the bottom.Despite not knowing how to swim, police say Frausto put his life on the line, swimming to the bottom of the pool to rescue his little brother. He was not breathing when rescuers pulled him out.Thankfully, CPR was performed and Frausto regained consciousness, police said.SDPD officers honored Frausto with a lifesaving certificate and a special challenge coin, which is traditionally given to recognize outstanding acts of service or to enhance morale. SAN DIEGO (KGTV) -- Some Point Loma Nazarene University students have been told to shelter in place after a cluster of students tested positive for coronavirus.The university says it’s seen an increase of 12 cases. According to the school, 50 students were identified as close contacts.“A cluster of cases and potential exposures have been identified in the following dorm floors:Klassen Hall - 3rd North: three positive cases in isolation Hendricks Hall - 1st South: four positive cases in isolation Young Hall - 4th Floor: three positive cases in isolation Per university protocol, these positive cases are already in isolation in specific university housing outside of the potentially impacted floors,” the school said.The university says it is also monitoring two unrelated cases in Nease Hall.Read the full letter from the school below: 849
